OSSE: Financial Programs Analyst

  • This position is located within the Office of the State Superintendent of Education (OSSE), Division of Postsecondary & Career Education (PCE). PCE supports programs that help students explore their options at every level and pursue postsecondary goals. The Financial Program Analyst supports and collaborates with the eight program offices to drive and ensure the financial health of our team. The position reports directly to the Assistant Superintendent of Postsecondary and Career Education (PCE).

    Duties and Responsibilities

    Works closely with the Division's financial and leadership teams to support budget development, procuring services, monitoring expenditures, assessing effectiveness of budget and fiscal controls, anticipating shortfalls, conducting cost-benefit analyses, and making recommendations on proposed policies.
    Works closely with the Division manager or appropriate personnel-in-charge to create policies and guidance related to the financial management of federal grants that are aligned with the federal statute and regulations. Analyzes invoice submissions; and tracks expenditures and payment timeliness.

    Initiates and tracks the creation of purchase orders; processes and tracks payment requests in the agency's Payment Tracking System (PTS) and directs voucher requests. Assists with analyzing budget reports and performing monthly reconciliations. Assists the Division manager with tracking the federal and/or state-level fiscal assurances such as Time and Effort of employees and Maintenance of Effort of Local Education Agencies (LEAs); assists with monthly reconciliation of these records with those of the agency and the Office of the Chief Financial Officer's (OCFO) data. Works closely with the Division manager or designee to develop financial reports for Division Program Managers, OSSE leadership, council hearings, federal agencies, auditors, and others as needed.

    Qualifications and Education

    Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

    Experience with Excel, including VLookups & pivot tables and use of financial systems preferably SOAR, PASS and CF0$olveis preferred.

    Bachelor’s degree in a related field is preferred but not required.

    Working Conditions/Environment

    Work is normally performed in an office environment. Occasionally, the incumbent may be required to visit various locations within the District of Columbia.

    Duration of Appointment: This is an Education Service (ES), “At-Will” Appointment. All positions and appointments in the Education Service serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

    Salary: $93,069 - $119,916

    This position is funded through TAG federal payments. Employment will be contingent on continuation of available funding.

    Collective Bargaining Unit (Non-Union): This position is not covered under a collecting bargaining agreement.

    Position Designation: In accordance with Chapter 4 of the D.C. personnel regulations, Suitability, this position has been deemed Security-Sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, and drug screenings, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.

    Residency Preference: Applicants claiming “Residency Preference” will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
