    RMGS, Inc. is currently recruiting a Proposal Manager in our headquarters office in Virginia Beach, Virginia.

     

    Roles and Responsibilities 

     

    • Manage the proposal process from sources sought through best and final offer 
    • Assist with opportunity searches and tracking opportunities
    • Analyze solicitations and develop detailed outlines, templates, and compliance matrices
    • Make writing assignments and manage teams of subject matter experts 
    • Create and ensure the team adheres to the established proposal schedule
    • Schedule and facilitate strategy sessions, kick-off meetings, and daily stand-up meetings 
    • Assist in the development of win strategies, themes, and discriminators
    • Assist with writing job postings for the proposal efforts and coordinate recruiting with the Director of Human Resources
    • Write, edit, and proofread proposals, sources sought, white papers, and other corporate correspondence, ensuring completeness, accuracy, consistency, coherence, and readability 
    • Format proposals, resumes, and other documents 
    • Conduct proposal compliance checks against the solicitation requirements, identifying any issues, discrepancies, or deficiencies 
    • Create simple graphics, charts, and tables in Microsoft Word, PowerPoint, and Excel 
    • Interview subject matter experts to develop proposal text, including technical, management, and past performance sections 
    • Schedule and facilitate go/no-go discussions 
    • Schedule and facilitate color team reviews (Pink, Red, and Gold Teams), providing recommendations for improvement and compliance 
    • Incorporate all review team comments
    • Submit all sources sought, proposals, and task orders on time and in the required format 
    • Maintain responsibility for hard-copy printing, binding, and shipping tasks if required  
    • Work closely with primes, subcontractors, and independent consultants to create and/or complete data calls, capabilities matrices, and other requests for information (as a prime and subcontractor)
    • Maintain an online database and library of proposals, contract summaries, boilerplate, photographs, resumes, training materials, and other files
    • Develop instructions for writers and assist them in completing their assigned sections
    • Monitor, track, and analyze solicitation amendments, new business opportunities, and acquisition forecasts daily on subscription and government websites (e.g., IDIQ platforms, GovWin, eBuy!, SAM.gov, etc.)
    • Provide research and other administrative support
    • Develop and maintain the proposal style guide and related training as directed
    • Respond to all government inquiries, including clarifications and best and final offers 
    • Assist with labor rate research and competitive analysis as required 
    • Monitor announcements and attend industry days as directed  
    • Maintain a proposal tracker to produce required reports 

     

    Required Qualifications and Experience

     

    • Bachelor's degree in English, journalism, communications, or related field
    • At least five years of experience working on federal government proposals
    • In-depth familiarity with the Chicago Manual of Style and the APA Publication Manual
    • Mastery of the Microsoft Office suite, particularly Word, PowerPoint, Outlook, and Excel 
    • Team player with strong writing, editing, and verbal communication skills
    • Ability to remain flexible and work outside of normal working hours (8:00 AM to 5:00 PM) to meet deadlines as required  
    • Proactive, detail-oriented individual with the ability to work independently and produce high-quality products 
    • Active U.S. Department of Defense security clearance or the ability to obtain one
