Retail Store Detective is responsible for apprehension and prosecution of shoplifters and the prevention of theft. Not a uniformed security guard or watchman.   • Village of Ruidoso
  • Ruidoso, NM FULL_TIME
  • The position of detective coordinates and performs police work in criminal investigations.  They conduct investigations of criminal offenses such as burglary, embezzlement, robbery, fraud, assault, murder, etc.  When detectives are called to a scene, they will take over as the case agent when dispatched to a scene. As a detective you could evaluate criminal or civil cases and formulate work plans for investigations.  Detectives interview crime victims, witnesses, suspects, and technical experts.  Conducts surveillance operations and gathers intelligence. Position is subject to competing demands such as ten-hour shifts on a rotating basis; extended work hours beyond regular shift when necessary; multiple tasks; strict deadlines; and exposure to serious bodily harm.  Under general supervision, performs a wide variety of routine police work of an investigative nature. Will also assist patrol when needed. Non-exempt FLSA.Essential Job Functions

    • Performs general duty police work involved in the protection of persons and property; prevention and investigation of crimes; and enforcement of laws.  Works patrol functions when needed to assist in coverage and special events. Regular attendance is an essential function of this job to ensure continuity of services.
    • Conducts background research, collects information and data, analyzes criminal cases and activity, and identifies pertinent information to support investigations; provides various special and recurring reports, forms, and documents to provide accurate and timely information and advises supervisor of significant analytical and critical developments. Develops and maintains intelligence contacts with various law enforcement organizations and partners.
    • Conducts investigation into crimes against people and property which includes identifying, collecting and processing evidence, such as fingerprints, articles, narcotics, and trace evidence.  Conducting field interviews, interviewing crime victims, witnesses, suspect, technical experts, interrogations, gather intelligence, evidence, takes pictures, evaluates the case and formulates work plans for investigation, and responsible for filling out and completing and executing search warrants, arrest warrants, and apprehending and arresting suspects.
    • Prepares cases for prosecution by District Attorney's Office, presents evidence, testifies in court, works with District Attorney’s Office to supply all documents, facts, and investigative information.    
    • May coordinate activities of joint narcotics task forces in identifying and curtailing illegal drug activities including the buying, selling, possession, and use of illicit drugs.
    • Supervises and performs under cover activities including surveillance, meeting with informants, and conducting controlled narcotics purchases.
    • Processes evidence and at times transports evidence to the proper NMDPS laboratory
    • Coordinates safe house interviews and works with the Victims Advocate to assure services are afforded to victims.
    • Participates as a member of the 12th judicial Districts Major Crime Unit
    • Reviews, maintains, and updates records in various formats, mediums, and automated systems to ensure data integrity and adherence to internal controls, practices, and policies; demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless services.

    Other Responsibilities or Job Requirements

    • May work undercover narcotics operations. 
    • Completes personal timesheet accurately and timely.        Ensures time is reported based on actual time worked in Tyler payroll system.
    • Ensures computer is backed up once a month and adheres to Village of Ruidoso IT Policies
    • Adheres to all Village of Ruidoso’s policies not limited to IT, Purchasing, and Personnel Manual
    • Ensures that any on-the job injury is reported immediately and followed up with appropriate forms and actions
    • Is on call on a rotation throughout the year which will include holidays and weekends.
    • Responsible to show up to work at the prescribed time as directed by the Administrative Lieutenant, Deputy Chief of Police and/or Chief of Police
    • Reports any suspected fraud and/or abuse to the Police Chief or Village Manager 
    • Ensures any reports of harassment are immediately reported and appropriate actions are taken.

    Physical Demands
    • Ability to maintain physical condition and stamina appropriate to the performance of assigned duties and responsibilities which may include sitting, standing, or walking for extended periods of time, driving or riding in vehicles.
    • Occasional pushing, pulling, lifting and/or moving up to 25 pounds.
    • Occasional squatting or bending required.
    • Occasional running and jogging. 
    • Physical demands with frequent to constant use of a personal computer; requires sufficient communications capabilities, powers of observation, manual dexterity, tactile senses, mobility, and physical reflexes necessary to effectively and safely perform the essential job functions.

     

    Work Environment

    • Possess ability to adapt to inclement weather conditions and/or situations. Ability to drive, occasionally long distances and inclement weather on mountainous terrains.
    • May work a fairly irregular schedule, long hours, rotate shifts, weekends, holidays, and called back to work.
    • Noise level could be moderate to loud in work environment.
    • Ability to work in stressful environment and deal effectively with stress. 
    Travel Requirements

    Normal travel - ability to travel for activities such as meetings, classes, and workshops in and out of the area. Must be able to travel by air as needed to attend training, conferences, and related activities and overnight travel as required. Must be able to travel with little to no notice when necessary to complete an active ongoing investigation. 

    Qualifications

    • High School education or equivalent required 
    • Must be a non-probationary patrol officer and have at least two years consecutive service as a Ruidoso Police Department Patrol Officer, or must have three years investigator experience. 
    • Must be certified in the State of New Mexico or be able to complete the Certification by Waiver course within one year of date of hire.   
    • Must be able to pass criminal history checks and must be willing to take and pass a drug/alcohol test and comply with agency “Drug Free” Policy.
    • Preference will be given to those who possess Pre-Employment Background investigation training, Voice Stress Analysis training, Internal Affairs Training and experience with being an FBI Task Force Officer.


    License(s) and/or Certification(s)

    • Must be a Certified Peace Officer and hold a current Law Enforcement Certification issued by the New Mexico Department of Public Safety.  
    • Must possess and maintain valid New Mexico motor vehicle operator’s permit of appropriate classification and endorsement as required.   
    • Must agree to maintain a satisfactory MVR and minimum requirement of insurability as required by law.  
    • MVR background checks will be conducted by the Village.  

    Knowledge of: 

    The Ruidoso Municipal Code pertaining to police service and public safety; the Police Standard Operating Procedures Manual and other recognized manuals on police operations and standards; the policies, goals, and procedures of the Ruidoso Police Department; the principles and practices of employee supervision and training; law enforcement principles, methods, techniques, and practices including patrol, investigations, court procedures, community relations, traffic control, report preparation, custody of persons and property, and crime prevention; equipment used in law enforcement, including weaponry, communications, personal computers, and automotive equipment.
