Job Summary
This position is a responsible professional full-time position under the general supervision of the GIS Technician/Real Property Lister. The purpose of this position is to prepare and maintain accurate ownership and description information for all parcels of real property to produce assessment rolls tax rolls and real estate tax bills and to assist the public with inquiries pertaining to land records. Essential Duties and Responsibilities: The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. Processes all recorded documents that affect land ownership and taxing status Interprets legal documents to determine if they are complete in content and substance Determines if recordings are a full transfer of interest or if it is a division of the original parcel Assigns parcel numbers to new splits Assists the public in providing information relative to parcel location ownership descriptions and title problems Works closely with local assessors to obtain and provide data that forms the assessment roll Serves as primary liaison with town village and city clerks property assessors the WI Department of Natural Resources and the WI Department of Revenue Notifies attorneys abstractors surveyors grantors or grantees of possible errors pertaining to documents of record Notifies zoning office of possible violations of subdivision ordinance Prints assessment rolls and real estate tax bills Sends rolls and forms to the Department of Revenue throughout the year Inventories orders and stocks all supplies and forms used in the preparation of various rolls notices tax bills and statements Performs real property title searches of the recorded documents in the Register of Deeds office to determine proper ownerships Other duties as assigned
QUALIFICATIONS: Education and Experience: Associate or bachelor’s degree in a related field (Geographic Information Systems Geography Cartography Computer Service Planning Surveying Real Estate). In lieu of education a minimum of three (3) years experience in property listing real estate title work surveying mapping or assessing. Knowledge Skills and Abilities: Knowledge of instruments that affect land divisions and land title Knowledge of Esri ArcGIS applications Knowledge of surveying principles and practices Knowledge of geographic information system methods Knowledge of mathematics including ratios and area calculations Ability to accurately interpret maps and plats Ability to read interpret and write real estate legal descriptions based on the Public Land Survey System Ability to communicate effectively in oral and written format Ability to work under limited supervision Ability to establish and maintain effective working relationships with co-workers public and private agencies and the general public Understanding of the assessment and taxation process Strong research capabilities CLOSING STATEMENT: This description has been prepared to assist in evaluating the responsibilities duties and skills of the position.
