GENERAL SUMMARY:
Summary:
The Coordinator of Strategic Sourcing leads contracting functions within and from the Resource Management department with responsibility for achieving expense management initiatives and targets utilizing the value analysis process. This position is responsible to the for the development and execution of a purchased services and non-clinical strategic sourcing program. Responsibilities include planning, organizing, directing and overseeing those activities necessary to assure that the purchased services and other non-clinical procurement tasks are strategically negotiated and managed for health system facilities as authorized.
ESSENTIAL FUNCTIONS & ACCOUNTABILITIES:
1. Identifies opportunities to aggregate system-wide products/services volume to bid and reduce costs by gathering and analyzing financial and operational data. Develops an operational plan that will leverage the buying power of the health system.
2. Takes a lead and facilitation role with local, regional and national GPO organizations and their respective offerings related to supply contracts. Includes monitoring of compliance with programs, rebates and other necessary components to evaluate the system’s success with using the GPO to the highest level.
3. Addresses a wide variety of Purchased Services for which to negotiate system-wide agreements including waste disposal, medical gases, document storage, information services/software, courier services, office cleaning, landscaping, security services, valet parking, marketing materials/services, facilities management, pest control, etc., basically any services area currently contracted for by individual facilities that the health system could standardize on to save financially or improve operations.
4. Negotiates contracts with vendors selected to perform services for the health system. Care is taken to ensure existing tools/agreements are used that will expedite the work. Consults with Legal Services and Risk Management as appropriate to ensure the health system is protected and all applicable contract guidelines and best practices are followed.
5. Ensure efficient operations in each of the main areas of responsibility. Efficiency monitored through a set of key performance indicators by area of responsibility. KPIs to include, at a minimum, dashboard improvement, process improvement, budget performance, cost savings, and customer service improvement in alignment with hospital and health system goals.
6. Develops internal relationships at both the system and hospital levels. This would include department directors and managers as necessary to understand the purchased services needs of a broad spectrum of clinical and non-clinical departments.
7. Manages vendor relationships with key stakeholders. Acts as a resource and support to the end user departments to ensure the vendor performs in accordance with the contract terms. Takes reasonable steps to ensure quality outcomes from all agreements. Where possible and appropriate, forges the relationship into a partnership such that the benefit of the agreement is optimized.
8. Proactively searches for creative process improvements for sourcing services to expand the portfolio of standardized contracts and the financial and operational impact of the purchased services contract portfolio for the health system.
9. Serves staff as both an educator and mentor on the value analysis process; works strategically and tactically to facilitate and identify, analyze, decide and implement best practices and expense management initiatives. Ensures the team is operating at a high level of efficiency; utilizing process improvement techniques where appropriate. Establish measurable individual and departmental goals and objectives.
10. All other duties as assigned within the scope and range of job responsibilities
REQUIRED MINIMUM EDUCATION AND CREDENTIAL:
EXPERIENCE:
Required: At least 5 years of experience in roles with progressive responsibility is required in hospital operations/supply chain. Experience in an acute care setting is required. Preferred: Five years of progressive supervisory experience is preferred.
