Safety Specialist implements, manages and monitors safety programs, policies, and procedures that meet OSHA and other applicable requirements. Evaluates the organization's procedures, facilities and equipment by conducting inspections to identify unsafe conditions and to implement safeguards and solutions. Being a Safety Specialist ensures the organization complies with all current safety regulations and that all employees are aware of safety requirements and are prepared to follow safety procedures. Collects data and reports on all safety and accident events. Additionally, Safety Specialist may have additional responsibility for fire prevention, hazardous waste management, resource conservation, or other safety related activities depending on the industry and location. May require a bachelor's degree. Typically reports to a manager. The Safety Specialist occasionally directed in several aspects of the work.     Primary Purpose
    Campus Safety Specialists primarily provide campus safety services and support to the COCC community. The position patrols COCC campuses to monitor and ensure the safety and security of staff, students, and the public. This is not a law enforcement position.

    Essential Duties and Responsibilities
    Campus Safety
    • Provide assistance and general information to staff, students and the public as needed by being present and approachable. Assistance may include providing directions to locations on and off campus, jump starting cars with dead batteries, escorting individuals to their vehicles, or addressing specific safety concerns with individuals or groups.
    • Perform regularly scheduled inspections of patrol vehicle and safety equipment (AED & Fire Extinguishers) and all buildings, all campus life safety equipment and document results via monthly safety audit.
    • Patrol by foot, bicycle, or in patrol vehicle College grounds and inspect campus buildings and property to deter and prevent theft, vandalism, and personal injury hazards.
    • Lock and unlock buildings, doors, offices, windows, labs, etc. as required for staff and events.
    • Promote safety and security at special events, including but not limited to providing traffic control, signage, and planning assistance.
    • Complete documentation for campus incidents, which may include personal observations and the observations of persons witnessing and/or involved in the incident. Share documentation with supervisor for guidance.
    • Assist, as needed, with snow removal, de-icing, office moves and other services as required. Provide building access to contractors and approved visitors. Set building electronic door locks.
    • Assist in medical waste collection process and other minor, safety-related tasks as assigned.


    Policy Adherence and Reporting
    • Enforce and adhere to college policies and regulations through approved methods. This may include the issuance of citations for parking, traffic and policy regulations on campus. Report policy violations to supervisor or other authorities for appropriate action and follow up.
    • Observe and maintain confidentiality regarding all persons and incidents, as required to protect the rights of individuals and the integrity of inquiries in accordance with law, rule, policy and procedure.
    • Observe, correct, and report via work order potentially hazardous physical conditions; may remedy condition when appropriate (e.g., fallen limbs, debris, damage to streets or sidewalks, etc.).
    • Participate/help scheduled fire drills..
    • Report infractions of certain safety regulations, unsafe conditions and potential illegal/criminal acts to supervisor and as necessary, the appropriate department or outside agency, including 911.
    • Monitor video surveillance systems and review video footage for incident follow-up within the requirements of COCC B-10-0 Video Camera Systems policy.

    Emergency Response
    • Assist in emergency management support as needed and directed by college leadership.
    • Respond to calls for emergency assistance or medical aid and coordinate with emergency services to expedite their response.
      • Document actions and observations as directed.

    Applicant must be 21 years of age, or older to be able to drive COCC vehicles.

    Knowledge, Skills, and Abilities
    Individuals must possess these following knowledge, skills and abilities or be able to explain and demonstrate that the individual can perform the duties and responsibilities of the job, with or without reasonable accommodation, using some other combination of skills and abilities. The individual is expected to follow College work rules and policies.
    • Ability to work independently during on-duty hours, with minimal supervision.
    • Ability to use prudent judgment in dealing with sensitive or emergency situations, within College guidelines.
    • Ability to provide assistance, advice, and information to staff, students, and the public.
    • Ability to demonstrate a calm demeanor and professionalism when dealing with others.
    • Ability to use appropriate de-escalation measures in complex situations. Ability to effectively communicate with hostile and/or emotionally distressed individuals on issues of safety and security.
    • Ability to render first aid in emergencies.
    • Ability to work effectively with other Campus Safety staff, College staff from various departments, students, the public and emergency services providers.
    • Ability to work effectively and sensitively with constituents from diverse cultural backgrounds and perspectives.
    • Ability to model and support community-oriented policies that ensure diversity and cultural competency.
    • Ability to maintain student confidentiality, data integrity, and comply with all related college, state, and federal standards, including the Family Education Rights and Privacy Act (FERPA) and maintain the confidentiality of other sensitive information.
    • Ability to accurately identify, report, and, in some cases, correct safety hazards on campus.
    • Ability to safely operate a vehicle during varying road and weather conditions, including snow, ice, and rain.
    • Ability to communicate effectively, both orally and in writing, using the English language with or without the use of an interpreter.
    • Ability to effectively conduct internet research and utilize common Microsoft applications (Word, PowerPoint, Excel) as well as the ability to learn and effectively utilize a student information system (Banner) and other standard office software and hardware.
    • Knowledge of the methods and practices of professional campus safety procedures including those used in patrol, traffic control, verbal de-escalation, incident management, safety, and fire.
    • Knowledge and understanding of relevant College, local, state and federal safety laws, regulations, and procedures, including blood borne pathogen procedures.

    Ergonomic Requirements
    The Campus Safety Staff position requires the incumbent to safely operate a motor vehicle, walk, reach, bend, climb or pull self upward, kneel, stoop, crawl, run at a moderate pace for short distances, crouch, and perform similar functions while patrolling campus and campus facilities. Exposure to inclement weather and safety hazards exists as well as possible threats of physical harm. Requires prolonged periods of walking indoors and outdoors in all weather conditions and on hard level surfaces and up and down stairs. Position involves extended standing and walking, and some lifting weighing 10-50 pounds as well as the potential for rescue assistance of persons who may be unconscious and require moving. A computer is used less than 25 percent of the time. All individuals are required to be able to perform the essential functions with or without reasonable accommodation.

    The position works a regular M-F weekly schedule and must proactively request overtime per COCC policies and procedures. May be required to work a flexible schedule to accommodate the campus safety needs of COCC.
    Persons in this position may be exposed to blood or other potentially infectious materials. All employees identified as having the potential for this exposure will be offered the hepatitis A and/or B vaccinations at no cost. The employee has the right to waive these inoculations.

    Minimum Requirements
    Education
    • Possess a high school diploma or equivalent.
    Experience
    • Two years’ experience in direct contact customer service position that includes answering inquiries from internal and external stakeholders, resolving conflicts; communicating information to stakeholders, and following policies.

    Preferred Qualifications
    • One year or more experience working in campus safety, educational security, private security, law enforcement, emergency medical services, environmental health and safety or a related field.
    • 30 credits or more of college level coursework in any combination of the following: Criminal Justice, Public Administration, Sociology, Psychology, Social Work, Communications, emergency services, or related field.
