JOB RESPONSIBILITIES:
Under general administrative direction, manages, implements, and maintains a comprehensive safety, health, and environmental affairs program for the city. Assists in developing city-wide programs to preserve the environment and protect the health and safety of employees. Ensures compliance with all federal, state, and local regulations and standards involving occupational safety, environmental health, chemical control, industrial hygiene, general safety, and fire safety; performs related duties as required.
ILLUSTRATIVE DUTIES:

Manages, implements, and maintains comprehensive programs in the areas of safety, health, and environmental affairs for the City; develops preventive programs to identify and reduce risks from potential hazards in the workplace.

Manages, implements, and maintains City wide defensive driving program.

Manages, establishes, and implements short- and long-range organizational goals, objectives, policies, and operating procedures; monitors and evaluates program effectiveness; implements changes required for improvement.

Ensures compliance with all regulatory bodies and standards (including OSHA, KYOSHA, and various Federal and State of Kentucky agencies.)

Manages and ensures dangerous chemicals are properly identified, maintains the SDS (safety data sheets) database, and ensures employees are trained in proper personal protective equipment.

Inspects and monitors working conditions to ensure all products and activities are compliant with safety guidelines.

Conducts random worksite safety inspections at all facilities.

Document and complete safety violation write-ups in the workplace. Has the ability to stop work when hazards are present.

Performs monthly and annual inspections on facilities and documents, files reports, and follows up as necessary (i.e. fire alarms, fire extinguishers, etc).

Responsible for developing and delivering safety training programs to all levels of management and employees within the City.

Analyze risks in the organization and recommend an insurance program for the City.

Consult with department management regarding the implementation of new safety procedures.

Annually reviews and makes recommendations on safety-related policies, procedures, and practices.

Investigate unsafe working conditions and accident scenes, study possible causes, and prepare reports on the cause, of the accident, and any recommended actions.

Chairperson of the Safety Committee, and Accident / Incident Review Board.

Process, maintain, and follow-up on all Workers’ Compensation claims, maintain records on “loss time” accidents; and prepare appropriate reports.

Keeps abreast of pending regulatory developments through reference sources; obtains insight on legislative agendas at state and federal levels.

Assists Maintenance supervisor with priority issues concerning the preventative maintenance of facilities and equipment in order to sustain a safe and functioning work environment.

Prepare meaningful, concise, and accurate reports and handle sensitive public inquiries.

Administer, research, and advise the city in matters involving drug-free workplaces, workplace violence, retaliation, discrimination, and ADA as related to issues facing the department.

Maintains confidentiality.

Performs related duties as required.
Requirements:
QUALIFICATIONS:
Bachelor’s degree in Occupational Safety and Health or related degree supplemented by four years of training and/or experience in the Risk Management field and knowledge of OSHA compliance and training regulations and Safety audit and inspection procedures. Must hold or be eligible within 18 months to acquire Board of Certified Safety Professional and/or American Board Industrial Hygiene certification, and/or other credentialing organization of choice. This position requires handling confidential governmental compliance and employee training information; therefore applicant must not possess a criminal conviction for theft or crimes against persons.
KNOWLEDGE, SKILLS AND ABILITIES:

Working knowledge of regulations including but not limited to Workers’ Compensation, OSHA, DOT, EPA, NFPA, FMLA, and ADA.

Ability to communicate on subject matter that requires candor, tact, and diplomacy.

Takes a proactive approach to risk management and safety issues in all departments.

Ability to work within HIPAA guidelines and protect the privacy of others.

Skilled in research and application of legal matters to situations that arise.

Ability to pass the Certified Safety Professional examination and remain current in CEUs.
