      PRIMARY PURPOSE:

      Responsible for oversight of all financial and business affairs of the district. Provide leadership for the district’s financial services activity to ensure legally sound and effective management practices. Direct and monitor the management and investment of all district funds and ensure they are adequately protected. Serve as chief financial advisor and budget advisor to the superintendent and board of trustees.

      QUALIFICATIONS:

      Education/Certification:
      CPA License preferred
      Valid Texas Mid-Management Certificate preferred
      Valid Texas Superintendent's Certificate preferred
      Bachelor’s degree (Finance or Accounting preferred)
      Master’s degree in Business Administration or School Administration preferred
      Special Knowledge/Skills:
      Advanced knowledge of school finance, budgeting, accounting systems, and economics
      Knowledge of information/data processing systems and financial applications
      Ability to resolve conflict, listen, and appropriately respond to concerns
      Demonstrated leadership skills
      Ability to manage budget and personnel
      Ability to implement policy and procedures
      Ability to interpret data
      Excellent communication, public relations, and interpersonal skills
      Experience:
      Appropriate experience in school management
      Total of 10 yrs. in education & a minimum of 3 yrs. in administration required
      Experience in Business and Finance in a school district preferred

      MAJOR RESPONSIBILITIES AND DUTIES:

      Fiscal Management
      • Keep the Superintendent informed on all financial and business affairs of the district.
      • Oversee the accounting procedures, systems, and controls in all district departments and recommend improvements in their design, implementation, and maintenance.
      • Oversee a continuous auditing program for all funds and assist the district’s independent and internal auditors in conducting the annual or periodic audit.
      • Ensure that accounting systems comply with applicable laws and regulations including Texas Education Agency Financial Accounting and Reporting Resource Guide.
      • Review periodical cash flow analysis to aid in determining cash available for investment and payment of bills.
      • Ensure that all financial obligations of the school district (accounts payable, notes payable, bonded indebtedness, and payroll) are met on a timely basis.
      • Oversee the district’s investment portfolio.
      • Oversee and maintain control of budget by verifying availability of funds.
      • Direct the preparation of the budget and development of long and short-range objectives for the business
      operations of the district.
      • Direct and work with district personnel to project student enrollment in addition to projecting the needs for staffing, building and facilities, energy, capital equipment, and other cost items for district and individual school improvement.
      • Oversee the business office budget and ensure that programs are cost-effective and funds are managed
      prudently.
      • Oversee cost-effective practices throughout the district.
      • Ensure that business operations support the district’s goals and objectives.
      • Oversee the implementation of policies established by federal and state law, State Board of Education rule, and local board policy in area of business operations.
      • Oversee and evaluate monthly financial statements and related budget reports.
      • Oversee semi-annual financial information for submission of data to TEA.
      • Oversee quarterly and annual reports for all federal funds.
      Operations Management
      • Keep the Superintendent informed on the operation of the departments under his/her supervision.
      • Direct and supervise the overall management of the Finance, Insurance, Payroll, Purchasing, and Fixed Assets.
      Management of Administrative, Fiscal, and Facilities Functions
      • Keep informed of developments in state, federal, and local laws as well as public policy affecting this department.
      • Make recommendations to the Superintendent concerning administrative procedures and regulations for the management of school financial operations.
      • Work with district personnel to project student enrollment and staffing.
      Compensation
      • Oversee the district’s insurance programs that include: health, dental, life, general liability, school leaders’ errors and omission liability, voluntary insurance programs, self-funded workers’ compensation, property/casualty, auto and any insurance as assigned.
      • Assist in development and implementation of procedures for administering salary, benefits, and other forms of compensation that effectively implement policies adopted by the board.
      • Ensure compliance with federal wage and overtime laws.
      • Provide cost analysis of salary and wage adjustments for the budgeting process.
      Employee Relations
      • Use management practices that promote collegiality, teamwork, and collaborative decision making among staff.
      Records
      • Ensure that operations contribute to the attainment of district goals and objectives.
      • Recommend policies that improve programs.
      • Develop and maintain systems for retrieval of information in support of all programs.
      • Compile, maintain, file, and secure all physical and computerized reports, records, and other required documents.
      Personnel Department
      • Supervise the operation of the Personnel Department.
      • Evaluate job performance of department staff to ensure effectiveness.
      • Develop training options and improvement plans for department staff to ensure the department’s effective
      operation.
      Professional Growth and Community Relations
      • Pursue professional development through reading, attending conferences, and involvement with related agencies.
      • Demonstrate awareness of district and community needs and initiate activities to meet those needs.
      • Represent the district as directed by the Superintendent in activities involving other school systems, institutions, agencies, and professional or community groups.
      Policy, Reports, and Law
      • Implement policies established by federal and state law, State Board of Education rule, and local board policy in all areas of departments assigned.
      • Compile, maintain, and file all physical and computerized reports, records, and other documents required.
      • Accurately prepare and submit in a timely manner any and all reports required by the board, the Texas Education agency, and other federal and state agencies as directed by the Superintendent.
      Other
      • Perform all duties in a safe manner to avoid injury to oneself and/or to others.
      • Perform other related duties as assigned.

      SUPERVISORY RESPONSIBILITIES:
      • Supervise and evaluate the performance of all administrative officers and other staff assigned, and over the programs they are responsible for implementing
