    South Puget Sound Community College (SPSCC) seeks a highly motivated and qualified individual for the position of Program Manager A - Energy & Sustainability.  

    The Energy and Sustainability Program Manager reports directly to the Director of Facilities and is responsible for the support and implementation of energy and sustainability initiatives at SPSCC. The position is responsible for oversight of energy consumption and developing and implementing resource efficiency and reduction practices, for ensuring regulatory compliance and required reporting and for promoting sustainable practices within the college community.

    Campus Utilities Management:
    • Building performance:
      • Audit utility usage
        • Trending - Weekly, Monthly, and Annual Utilization
        • Monitor Performance against Standard Operating Parameters
        • Report Anomalies to Maintenance and Administration
        • Provide Monthly Building Performance Report
        • Track Historic Records for Current and Future Use Comparisons
      • Analytics
        • Monitor Automated system alarms – Identify and report issues
        • Coordinate with vendors to build and maintain Control system dashboards
      • Performance monitoring
        • Electrical/lighting
          • Monitor consumption for irregularities in utilization
          • Review peak load conditions and address high cost situations
          • Audit buildings to identify problems with sensors, schedules, and opportunities for conservation
          • Develop strategies to reduce peak load usage
        • HVAC
          • Review building temperatures and report non-conforming conditions
          • Review equipment start-up times and peak load data to identify opportunities to reduce energy impact and associated utility costs
          • Develop strategies to improve peak load usage 
        • Water
          • Monitor consumption utilization to identify leaks and opportunities for improving conservation
        • Electricity, gas, garbage, sewer, and recycle
          • Track cost savings and cost avoidance
      • Grant management
        • Monitor energy/utility/equipment grant opportunities

    Energy Conservation
    • Sustainability, energy conservation, and preservation management
      • Initiate, engage, and promote initiatives related to these responsibilities.
      • Share sustainability information with the campus
    • Clean Buildings Law compliance
      • This position will act as the Clean Buildings “Qualified Person”
      • Support the development of an Energy Management plan and O&M program
      • Review commissioning reports
      • Community Engagement and Training – connect with faculty, staff and student
      • Documentation & Reporting
    • Energy dashboard management
      • Manage and maintain dashboard data communications
      • Develop and monitor building dashboard energy Information
    • Portfolio Manager system and data management
      • Documentation, maintenance, and data validation
      • Reporting
      • Monitor and communicate performance as directed
    • Green House Gas Emissions reduction plan administration
      • Monitor GHG Emissions Reductions
      • Coordinate efforts towards Benchmark Reduction Goals
    • Advise on efficient space utilization strategies.
    •  Coordinate and interface with regulatory agencies such as the Department of Ecology, Department of Commerce, and the State Board for Community and Technical Colleges
    Ancillary
    • Other duties as assigned


     
    Minimum Qualifications:
    • Building Operator Certification (BOC) Level 1 or greater or willing/able to complete Building Operator Certification (BOC) Level 1 within one year. 
    • Proficient with database and spreadsheet use, creating and manipulating data and formulas to generate reports and perform audits.
    • Advanced computer skills - strong MS Office skills, using computer applications such as spreadsheets, databases, word processing, presentation, internet, and email functions.
    Preferred Qualifications:
    • Bachelor’s Degree or equivalent combination of education and experience.
    • Strong organizational skills, ability to work independently, prioritize multiple tasks, and accommodate numerous interruptions.  
    • High degree of accuracy and attention to detail.
    • Experience monitoring utility data and performing reconciliations.
    • Ability to communicate effectively and accurately, orally and in writing.
    • Ability to work, cooperate, and communicate respectfully with diverse coworkers and members of the public.
    • Experience with campus building facilities and utility systems such as natural gas, electricity, and water.
