Grants Management Specialist

  • Duties

    The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

    As a Grants Management Specialist, you will:

    • Acts as a government technical monitor and participates in government technical evaluation panels and pre-proposal conferences. Responsible for a narrow scope of contracting activities and/or assisting the GTR in monitoring cost, schedule and performance parameters for assigned ONAP contracts.
    • Participates in the preparation of cost estimates, statements of work, reporting requirements, proposal instructions and evaluation criteria.
    • Conducts market research and provides advice on any matters concerning solicitation and the reasonable need for proposed costs. Assists GTR in obtaining necessary approvals and clearances.
    • Prepares coordinates and reviews all grant application packages either individually or as a member of cross-functional team.

    The official duty station for this position will be in Seattle, Washington. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.

    A. This is a term position. A term position does not confer eligibility for transfer to another agency. A term employee does not acquire competitive status or eligibility to be converted to a career conditional appointment, nor is the time served under a term appointment creditable toward career tenure. A term appointment carries no implied or specific commitment of consideration for, or placement into, a permanent appointment.

    B. The employment of a term employee ends automatically at the expiration of his or her term. Term employees, who were previously in a career or career-conditional status, will not automatically be able to return to their career or career-conditional position once the term is over; they may, however, reapply for the career or career-conditional position if it is available.

    Key Requirements:

    • Must be U.S. Citizen or U.S. National.
    • A one year probationary period may be required.
    • Must successfully complete a background investigation.
    • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
    • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
    • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
    • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form i-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.

    Qualifications

    You must meet the following requirements by the closing date of this announcement.

    Specialized Experience: For the GS-12 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes:
    - Evaluating grantee proposals, plans and justifications; AND
    • Providing grant related technical guidance to internal and external stakeholders; AND
    • Negotiating and awarding grant or cooperative agreements.

    Specialized Experience: For the GS-11 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized Experience for this position includes:
    - Evaluating grantee proposals, plans or justifications; AND
    - Negotiating and awarding grant or cooperative agreements.
    OR
    Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related.
    OR
    You may qualify by a combination of experience and education. A combination of successful graduate education and experience may be used to meet total qualification requirements for the GS-11 grade level, and may be computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for that grade level.

    Specialized Experience: For the GS-09 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized Experience for this position includes:
    - Assisting with the evaluation of grantee proposals or plans; AND
    - Assisting with the provision of training or technical guidance to internal or external stakeholders on grant administration.
    OR
    Master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related.
    OR
    You may qualify by a combination of experience and education. A combination of successful graduate education and experience may be used to meet total qualification requirements for the GS-09 grade level, and may be computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for that grade level.

    Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.

    Education

    The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.
