SAFETY MANAGER plans and manages the general health, safety, and loss control policies and procedures of the organization. Monitors and evaluates the workplace to ensure compliance with governmental regulatory agencies. Being a SAFETY MANAGER designs and directs safety training programs to reduce accidents, occupational illnesses, and exposure to long-term health hazards. Develops worker plans and policies for new employee safety orientation including skill training, emergency preparedness, proper job instruction, hazardous material disposal procedures, and the use of protective equipment. Additionally, SAFETY MANAGER studies, identifies, and reports causes of past accidents and develops recommendations and follow-up to prevent accident recurrences. Requires a bachelor's degree of occupational safety and health or related degree. Typically reports to a head of a unit/department. The SAFETY MANAGER manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. Extensive knowledge of department processes.     DUTIES AND RESPONSIBILITIES:
    Overview:
    • Directly responsible for managing all aspects of EZARC's Health & Safety program and the risk associated with EZARC's construction projects in one region.
    • Proactively plan, direct, and implement our safety program to ensure a safe, healthy, and accident-free work environment. 
    • Support field teams to operate safely in each construction project for the protection of our employees, clients, subcontractors, and the public. 
    • Report directly to the Corporate Safety Director with proactive, frequent, and open communication.

    Site Specific Safety Program:
    • Inspire change through comprehensive risk assessments and safety data analysis.
    • Develop annual plans and budgets for safety & health initiatives including training and continuing education.
    • Communicate safety expectations and give frequent feedback to operations teams.

    Audit:
    • Perform periodic job site inspections and prepare reports.
    • Assist in accident investigations. 
    • Analyze industrial accident causes and hazards. Make recommendations to resolve any deficiencies.
    • Research and manage ways to reduce the net premium paid by improving the experience modifier.

    Risk Management:
    • Update and maintain EZARC's safety program documentation. 
    • Ensure compliance with all applicable federal, state, county, and local safety-related regulations. 
    • Remain current on all safety regulations and communicate to management new or revised regulations

    Training:
    • Support the development of and clearly articulate EZARC's safety vision, objectives, policies, and procedures to cultivate a safety culture dedicated to best-in-industry results. 
    • Organize and implement safety programs for new projects including safety incentive programs and post-accident alcohol and drug testing.
    • Implement HSE training programs for employees and supervisors.
    • Develop and maintain HSE databases and internal websites.
    • Facilitate employee training in first aid and CPR. Maintain training records in the employee files.

    Compliance:
    • Support field management with all subcontractor job-specific safety programs.
    • Review new subcontractor pre-qualification documentation to ensure acceptable safety records. 
    • Act as the corporate contact for any federal, state, or municipal safety or risk management authority and/or personnel, including, but not limited to OSHA and/or DOSH.
    • Manage motor vehicle fleet safety programs and conduct driver background investigations.
    • Oversee EZARC's substance abuse policy and programs.
    • Prepare safety-related input for bid proposals.

    QUALIFICATIONS:

    Technical Knowledge
    • OSHA, DOSH, ANSI, NFPA, EPA, EM-385-1-1
    • Worker’s Compensation Regulations
    • Expert knowledge of construction safety, including all applicable federal, state, and local safety-related regulations.

    Education & Training:
    • Bachelor’s degree in occupational health, safety management, or related field, and/or certification as a Safety Professional (CSP) preferred.
    • 5 years of safety management experience required.
    • 5 years REQUIRED experience working in the construction industry.
    • Construction Health and Safety Technician (CHST), required.
    • Training certification in CPR/First Aid preferred.
    • Valid driver’s license.

    Other Skills:
    • Demonstrated management and leadership abilities.
    • Excellent verbal and written communication skills.
    • Experience developing and managing HSE policies and procedures.
