Purpose of the position:
The purpose of this position is to perform specialized skilled work in the operation of a variety of complex motorized heavy equipment used in the disposal of refuse at the Buncombe County Transfer Station.
Minimum Education, Training and/or Experience (required at time of hire): High School or equivalent with a minimum of two (2) years of experience in the operation of heavy motorized equipment; or an equivalent combination of education and experience.
Additional Training and Experience: SWANA Operator training required within the first twelve months of hire.
Physical Requirements: The work is primarily very heavy work requiring exerting in excess of 100 pounds of force occasionally and/or in excess of 50 pounds of force frequently, and/or in excess of 30 pounds of force constantly to move objects. Additionally, the following physical abilities are required: balancing, climbing, crawling, crouching, feeling, fingering, grasping, handling, hearing, kneeling, lifting, mental acuity, pulling, pushing, reaching, repetitive motion, speaking, standing, stooping, talking, visual acuity, and walking. The work is performed outdoors in seasonal weather conditions and in an environment with heavy equipment and machinery that could result in bodily harm to self or others.
Essential Functions of the position:
Operate a variety of complex units of motorized heavy equipment involved in the construction and maintenance of landfill sites such as a front-end loader, compactor, bulldozer, scraper, and motorized pan.
Construct and prepare new and undeveloped areas for future landfill sites, Grade sites according to regulations.
Install drainage pipes at new and completed sites to ensure proper drainage.
Perform routine preventive maintenance on equipment such as checking and filling fluid levels, greasing, and replacing belts and hoses as necessary.
Operate trash compactor; monitor loads for hazardous materials and handle them according to established standards.
Operate roll off truck to empty dumpsters.
Direct customers and traffic.
Complete inspection forms.
Perform grading, seeding, and policing sites for erosion control and beautification purposes.
Mow sites with excavator and bush hog; perform weed eating; Clean roads with sweeper.
Maintain supplies.
Perform other related duties as assigned.
Knowledge, Skills, and Abilities:
Knowledge of the operation and minor maintenance of motorized equipment at the County landfill.
Knowledge of the occupational hazards and the proper safety precautions involved in operating heavy equipment.
Skill in the use of various motorized heavy equipment, power, and hand tools.
Ability to make minor repairs and operating adjustments to assigned equipment.
Ability to follow oral instructions.
Ability to work effectively in an unpleasant working environment.
Ability to establish and maintain effective working relationships as necessitated by work assignments.
Ability to use small, medium, and heavy equipment and machinery.
In order to uphold internal pay parity and equity, salaries are non-negotiable for new and current Buncombe County employees. All new employees are paid according to their years of relevant education and experience above minimum requirements for the position and employees have the opportunity to obtain pay increases via cost of living increases and promotions.
