    The Department of Revenue, Tax Division, is recruiting for a Revenue Appeals Officer 2 located in Anchorage!
    The position is in the General Government Unit (GGU) at range 25.


     

    The Tax Division’s mission is to collect taxes, inform stakeholders, and regulate charitable gaming. The Appeals group within the Tax Division impartially reviews taxpayer appeals of audit assessments from all tax types administered by the Tax Division including charitable gaming.
     
    The Appeals group offers flexible work schedules, including “alternative work week” schedules that allow employees to have an extra day off every other week.

    What You Will Be Doing
    This position is the first level of appeal for a taxpayer.  This position is assigned appeal cases in all of the tax types with an emphasis on the most complex taxpayer appeal cases with multiple issues and tax computations.  The position also tests and maintains the Tax System for the appeals group; participates in training; and responds to taxpayer inquiries. The position works independently with a high degree of autonomy with limited supervision.  

    Key responsibilities include:
    • Evaluating and analyzing appeal issues for all tax types 
    • Conducting information conferences with taxpayers 
    • Communicating statutes and regulations to taxpayers and coworkers and discussing appeal issues with the appeal supervisor and Department of Law 
    • Conducting tax and legal research 
    • Issuing written informal conference decisions 
    • Understanding the tax calculation for each tax type        
    • Calculating the tax based on the informal conference decision adjustments
    • Posting the informal conference decision adjustments to the tax division computer system 
    • Representing the Department of Revenue in a team effort with the Department of Law for all tax types at all levels of the appeal 
     
     
    Who we are looking for:
    The ideal applicant will possess some or all of the following knowledge, skills, abilities, and experience.
    • All relevant accounting, auditing, tax and legal work experience is within the last 3 years 
    • Demonstrated work experience using some or all of the following:  the Alaska statutes and regulations, the Internal Revenue Code and regulations, federal and state court decisions, and/or administrative and judicial procedures 
    • Knowledge of general legal principles and practices 
    • Knowledge of generally accepted accounting principles and accounting methods 
    • Ability to assemble, organize, and appraise facts, weigh evidence, analyze legal documents, conduct research using RIA and Westlaw, and reach conclusions supported by facts and the law 
    • Strong written and oral communication skills
    • Ability to conduct informal conferences over the telephone and by email to establish the facts and taxpayer’s position for each issue at appeal and issue clear and comprehensive written decisions for all tax types with an emphasis on complex tax cases with multiple issues
    • Ability to effectively communicate with individuals that disagree with your decision on an appeal issue
    • Ability to work independently and to learn new tasks with minimal supervision
    • Ability to work collaboratively with everyone involved in an appeal 
    • Ability to prioritize and manage multiple tasks and meet deadlines
    • Proofreading and editing skills and experience
    • Ability to compute the tax for all tax types
    • Proficiency in Microsoft Office (Word, Excel, Outlook)
     
    Due to the inherent nature of work performed in the Department of Revenue, the Department may reasonably decline to interview qualified applicants with felony convictions related to embezzlement or theft of funds.

    Our Anchorage office is located in the Atwood Building, within close walking distance to coffee shops, stores, and restaurants. Free parking is included.

    This position is on the 5th floor. All desks can be raised to work standing up.

    Minimum Qualifications

    A bachelor's degree from an accredited college in accounting, finance, or business that includes at least 18 semester hours (27 quarter hours) in accounting, auditing or tax courses. Three semester hours (four quarter hours) of business law or statistical sampling may apply toward the required credit hours. 

    AND EITHER

    Two years of journey level professional experience conducting informal conferences and issuing written informal conference decisions for progressively responsible appeal cases with at least three appealed issues and working with formal appeal cases. This experience is met by service as a Revenue Appeals Officer 1 with the State of Alaska or the equivalent with another employer. 

    OR

    Three years of advanced professional level experience in auditing, public accounting and/or legal tax experience. The required experience includes work such as Oil and Gas Revenue Auditor 4 or a Corporate Income Tax Auditor 4 with the State of Alaska or the equivalent with another employer.

     

    OR 

    Substitution: 

    A juris doctor degree from an accredited law school. 

    AND

    Two years of advanced professional level experience in auditing, public accounting and/or legal tax experience. The required experience includes work such as Oil and Gas Auditor 4 or a Corporate Income Tax Auditor 4.

    “Progressively responsible” means indicating growth and/or advancement in complexity, difficulty, or level of responsibility.

    Writing Sample:

Finally, the writing sample must be on the research issue below.
     
    Research Issue:  Discuss when the underpayment of estimated tax penalty is assessed for Alaska corporation net income tax, how the penalty is calculated, and if it can be abated.
