Surveillance Operations Manager manages and directs the surveillance department. Organizes routine random surveillances and audits surveillance as required. Being a Surveillance Operations Manager ensures compliance with gaming requirements set by state gaming authority and local law enforcement. Works with security team to resolve problems and disturbances. Additionally, Surveillance Operations Manager may require an associate degree or equivalent. Typically reports to a director. The Surveillance Operations Manager supervises a group of primarily para-professional level staffs. May also be a level above a supervisor within high volume administrative/production environments. Makes day-to-day decisions within or for a group/small department. Has some authority for personnel actions. To be a Surveillance Operations Manager typically requires 3-5 years experience in the related area as an individual contributor. Thorough knowledge of functional area and department processes.   • Under direct supervision of the Assistant Surveillance Director, oversees operations and administration of the Surveillance department for the Tohono O’odham Gaming Enterprise (TOGE).

    This list of duties and responsibilities is illustrative only of the tasks performed by this position and is not all-inclusive.

    Essential Duties & Responsibilities
    • Ensures compliance with all Tohono O’odham Gaming Enterprise policies and procedures, including Internal Controls (ICs).
    • Ensures adequate coverage for all shifts.
    • Ensures all surveillance equipment is functioning properly throughout their respective shift.
    • Ensures that all video logs and reports are completed.
    • Ensures all gaming irregularities are reported to the Tohono O’odham Gaming Office.
    • Reviews daily shift reports, incident reports, daily log entries and investigation summaries for accuracy and completeness.
    • Responsible for conducting various investigations and crime analysis.
    • Responsible for overseeing the integrity and chain of evidence of all video relating to any criminal/illegal or potentially criminal/illegal investigations and/or activity.
    • Provides training in all aspects of the Surveillance Department, to include, but not limited to, internal and external cheating and theft techniques, advantage play techniques, game protection techniques, surveillance techniques and rules, regulations, policies and procedures of all casino games and departments.
    • May testify in a court of law on behalf of the Tohono O’odham Gaming Enterprise, as it relates to observed and recorded criminal/illegal activity.
    • Approves all shift schedules and ensures attendance records of all team members are tracked and accurate.
    • Implements and trains personnel on procedures, forms and logs in the Surveillance department.
    • Updates, maintains and tracks all information for Surveillance on all databases.
    • Oversees the digital system and utilization of information to make management decisions.
    • Oversees the daily activities of personnel.
    • Prepares documentation of findings and submits with recommendations to the Surveillance Director.
    • Develops and maintains filing systems related to pending and completed investigations.
    • Conducts performance evaluations on personnel.
    • Maintains good communication with team members and maintains a positive and professional work environment.
    • Assists in any internal or external investigations conducted by the Tohono O’odham Gaming Office or authorized Law Enforcement Agency.
    • Operates and monitors surveillance equipment.
    • Contributes to a team effort and accomplishes related results as required.
    • Performs other duties as required.

    Minimum Qualifications:

    Education and Experience:
    Associate’s Degree in Criminal Justice Sciences, Business or a related field, plus (five) 5 years’ casino surveillance experience in a supervisory capacity; or equivalent combination of education and experience. Relevant and direct experience may be considered in lieu of degree requirement; or must have successfully worked (two) 2 years in casino surveillance, plus (two) 2 years in a supervisory capacity in TOGE surveillance department. Must be 18 years of age or older. No felony, theft, assault or stealing convictions. Must be able to successfully pass a pre-employment drug/alcohol screen, background investigation, obtain and maintain a gaming license and to include the following:

    Knowledge, Abilities, Skills, and Certifications:
    • Knowledge and training in investigative procedures and techniques.
    • Knowledge and training in interviewing and interrogation techniques.
    • Knowledge and training in internal and external cheating and theft techniques, casino game protection techniques, card counting and advantage play techniques and casino surveillance techniques.
    • Knowledge and ability of leadership, management, training, mentoring and coaching techniques.
    • Knowledge of surveillance systems, cameras and digital recording equipment.
    • Knowledge of safety operations and procedures, safety methods and practices, and public/customer service skills in a casino environment.
    • Knowledge of applicable federal, county, and local laws, regulations, and requirements.
    • Knowledge of business English, proper spelling, grammar, punctuation, and basic arithmetic.
    • Knowledge of Policies and Procedures.
    • Knowledge of fraud detection.
    • Ability to operate surveillance equipment.
    • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
    • Ability to interpret a variety of instructions in written, oral, diagram or schedule form.
    • Ability to operate a two-way radio.
    • Ability to work in a stressful fast-paced environment.
    • Ability to communicate, read, and write clearly in English.
    • Ability to demonstrate outstanding guest service at all times.
    • Ability to establish and maintain professional relationships with individuals of varying social and cultural backgrounds and with team members at all levels.

    Physical Demands:
    While performing the duties of this job, the team member regularly is required to walk and stand for extended periods; use hands to finger, handle, or feel; reach with hands and arms; and talk or hear. The team member frequently is required to sit. The team member occasionally is required to stoop, kneel, crouch, or crawl. The team member must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, and ability to adjust focus.

    Work Environment:
    Work is generally performed in a casino setting with exposure to second-hand smoke and a high noise level. Evenings, graveyards, holidays and/or weekend work may be required. Extended hours and irregular shifts may be required.
