    This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

    DUTIES

    Provides management support services in the areas of program analysis, annual/multi-year/long range financial planning, e.g. Planning, Programming, Bu1geting and Execution (PPBE) cycles.


    Assists in formulating plans into long-term POM and IPOM requirements for the 543 ISR Group.

    Manages the programs/resource requirements for 543 ISRG.

    Performs manpower and organization support for the Group.

    Serves as the 543 ISR Group point of contact/liaison for the processing of personnel actions and variety of support programs.

Knowledge of the 543 ISRG programs and mission functions and relationship within the Intelligence Community (IC). Knowledge of a range of management, planning, and measurement concepts, principles, practices, and methodologies currently in use by the Air Force, DoD, and private industry. Knowledge of pertinent laws, regulations, policies, and precedents as well as budget, budget priorities, impact priorities, and related support resources which affect command programs and the functions under study.     KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

    I. Knowledge of Planning, Programming an Budget System (PPBS) to execute resource requirement efforts are in line with stated mission capabilities an requirements, to include knowledge of 16 AF customer budget processes, cost benefit analysis methods and analysis of performance data to prepare budget recommendations in support of group mission requirements.
    • Knowledge of organizational level budgetary and cost methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute the budget for assigned budget accounts to include the Defense Travel System, the Government Charge Card Program, and Government Purchase Card Program.
    • Knowledge of qualitative and quantitative techniques, concepts and methodologies and resource management directives, concepts, procedures, guidance, and policies; and of DoD, 16AF/ ACC, MAJCOMs, Combatant Commanders policies, and directives regarding planning, programming and requirements.
    • Broad knowledge of DoD, 16 AF JSR and Group missions, customers, and roles and in correlation to the plans and programs strategic planning processes.
    • Skill in applying analytical and evaluative techniques to identify, investigate and resolve complex issues or problems related to resource programs; and ability to carry out and complete assignments involving work with diverse and dynamic groups by gaining their operation with tact, courtesy, and diplomacy and moving them towards an ownership of their objective without imposing personal bias.
    • Ability to communicate effectively, both orally and in writing in order to produce analytical reports, position papers and briefings which are appropriate for the intended audience; to obtain information about organizational missions, functions, and work procedures.
