TITLE: Assistant Superintendent of Human Resources and K-5 Support
REPORTS TO: Superintendent
SALARY RANGE: See most recently approved 12 Month Salary Schedule
TERMS OF EMPLOYMENT: 260 Days for Twelve Month Employees
JOB GOAL: To plan, coordinate, and supervise the operation of Human Resources and K-5 Elementary by providing leadership and support to teachers and to administrators in developing curriculum, instructional programs, and other components essential for effective schools and personnel management.
- Provide support/interventions on personnel matters.
- Prepare and disseminate correspondence to employees as required.
- Review recommendations for termination of employees and gather necessary information for dismissal proceedings.
- Supervise dismissal procedures leading up to a recommendation and subsequent approval by the Superintendent.
- Accept and process requests for transfers in accordance with the transfer policy of the school system.
- Conduct self-evaluation annually.
- Plan for professional self-development
- Serve as Title IX Coordinator.
- Serve as PIP Program Coordinator.
- Serve as Retirement Benefits Coordinator
- Prepare school calendar and twelve-month employee calendar.
- Maintain a register of qualified substitute teachers.
- Direct the implementation of the system's drug testing program.
- Serve as Workmans Compensation Administrator.
- Supervise the preparation of teacher contracts and letters of assurance
- Consult with and advise teachers on matters concerning retirement, Insurance, teacher absences, sick leave, and certification change.
- Enter and maintain JPAMS files on all school board employees.
- Request the evaluation results for job applicants and provide other school agencies with evaluation results of persons they wish to hire.
- Verify all experience and qualifications of applicants.
- Prepare and maintain statistical information on all personnel and submit necessary reports to the State Department of Education.
- Keep a continuous record of teacher absences.
- Assists with professional development for faculties, development of School Improvement Plans, grant writing, securing and interpreting research findings, location and/or recommendation of applicants for teaching positions through the Human Resources Department, and grade level/departmental/team meetings.
- Performs expertise in interviewing, evaluating, and recommending teacher and other instructional support applicants through the Human Resources Department.
- Coordinates the use of curriculum resources and networks and coordinates programs with other supervisors and departments.
- Supports the development and articulates an appropriate grade-level curriculum.
- Secures resources through grant writing and other funding sources.
- Plans and implements policies in regards to textbooks and other instructional materials, pupil progression policies, and other instructional matters.
- Develops plans and procedures for implementing local, state, and federal mandates.
- Develops policies and procedures to assure budgetary and fiscal accountability.
- Acts as a liaison with the Louisiana Department of Education to monitor activities affecting instruction.
- Coordinates and assists with special projects.
- Displays professional growth through active involvement and leadership in local, state, and national professional organizations.
- Assists parent group and coordinates programs with business, industry, universities, civic organizations, and the community.
- Document efforts to recruit certified personnel for all positions.
- Assist in computing salaries for all school system employees.
- Check the annual reports from each school.
- Assists in the mentoring, observing, and evaluating of principals.
- Assists in planning goals and objectives, curriculum units and individual lessons, classroom organization and management, and objectives for classroom practices.
- Shows leadership in development of teaching materials, orientation and mentorship for new teachers, demonstration lessons, instructional remediation, support material/literature, and location and incorporation into the classroom of research findings.
- Provides professional development based on mandates and teacher needs, utilizing local, state, and/or national resources.
- Observes feedback on classroom practices and acts as a liaison with teachers in other schools and with central office administration and personnel.
- Communicates through developing newsletters, bulletins, manuals, and handbooks.
- Encourages the teaching of excellence and personal and program improvement.
Qualifications
Master's degree in Human Resources, Educational Ledership, Curriculum and Instruction or doctorate preferred.
EDL 3 or comparible certification endorsement is required in order to serve as a school system superintendent or assistant superintendent in Louisiana.
Minimum of three years of progressive experience in human resource management and instructional supervision preferably in an educational setting.
Minimum three years of successful administrative or management experience in education at the level of assistant principal or above.
Minimum of five years of teaching experience in his/her area of certification
