SUMMARY
Working under the direction of the City Utilities Engineering Management, incumbent provides strategic leadership and manages Stormwater Management and Sustainability group staff; develops, plans, coordinates, and manages policies, programs, and standards of Sewer / Stormwater. The incumbent will establish and maintain effective working relationships and build consensus among City Utilities departments, other agencies, other governmental units, watershed groups, and the business community. Such work will promote development and implementation of sustainable business practices through more efficient and cost-effective methods. The incumbent is expected to exercise good judgment, independence, initiative, and professional expertise in conducting day-to-day operations. All work duties and activities must be performed in accordance with the City and Utility's safety rules and operating regulations, policies, and procedures as well as federal, state, and local regulations.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the ability to interact with the public, City incumbents, and outside agencies with patience, tact, respect, and professionalism and the following. Other duties may be assigned.
General
- Develops plan to provide adequate human and financial resources to meet current and future stormwater and sewer program needs.
- Establish, implement, and monitor stormwater and sewer program policies, procedures, and services level standards.
- Performs program staffing functions related to the hiring, training, discipline, motivation, and performance evaluation of personnel.
- Develops and implements goals, policies, strategic plans, and key performance indicators while utilizing resources and service levels to meet business and sustainability program objectives.
- Development of necessary supporting business cases and recommends changes and new initiatives, policies and procedures as appropriate.
- Assist with establishing, coordinating, implementing, updating and monitoring of standards, specifications, policies, procedures and service levels.
- Leads preparation & monitoring of program O&M and Capital budgets and expenditures for watershed projects and programs, drains and sustainable sewer and stormwater infrastructure.
- Provides motivational support while ensuring that the team is accomplishing the results as set by the Engineering department.
- Develops a team atmosphere within teams through strong interpersonal skills; as demonstrated by an ability to respond appropriately to others, actively listen, and provide feedback in a non-threatening manner.
- Research and analysis for conservation issues, sustainable business initiatives, and prepares reports on findings including recommendations to address such issues.
- Represents the program at Board meetings, City Council meetings, plant meetings, project design and construction meetings, and other meetings and presentations.
- Assist with grant and alternative funding opportunities, including review of opportunities for applicability, preparation of application, and grant reporting and management.
- Performs work of subordinates as necessary to achieve program goals.
- Assist with management, development, and maintenance of administrative processes, procedures, and best practice guidelines for a range of Utility initiatives.
- Development of necessary supporting business cases and recommends changes and new initiatives, policies and procedures as appropriate.
- Provides education and outreach as needed.
- Understand economic development.
Project and Program Management
- Coordination of the planning, design and construction of projects with Utility maintenance and operations departments, City & County stakeholders, area property owners, private utilities, public stakeholders, and associated project consultants.
- Manage, supervise, assign, monitor progress and ensure the quality of work performed by stormwater and sewer program staff.
- Assists in leadership for conducting and managing local (watershed based) and global stormwater system master planning and asset inventorying projects.
- Keeps current with changes in the regulatory climate and monitors proposed changes that may affect the Sewer Utility and Stormwater Utility.
- Maintains a thorough understanding of City’s Consent Decree, LTCP, Combined Sewer System Operational Plan (CSSOP), Capacity Management Operation and Maintenance (CMOM), and its sewer National Pollutant Discharge Elimination System (NPDES) compliance requirements.
- Manage or perform the engineering of capital improvement projects, including conceptual planning and design through detailed final design, preparation of contract and bid documents, regulatory permitting and all construction engineering services.
- Manages or performs project management, architectural, or engineering services for sewer, stormwater, and sustainability improvement projects.
- Manages and/or assists with surveying for capital improvement projects.
- Manages and/or assists with property acquisition for capital improvement projects.
- Utilizes Project Management Information System (PMIS) for project schedules, budgets, monthly status reports, general document management, construction engineering reviews and approvals, project tracking and other project management and administration activities.
- Utilizes AutoCAD, Civil 3D to complete project assignments.
- Prepares or manages development of engineering reports and work plans.
- Coordinates and develops methods to leverage GIS data for new applications, needs and technology.
- Participate as directed in the CU Engineering process improvement group.
- Ensure that project and department milestones and goals are met and adhere to approved budgets.
Sustainability /Watershed Management
- Actively manage the Green Stormwater Design Standards and update appropriately
- Participate in updating CU Technical Design Standards
- Assists with the development and implementation of stormwater best management practices (BMP) Inspection and Education Program, including review of inspections, customer communication, enforcement, and tracking.
- Assist in development of stormwater and sewer programs and projects that align with the Climate Action Plan / Sustain Fort Wayne initiative.
- Manages or performs engineering services in support of sustainable/LID practices, including post-construction monitoring.
- Assist with Post Construction BMP program.
- Provides oversight of drain (regulated drains and natural drains) and leads the development of drain maintenance policies and protocols, training for drain maintenance, update stormwater standards and details as needed.
- Provides technical support of Green Infrastructure (GI) designs and design review assistance for private development, and develops GI policies and protocols, training, update stormwater standards and details as needed.
- Provide permit assistance, including preparing permit applications, communicating with regulatory agencies, coordinating with project managers and appropriate staff to complete permit submittals and obtain permits.
- Understand and oversee strategy of project specific as well as overall water quality data collection programs and initiatives and coordinate with Utility Operations and other agencies and organizations for data collection.
- Provide analysis of water quality data, including utilizing water quality models, developing reports and visual aids to present results, prepare presentations to share water quality information with different parties.

MINIMUM REQUIREMENTS

EDUCATION and/or EXPERIENCE
- Bachelor of Science (B.S) degree in field of Environmental Science, Engineering, Landscape Architecture, or completion of equivalent course of study, and minimum of ten (10) years’ experience. Five (5) years experience in green infrastructure planning, design or related landscape architecture required.
- Experience with Microsoft® Office, Excel, PowerPoint, Word, and Adobe Illustrator
- Desired experience with spreadsheets includes using pivot tables for data analysis
- Experience working for or with a municipal or utility is desired.
- Experience with energy management or performance tools is desired.

CERTIFICATES, LICENSES, REGISTRATIONS
- Valid Indiana Driver's License.
- Valid Indiana Professional Landscaping Architect License (preferred) or Indiana Professional Engineering License.
