  • Duties

    As an Emergency Management Specialist, you will be providing Emergency Management Planning; resource management; planning, coordinating, and executing exercises and preparedness training; evaluation of exercises, planned events and real-world incidents.

    Being a Coast Guard (CG) civilian makes you a valuable member of the CG team. Typical work assignments include:

    • Providing input to revise policy and guidance for planning, conducting, and evaluating contingency exercises and events and utilizing lessons learned/best practices to update plans.
    • Cultivating a resilient maritime community through deliberate and coordinated crisis and surge incident planning.
    • Developing detailed Concepts of Exercise (COE) within the Contingency Preparedness System (CPS), including spend plans, for scheduled exercises and events.
    • Compiling exercise evaluation guides (EEGs), participant feedback forms, and input from hot washes to develop After Action Reports (AARs) for exercises and planned events.
    • Coordinating, collaborating and fostering relationships with multiple Federal, State, Tribal, and Territorial (FSLTT) entities, non-governmental organizations (NGOs), international partners and private stakeholders.

    Qualifications

    You qualify for the GS-12 grade level if you possess one year of specialized experience equivalent to the GS-11 grade level performing duties such as:

    • Developing and analyzing of metrics used to evaluate the effectiveness and efficiency of emergency preparedness programs.
    • Maintaining emergency management plans, conducting exercises, managing training, facilitating meetings; presenting and reporting methods and procedures to accomplish the mission or task.
    • Providing advice, guidance and policy assistance to various agencies and international work groups related to emergency preparedness programs.
    • Establishing and maintaining liaison with other agencies and performing inter/intra agency coordination work.

    Specialized experience is experience that has equipped you with the particular ability, skill and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

    National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.
