    DEFINITION

    To plan, organize, direct and supervise staff involved in the interviewing, collecting and recording of a variety of documents, including legal and financial information as it relates to the determination of child support obligations within the Department of Child Support Services; to conduct investigations relating to the enforcement of child support; and to perform a variety of technical tasks relative to assigned area of responsibility.

    DISTINGUISHING CHARACTERISTICS

    The Supervisor level recognizes positions that perform full, first-line supervisory responsibilities including planning, assigning and evaluating the work of subordinates and are responsible for a program area within a work unit or department.

    SUPERVISION RECEIVED AND EXERCISED

    Receives general direction from the Child Support Program Manager.

    Exercises direct supervision over assigned technical and clerical personnel.

    EXAMPLES OF ESSENTIAL DUTIES

    Duties may include, but are not limited to, the following:
    • Recommend and assist in the implementation of unit goals and objectives; establish schedules and methods for the Department of Child Support Services; implement policies and procedures.
    • Plan, prioritize, assign, supervise and review the work of staff involved in child support activities such as locating parents, establishing, determining and enforcing support obligations and collecting disbursements and support payments.
    • Evaluate operations and activities of assigned responsibilities; recommend improvements and modifications; prepare various reports on operations and activities.
    • Participate in budget preparation and administration; prepare cost estimates for budget recommendations; monitor and control expenditures.
    • Participate in the selection of staff; provide or coordinate staff training; conduct performance evaluations; recommend discipline; implement discipline procedures as directed.
    • Meet with subordinate staff members to discuss and interpret Departmental rules, regulations and policies; confer with assigned staff concerning the more difficult child support determination problems; review the quantity and quality of work performed by assigned staff; interpret and explain the provisions of applicable laws.
    • Investigate complaints relating to child support matters; interview complainants and make adjustments if necessary; evaluate the type of action, either civil or criminal, to be taken in the enforcement of the support obligation; supervise the preparation of legal documents, both civil and criminal; examine reports for accuracy, pertinency and consistency with laws and regulations.
    • Act as liaison with other governmental agencies and the business community in matters pertaining to child support investigations.
    • Review selected cases for completeness, legibility, accuracy of computations, timelines, availability of verification materials, consideration of relevant eligibility factors, adherence to regulations, and appropriateness of action taken; identify areas in need of correction and ensure appropriate action is taken.
    • Perform the most difficult and complex work in the interviewing and recording of information from parents in need of child support.
    • Prepare, complete and submit routine legal and related documentation and forms in order to establish and/or enforce court orders, including but not limited to, orders of examination, contempt citations, writs of execution, wage assignments, summons, complaints, notice of motions and warrants.
    • Answer questions and provide information to the public; investigate complaints and recommend corrective action as necessary to resolve complaints.
    • Provide one-on-one and classroom style training.
    • Keep current regarding changes in laws pertaining to child support enforcement and ensure staff is trained on such laws.
    • Participate in special projects and/or assignments in an effort to improve processes, procedures and workflow and educate the public on the services provided by the department.
    • Build and maintain positive working relationships with co-workers, other County employees and the public using principles of good customer service.
    • Perform related duties as assigned.

    MINIMUM QUALIFICATIONS

    It is the responsibility of applicants to identify in their application materials how they meet the minimum qualifications listed below.

    Experience and Training
    Any combination of experience and training that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the required knowledge and abilities would be:

    Experience: Four years of increasingly responsible interviewing experience in a public or private agency which involves the interpretation, understanding and application of Child Support laws including one year performing duties similar to a Senior Child Support Specialist.

    Training: Equivalent to the completion of the twelfth grade supplemented by college course work in administration, law or a related field.

    Required License or Certificate:
    May need to possess a valid driver's license as required by the position.  Proof of adequate vehicle insurance and medical clearance may also be required.

    KNOWLEDGE, SKILLS, AND ABILITIES

    Knowledge of:

    • Principles and operation of child support activities, including interviewing techniques and case management practices.
    • Principles of supervision, training and performance evaluations.
    • Principles of budget monitoring.
    • Interviewing principles and techniques.
    • Modern office procedures, methods and computer equipment.
    • Principles and practices of leadership, motivation, team building and conflict resolution.
    • Case management and legal requirements affecting the processing of child support cases.
    • Principles and practices of work safety.
    • Pertinent local, State and Federal laws, ordinances and rules relative to child support activities.
    • Correct English usage, spelling, grammar and punctuation.
    • Business letter writing.
    • Methods for training employees in work procedures.
    • Advanced principles and practices of customer service.

    Ability to:

    • Organize, implement and direct assigned child support operations/activities.
    • Continuously, review case documents related to child support activities; interview individuals or parties; identify necessary documentation needed per legal requirements; problem solve case status and developments; understand and interpret Department policies and procedures; explain operations to the public.
    • On a continuous basis, sit at desk and/or stand at counter for long periods of time.  Intermittently twist and reach office equipment; kneel or twist to retrieve files; write or use keyboard to communicate through written means; lift light weight.
    • Supervise, train and evaluate assigned staff.
    • Obtains information through interviews and deal fairly and courteously with the public.
    • Plan and maintain adequate records and procedures.
    • Interpret and explain pertinent County and Department policies and procedures.
    • Analyze, evaluate and process customer information including financial data from an extensive case load while ensuring compliance with time frames and regulatory requirements.
    • Complete and produce a variety of routine legal documents and forms as they relate to the establishment and enforcement of child support.
    • Operate a variety of office equipment including computer equipment, cameras with ancillary equipment, and other equipment.
    • Compose general correspondence and letters.
    • Perform mathematical calculations accurately and rapidly.
    • Draw logical conclusions and make proper recommendations.
    • Apply principles of customer service.
    • Exercise problem-solving with sound independent judgment.
    • Assist in the development and monitoring of an assigned program budget.
    • Develop and recommend policies and procedures related to assigned operations.
    • Maintain a calm and unbiased perspective when interviewing clients.
    • Maintain strict confidentiality.
    • Work with various cultural and ethnic groups in a tactful and effective manner.
    • Establish and maintain effective working relationships with those contacted in the course of work.
    • Communicate clearly and concisely, both orally and in writing.

    SELECTION PROCEDURE

    Training & Experience Rating (100%)

    Based upon responses to the supplemental questionnaire, the applicant’s education, training, and experience will be evaluated using a pre-determined formula. Scores from this evaluation will determine applicant ranking and placement on the eligible list.

    CONDITION OF EMPLOYMENT

    Prior to the date of hire, applicants must undergo a fingerprint test by the Department of Justice, pass a medical examination (which may include a drug screening and possibly a psychological evaluation), sign a constitutional oath, and submit proof of U.S. citizenship or legal right to remain and work in the U.S.  For some positions, applicants may also be required to submit proof of age, undergo a background investigation (which may include a voice stress analysis and/or a polygraph), and/or be bonded. Additionally, positions in law enforcement classifications and those supporting law enforcement functions will be required to complete a conviction history questionnaire prior to or during the interview process. Applicants for positions with access to Medi-Cal billing software or who are licensed providers must clear the Federal Exclusion List, credentialing, and social security verification. Failure to clear these requirements may result in an employment offer being withdrawn.

    The eligible list resulting from this recruitment may be certified as a substitute list for a substantially similar classification. For this purpose, a substantially similar classification is one at a lower level in the same classification (example: entry level vs. journey level) and/or a similar classification (similar work performed, similar training and experience qualifications required). If you choose not to interview for a substantially similar classification, you will remain on the eligible list for which you originally applied.
