Nature of Work
Under general direction and reporting to the Director, the program manager performs complex administrative and professional work at the advanced level in managing a unit in the Department of Human Services, Bureau for Medical Services. This individual is responsible for management of specific areas in the severe emotional disturbance waiver for children’s facility- based care, including but not limited to, children’s residential services, psychiatric residential treatment facilities, and acute psychiatric levels of care.
Knowledge, Skills, and Abilities:
- Complex level of problem-solving health demands and decisions for assigned areas
- The ability to persuade or dissuade others on major health policy and program matters
- Ability to communicate with medical personnel about medical processes both verbally and in writing
Duties and Responsibilities:
- Provide planning, policy development, direction, coordination, and administration of the operation of the area of assignment
- Enforce agency objectives
- Participate in staff development related to area of assignment
- Develop and maintain collaborative efforts among health services agencies and Medicaid Managed Care Organization
- Performs research and analysis of legislative health issues related to area of assignment
- Research best practices to promote health policy that is nationally accepted
- Writes health policy and provider reimbursement that is congruent with insurance industry standards
- Manages a program with reimbursements of more than $81 million
- Performs research and analysis of other states’ policies, other insurance policies, and current standard or practice for health issues related to areas of assignment
- Performs research and analysis of appropriate coding initiatives related to areas of assignment
- Monitoring and evaluation of health care administration and service deliverables relation to area of assignment
- Assure manuals for area are maintained in a current status
- Provide policy interpretation to staff, supervisor, public officials, and advocacy groups
- Assist director in budget planning
- Respond to fax, email, written or telephone requests from public officials, members, and/or other departments and agencies related to areas of assignment within an established time frame
Performs health-related work as required and other duties as assigned.
Minimum Qualifications
Training: Master's degree from an accredited college or university in the area of assignment.
Substitution: One year of full-time or equivalent part-time paid experience as described below may substitute for the Master's degree.
Experience: Three years of full-time or equivalent part-time paid professional experience in the area of assignment, one year of which must have been in a program administration capacity.
Substitution: Post-graduate training in the area of assignment may substitute through an established formula for the non-supervisory experience.

Pay: $50,250.00 - $79,358.00 per year
