Position Title: Superintendent of Schools
Immediate Supervisor: Board of Education
Summary: Be in all respects, the chief executive officer of the District except as otherwise provided by law. He or she shall have the power to make rules not in conflict with law or with the policies of the Board and decide all matters of administrative and supervisory detail in connection with the operation and maintenance of the schools. Shall provide visionary leadership in the general administration of the school district, specifically in the areas of finance, personnel, and educational programs and services.
Essential Duties and Responsibilities: (Other duties may be assigned.)
- Be directly responsible to the Board; he or she shall be expected to initiate and direct the development of policies for the approval of the Board, and to delegate such responsibility to whomever he or she may deem desirable.
- Attend all meetings of the Board except those concerned with his or her own contract status and be granted the privilege of taking part in the deliberations but shall not vote.
- In order to assist the Board in reaching sound judgments, establishing policies and
approving those matters which the law requires the Board to approve, be responsible for placing before the Board, necessary and helpful facts, comparisons, investigations, information, and reports and for making available at the proper time the personal advice on special or technical matters, of those persons who, in his or her opinion or that of the Board or the President, are particularly qualified to furnish it.
- Have the power to recommend the appointment, assignment, transfer, promotion, demotion, discharge, and/or suspension of all employees of the Board as provided by law and the policies of the Board, with such recommendations reported to the Board for final approval and confirmation.
- Direct professional supervisory staff in its visitations of the schools under his or her charge. Through his or her staff he or she shall direct, assign, and assist teachers and all other educational employees in the performance of their duties; classify, assign, and control the promotion of pupils; and perform such duties as the Board determines.
- Direct the work of his or her professional staff in the evaluation of curriculum and textbooks, and upon the basis of such study shall make recommendations for consideration and judgment.
- Supervise the establishment or modification of the boundaries of school attendance and transportation areas subject to approval of the Board.
- Direct the preparation of an annual budget showing the estimated receipts and disbursements necessary to cover the total needs of the district for the ensuing fiscal year and submit this estimate to the Board in accordance with the requirements of the law.
- Approve and direct, in accordance with law and rules of the Board, purchases and expenditures, within the limits of the detailed budget approved by the Board.
- Direct the formulation of salary programs and make recommendations regarding same to the Board. After their adoption by the Board, he or she shall assign salaries to personnel on the basis of said programs.
- Exercise leadership in directing necessary studies of sites and buildings, taking into consideration the population trend and the educational and cultural needs of the district to assure timely decisions by the Board and electorate regarding construction and renovation projects.
- In collaboration with the Board, take the lead in developing and implementing long-range and strategic plans that reflect enrollment trends, cultural needs and the appropriate use of District facilities, and oversee the development of those plans which are consistent with the Board objectives.
- Represent the district as its chief executive officer in all dealings with other school systems, social institutions, business firms, agencies of government, and the general public.
- See to the development throughout the District of high standards of performance in educational achievement, use and development of personnel, public responsibility, and operating efficiency.
- Responsible for documenting and reporting of open enrollment requests, in-district transfers, and school choice requests; Section 504 Plan; 280.12/280.18 Report.
- Demonstrate appreciation for and sensitivity to the diversity in the school community.
- Create an equitable, supportive and inclusive teaching and working environment for all students and employees regardless of their race, creed, color, religion, gender, age, national origin, marital status, sexual orientation, gender identity, disability or genetic information.
- Direct the preparation of the school calendar.
- District spokesperson to media.
- Keep the public and Board informed about modern education practices and attend such conventions and conferences as are necessary to keep informed of the latest educational trends and the practices and problems in the school district.
- Serve as liaison to Linn-Mar School Foundation and School/Business partnerships. Establish and maintain liaison with community groups, the BOEE, State Department of Education and schools of higher education which are interested or involved in the educational programs of the District.
- Handles emergency situations as necessary on any matter that requires immediate action or that is not covered by Board policies or school district procedures.
- Foster and maintain a positive, professional climate of mutual trust and respect among all faculty, staff, and administrators
- Provide leadership and direction to the District staff in the areas of Educational Programs, Professional Development/Learning, School Improvement, Management, Family and Community, Ethics, Societal Context, Professional Responsibilities and Equity.
- Regular and reliable attendance.
Supervisory Responsibilities:
Direct supervision of the Assistant Superintendent, Chief Human Resources Officer, Chief Financial Officer, Executive Director of Student Support Services, Executive Director of Technology and building principals.
Minimum Education and/or Experience:
M.A. degree plus 30 semester hours of approved graduate preparation beyond M.A. required.
Doctorate degree preferred.
Previous experience as teacher, principal, and superintendent.
Demonstrated leadership, communication, and organizational skills.
Cross cultural experience preferred.
Licensure or Certification:
Iowa Superintendent’s License (requirements as designated by the Iowa Department of Education)
Evaluator Approval License

While performing the duties of this position, the employee may be required to sit for extended periods of time, walk, stand, talk, speak, and hear. Manual dexterity as required for using telephone, calculator, computer keyboard. May be required to lift or move up to 20 lbs. Position does require evening work. The employee is required to have a pre-employment physical exam and periodic physical exams thereafter, as required.
