Revenue Operations Manager - Revenue Processing/Citations

    The Manager, Revenue Operations job classification performs three managerial roles within the Revenue Operations division of the Finance Department of Metro Transit:
     
    Manager, Revenue Operations – Revenue Processing/Citations is responsible to manage the systems and processes to collect, process, and securely deposit all cash fares and manage all fare inspection citations.  Three supervisors will directly report to this position and 18 ATU employees will report to the supervisors. The department will collect and process over $24 million in cash and process an estimated 10K to 20K citations annually over the first two years, increasing in following years as more TRIP agents are hired and trained. This position also develops and manages the contracts for armored car carrier service contracts for bus and rail and maintains all operations in a tightly controlled, highly secured environment.Manager, Revenue Operations – Revenue Processing/Citations 
    • Oversee and manage the Central Counting processing of over $24 million in cash fare revenues and all fare citation payment revenues including managing a staff of one (3) Supervisors, (6) Revenue Processing employees, (11) Fare Collection Specialists, (1) Fare Citation Administrator and manage the fare collection, TRIP citation and cash counting equipment needed to process currency and coins.
    • Manages and ensures the safe, efficient, and secure collection of all Metro Transit bus cash fare revenue of over $20 million annually including all farebox revenue-ridership data, and directly manage all Fare Collection operations including up to (2) supervisors and (11) ATU employees at six garage locations:
    • Oversee and establish the Transit Ridership Incentive Program, Fare Inspection Citation Program including citation issuing and tracking software and hardware, data analysis and citation resolution management.  Directly supervisor the Citation Supervisor and administrative staff to ensure accurate and timely processing of all civil citations and citation payments. Assist the supervisor in managing the Special Event fare collection program at stadium events.
    • Support broader Metro Transit and Met Council goals and initiatives through support of ridership growth, program growth and all other relevant growth initiatives. Partner with Marketing, Transit Oriented Development (TOD) and other departments to identify and/or support growth initiatives that have dependence on Revenue Operations systems or areas. Lead Revenue Operations department equity and equal access initiatives aimed at expanding access to all customers through efforts such as TAP program expansion, providing additional language and other similar support as needed across all department communications, and regular and special Title VI reports and analysis. Review reduced fare programs such as TAP, and assist the Administrator in developing the TAP program.
    • Ensure adequate department review and controls over all cash fare and citation payment processes. Provide regular review of payment and cash fare processes and procedures to ensure adequate controls are adhered to.  Regular review of personnel with access to key and secure locations to reduce risks and liability. Timely and appropriate response to all customer relations contacts.
    • Foster a climate of equity and inclusion.  Promote equity internally and externally throughout the department and by fostering equitable, diverse work practices and an inclusive work environment.
     Education/Experience
     
    Any of the following combinations of completed education in Business Administration, Accounting, Finance, Operational Management or related field; AND progressive experience in business, accounting, financial analysis, operations management, including at least three (3) years of experience in supervision/management or project management that includes: planning and monitoring budgets, employee/staff work direction and leadership, project management and experience with PeopleSoft or a similar financial system.
     
    • A high school diploma/GED and ten (10) years of progressive experience; AND three (3) years of experience in supervision/management or project management.
    • An associate degree and eight (8) years of progressive experience; AND three (3) years of experience in supervision/management or project management. 
    • A bachelor’s degree and six (6) years of progressive experience; AND three (3) years of experience in supervision/management or project management.
     

    What knowledge, skills and abilities you should have for this job:

     
    • Knowledge of Generally Accepted Accounting Principles (GAAP).
    • Knowledge of FTA Title VI requirements.
    • Knowledge of accounting principles, reconciling of accounts and internal controls.
    • Skills in Microsoft Office software products and PC proficiency.
    • Project management and/or process improvement skills.
    • Ability to plan and lead projects to successful completion; including developing effective teams, delegating tasks, facilitate problem solving, establish project schedules, and manage budgets.
    • Ability to lead staff, work groups, facilitate/negotiate with others.
     

    What additional skills and experience would be helpful in this job (desired qualifications):

     
    • Experience as a manager for a similar size organization serving a diverse unionized employee population.
    • Managerial experience in operating a high security technical area and automated information systems.
    • Advanced project management certification or training program

    Work Environment:
    Work is performed in a standard office setting. Some positions may require travel between primary work site and other sites.

The Metropolitan Council considers felony, gross misdemeanor and misdemeanor convictions on a case-by-case basis, based on whether they are related to the job and whether the candidate has demonstrated adequate rehabilitation.
