    JOB SUMMARY:
    This position is responsible for locating absent parents; establishing paternity; modifying and enforcing child support and medical support orders through administrative or judicial processes; and monitoring child support collections.


    ESSENTIAL JOB FUNCTIONS: (The following are illustrative of essential functions to perform duties and responsibilities of the job.  The position may not be required to perform all duties listed, and may be required to perform additional tasks as needed by the Department. Reasonable accommodations, as defined under the American with Disabilities Act, will be made when possible.)
    • Interviews clients to obtain non-custodial parent information including the identity of the noncustodial parent, the determination of existing court orders, the whereabouts of the non-custodial parent and their available assets. Obtains further information utilizing existing resources and locates non-custodial parent.
    • Interviews custodial and noncustodial parents and their attorneys to obtain information and determine their ability to pay child support, negotiates support orders and settlements with non-custodial parents; analyze financial affidavits; negotiates stipulations for child support.
    • Reviews information provided by the client or custodial parent and researches case records to determine current status and legal case history. Determines the most appropriate legal procedure applicable, i.e., judgment, stipulations and agreements, unemployment benefits interception, etc. Prepares garnishment papers and works with employer to ensure follow-up, initiates appropriate paperwork and documents for case actions which include initiating UIFSA actions, interrogatories; income assignments, judgments, garnishments and contempt citations.
    • Prepares documentation and cases for presentation in court hearings; assists the IV-D Attorney at court hearings; attends court hearings; discusses irregular or difficult cases with the IV-D Attorney; drafts pleadings subsequent to court hearings at request of attorney (findings of court, etc.) for attorney’s approval and judge’s signature. Initiates and receives communications both written and verbal, to and from clients, district courts, attorney, other child support units, public and private agencies.
    • Monitors child support payments and follows up when necessary. May renegotiate settlements and support obligations if changes in income or financial circumstances occur.
    • Sets up and monitors genetic testing procedures for paternity cases including seeing that legal requirements are met.
    • Reporting to TANF eligibility Case Managers on the clients “cooperation” or “non-cooperation”. Documents irregularities that may affect TANF eligibility or constitute fraud and refers to investigations and Case Managers. Prepares statistical reports as required and provides recommendations to administration for developing cost effective methods for increasing collections and/or improving unit efficiency.
    • Conduct Administrative Process Actions.
    • Ability to work the schedule assigned by supervisor
    • Ability to follow policies and procedures of the County and DHS
    • Ability to work well in a team or work independently as required.

    REQUIRED QUALIFICATIONS:

    Knowledge:
    • Knowledge of interviewing clients to obtain necessary information
    • Know resources to assist clients
    • Knowledge of legal documents and legal processes
    • Knowledge of applicable privacy laws and statutes
    • Be proficient with Microsoft Office
    • Maintain Administrative Process certification
    • Maintain Child Support certification
    Skills:
    • Computer skills adequate to perform job tasks
    • Learn and operate software specific to DHS
    • Skill to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
    • Skill to compute rate, ratio, and percent and to draw and interpret bar graphs
    • Negotiation skills to facilitate an agreement
    Abilities:
    • Ability to prepare documentation for Court hearings
    • Ability to communicate clearly and concisely in English,  both orally and in writing
    • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
    • Ability to maintain sensitive and confidential information
    • Ability to draft routine reports and maintain required documentation
    • Ability to speak effectively before groups of customers or employees of organization.
    • Ability to monitor for compliance with court orders
    • Ability to apply common sense understanding to carry out instructions furnished in written and oral form.
    • Ability to conduct research, to verify information and reconcile financial data.
    • Ability to work in a stressful environment
    EDUCATION, CERTIFICATES, LICENSES, REGISTRATION:
    • High school diploma or general education degree (GED); or three to six months related experience and/or training; or equivalent combination of education and experience.
    PHYSICAL REQUIREMENTS, WORK CONDITIONS AND ENVIRONMENT:

    The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.  Position requires the ability to operate a computer keyboard at an efficient speed. This might involve repetitive hand movement and fine coordination.  The employee is frequently required to use hands to finger, handle, or feel objects, tools or controls, and to reach with hands and arms. The position is required to stand, sit for long periods of time, talk and hear. Hearing and vision correctable to normal ranges; close-up vision and the ability to adjust focus across an audience.  Occasionally, the position may stoop, bend, kneel, crouch, carry, twist and push and/or pull light to moderate amounts of weight.  The employee is required to communicate both orally and in writing. Employee must be able to reach and manipulate objects, tools or controls, drive, and lift up to 25 pounds. The noise level may be very quiet to noisy depending on the situation.  On occasion it may be required to drive in a variety of weather conditions locally and throughout the state.  Position may also handle potentially hazardous crisis situations in client’s homes.  In making client visitation, an employee may be exposed to unsanitary conditions, contagion, and verbal or physical abuse.
