Strategic Planning Director directs and oversees an organization's strategic and long-range goal planning function. Drives strategic initiatives and supports the development of long-term growth plans and profitability goals. Being a Strategic Planning Director analyzes emerging industry trends, expansion opportunities, including mergers and acquisitions, competitive threats, the viability of outside business partners, and sources of capital. Establishes and retains relationships with industry analysts and the investment community. Additionally, Strategic Planning Director utilizes data-driven methodologies to analyze business performance metrics and process improvement options effectively. Develops reporting and tools to communicate strategic plans and concepts to leadership. Conducts periodic status reviews of organizational goals and objectives to identify roadblocks to progress. Requires a bachelor's degree. Typically reports to top management. The Strategic Planning Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. To be a Strategic Planning Director typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function.     Location: Planning and Development Office, 112 Bluff St, Winnebago, NE 68071 
     
    Job Purpose & Position Overview 
    This position will lead the Planning and Development office team and its three main components: coordination of tribal-wide planning, data management and grant writing with guidance from the Tribal Council and input from tribal members, tribal staff, and residents of the Winnebago Reservation. This position shall work closely with the Chief Executive Officer, Chief Financial Officer, and Tribal Council, as well as Department Directors. 

    Specific Job Duties/Responsibilities: 
    • Demonstrates the Winnebago Tribe’s core mission, vision, and values. 
    • Promotes the use and preservation of Winnebago (Ho-Chunk) language and culture. 
    • Performs director level work in planning, developing, organizing and managing the comprehensive long-term strategic plan and annual operating plans of the Winnebago Tribe of Nebraska. Sets departmental goals and objectives, and budget with the context of the Planning and Development Department’s Annual Operating plan. 
    • Oversight of Data Center, grant writers, and Tribal planning operations. Work to establish flow and continuity between data, planning and grant writing areas ensuring congruence within the Planning Department.  
    • Provide strategic planning and grant expertise and guidance to Directors, Program Managers, and Grant Project Staff. 
    • Organizational lead for evaluation and updating organizational 10- year strategic plan. Includes quarterly meetings with stakeholders to review, evaluate and update plan as needed to meet organizational goals and objectives.  
    • Oversee writing and submittal of all grants to the proper agencies in consultation with the Department Directors, CEO, and Tribal Council. 
    • Develop, recommend and implement policies and procedures related to strategic planning, data management and grants. 
    • Organize and support an Advisory Council in relation to data collection, maintenance, and dissemination. 
    • Assist Tribal Departments with creating 5 year departmental plans. Plans should reflect the Tribes comprehensive long-term plans and should be data driven. 
    • Conduct employee performance evaluations, as necessary. 
    • Maintain regular communication with all Tribal Departments. 
    • Serve as a liaison between Tribal Council, CEO, CFO, and Department Directors as appropriate. 
    • Maintain on-going professional development to ensure quality and professionalism of the department. 
    • Work with Data Center Manager to establish/review/revise processes, policies and procedures for the Data Center. 
    • Work with various stakeholders in developing 25-50-100 year plans for Winnebago community. 
    • Meet performance goals established by the CEO and the Tribal Council. 
    • Attend required Tribal Council, organizational and departmental meetings as needed. 
    • Ensure compliance with Tribal, State and Federal grant related guidelines. 
    • Serve on the Tribal Organization’s Department Head Director committee. 
    • Present to the Tribal Council and CEO monthly reports on the progress of the department.

    Required Qualifications/Skills: 
    • Bachelor’s Degree and 5-10 years in community planning, grant application and writing or combination of experience and education: knowledge of Winnebago Tribe operations and grant programs preferred. 
    • Knowledge and understanding of PL 93-638. 
    • Knowledge and understanding of principals of grant management. 
    • Considerable knowledge of federal, state, and local laws, ordinances and codes. 
    • Must be able to demonstrate principals and techniques of effective planning processes. 
    • Must be able to demonstrate understanding of data research, analysis and reporting. 
    • Excellent organizational skills and personnel skills 
    • Ability to work flexible hours/shifts. 
    • Proficient use of Microsoft Office products (Outlook, Word, Excel, PowerPoint). 
    • Ability to read, write and speak English fluently. 
    • Excellent customer service skills required. 
    • Enthusiastic and dedicated to the challenges of helping other people. 
    • Professional in communications, appearance, relationships, and responsiveness. 
    • Self-starter with the ability to perform with little or no direct supervision. 
    • Ability to pass drug screen and background checks. 
    • Must have a valid US driver’s license. 
    Supervisory Responsibilities: 
    • Oversees 3-4 people. 
    Training Requirements: 
    • As Directed by management 
    Physical Requirements: 
    • Medium office work, which includes the ability to lift up to 30 lbs. 
    • Regularly required to walk, stand, and sit for extended periods of time and use hands to operate computer keyboard, phone, and various office equipment. 
    • While performing daily duties, the employee is regularly required to talk and hear. 
    • Ability to drive company owned or personal vehicle.

    • Works with minimal to no supervision 
    Language Requirements: 
    • Must possess the ability to read, write, and speak the English language fluently. 
    • Must be able to continually and effectively employ professional verbal and written communications skills.
