Being a Service Contract Administrator secures necessary approvals and ensures that the standard contract terms are followed. Escalates issues involving customer claims about service to management. Additionally, Service Contract Administrator may participate in review of customer issues and may recommend modifications to the services or terms. May assist with contract negotiations. Contract Management Specialist 1/Trainee 1 or 2 (NY HELPS)

    This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

    For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

    At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

    NON-COMPETITIVE MINIMUM QUALIFICATIONS:
    Contract Management Specialist Trainee 1 - You must have a bachelor's degree* or higher. All candidates that have taken and passed the most recent Professional Career Opportunities (PCO) exam are encouraged to apply.

    Contract Management Specialist Trainee 2 - A bachelor's degree and one year of professional experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms.
    • a Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

    COMPETITIVE MINIMUM QUALIFICATIONS:

    REASSIGNMENT QUALIFICATIONS:
    Current Department of Civil Service employees with one year of permanent, contingent-permanent, or 55 B/C service as a Contract Management Specialist 1 or Contract Management Specialist Trainee 1 or 2. If you have less than one year, you must be currently reachable on the Contract Management Specialist 1 or Contract Management Specialist Trainee 1 eligible list for the Albany location.

    70.1 TRANSFER QUALIFICATIONS:
    One year of permanent, contingent-permanent, or 55 B/C service allocated to a Grade 11 or higher eligible for transfer and determined to be similar by Civil Service.

    52.6 TRANSFER QUALIFICATIONS:
    One year of permanent, contingent-permanent, or 55 B/C service allocated to a Grade 11 or higher eligible for transfer and determined to be administrative by Civil Service.

    70.4 TRANSFER QUALIFICATIONS:
    Current New York State employee with one year or more of permanent, contingent-permanent or 55B/C service in a position allocated to a Grade 11 or higher and who has passed the PCO exam and has a bachelor’s degree* may be eligible for appointment.

    Note: 70.4 candidates must NOT have failed the most recent PCO exam.

    SUBSEQUENT 55 B/C TRANSFER QUALIFICATIONS:
    A subsequent 55B/C appointment may be considered if you have one year of permanent, contingent-permanent, or 55B/C service in a position allocated to Grade 11 or higher and have a current Civil Service 55B/C approval letter.

    55 B/C QUALIFICATIONS:
    Individuals certified eligible for the 55 B/C program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55 B/C of the Civil Service Law will also be considered. To be considered, you must provide a copy of your letter of eligibility with your response.

    Duties Description
    Under the supervision of the Contract Management Specialist 2, the Contract Management 1/Trainee 1/2 will coordinate procurement activities within the Department, including working with Program staff in understanding and documenting requirements for assigned procurements and consulting with Counsel’s Office on draft solicitations and contracts. Additional duties will include but are not limited to the following:

    • Assist with all aspects of the contractual process, including requests for proposals, invitation for bids, request for quotes, single and sole source procurements, and contract assignments.
    • Assist with contract development from the solicitation through evaluations, pre-awards the drafting of resultant contracts, and the monitoring and enforcing of contractual terms.
    • Assist with coordinating all procurement activities within the Department, including working with Program staff in understanding and documenting requirements for assigned procurements and consulting with Counsel’s Office on draft solicitations and contracts.
    • Work with staff in the Office of the Attorney General to secure contract approval for contract approval and the Office of State Comptroller for CRER’s and contract approvals.
    • Create and review procurement materials and other related proposal documents, identify areas of concern, communicate concerns and recommendations to agency staff.
    • Coordinate vendor management, such as participating in contract renewal, and vendor meetings pertaining to current or prospective procurements.
    • Provide guidance to agency staff on the evaluation and selection process for various procurement methodologies.
