    Summary

    Provides leadership to maintain a safe, orderly, and productive learning environment for students, staff, parents, and the community; fosters the success of MPS students receiving special education services by facilitating the development, communication, implementation, and evaluation of a shared vision of learning.

    ESSENTIAL FUNCTIONS __ Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Employees are required to be in attendance and prepared to begin work at their assigned work location on the specified days and hours. Factors such as regular attendance at the job are not routinely listed in job descriptions, but are an essential function. Essential duties and responsibilities may include, but are not limited to, the following:

    • Assists in planning, organizing, evaluating, and directing the implementation of special education programs in MPS Schools; performs primary duties in training and supporting special education staff to implement processes and procedures as outlined in IDEA; performs duties within scope of authority and training; duties may vary according to job assignment.
    • Assists school building special education teams with communications, instructional development, classroom evaluation, effectiveness assessment, teacher development, disciplinary actions, student support programs, and community relations.
    • Responds to and resolves special education issues arising from inside and outside the schools.
    • Provides leadership to special education staff in order to support quality programming and education to students receiving special education services; promotes MPS vision, goals, purpose, cultures, and values.
    • Assists with managing special education staff, schedules, workload, and technical issues; develops recommendations for the definition and achievement of goals, and the allocation and utilization of resources in relation to special education.
    • Monitors special education instructional, educational, support, and service programs and develops recommendations for improvements and curriculum resources.
    • Assists with monitoring and evaluating special education processes and procedures and verifies that the teaching activities meet quality standards; verifies IDEA compliance with federal and state regulations, North Dakota Department of Public Instruction standards, and MPS policies.
    • Supports the relationship between the Minot Public School District and the general public by demonstrating courteous and cooperative behavior when interacting with clients, visitors, and District staff; maintains absolute confidentiality of work-related issues, client records, and District information; follows compliance rules governing child abuse; performs related duties as required or assigned.

    MINIMUM QUALIFICATIONS

    Education, Training, and Experience Guidelines

    Bachelor’s Degree in Education, or related field; AND five years of teaching experience; OR an equivalent combination of education, training, and experience.

    Knowledge of:

    • MPS organization, operations, policies, and procedures.
    • Federal and state policies, rules, and regulations governing the conduct and safety of student programs and facilities in an educational environment, including the North Dakota Department of Public Instruction, knowledge of the federal Individuals with Disabilities Education Act and other governing and accrediting agencies.
    • Techniques and practices for efficient and cost effective management of resources.
    • Legal, ethical and professional rules of conduct for public education leaders.
    • Local community resources, regional community services programs, and regional training programs.
    • Safety rules and regulations, occupational hazards, and safety precautions in public facilities.

    Skill in:

    • Identifying problems and opportunities, and developing solutions.
    • Understanding and applying educational standards and procedures, federal and state rules and regulations, and MPS policies and procedures.
    • Maintaining emotional control in a high stress environment.
    • Using courtesy and respect in interactions with students, staff, and parents.
    • Using motivational skills to inspire staff, facilitate teamwork, and support innovation.
    • Using initiative and independent judgment within established procedural guidelines.
    • Assessing and prioritizing multiple tasks, projects and demands.
    • Assisting in developing and maintaining a public education learning environment in which positive, appropriate behavior is encouraged, and discipline problems are minimized.
    • Collaborating as a team member, with colleagues, staff, and community representatives.
    • Operating a personal computer utilizing standard and specialized software.
    • Establishing and maintaining cooperative working relationships with co-workers, public officials, and representatives from other regional agencies.
    • Communicating effectively verbally and in writing.

    LICENSE AND CERTIFICATION REQUIREMENTS
    A valid North Dakota State Driver’s License is required. Teacher/Educator certification from the North Dakota Department of Public Instruction is encouraged.
