Senior Energy Management System Analyst

    The New York Independent System Operator (NYISO) applies cutting-edge technology to operating a reliable electricity system, managing competitive markets for wholesale electricity, and planning for the Empire State's energy future. The NYISO’s Information Technology department invites applications for a full-time Senior Energy Management System Analyst to join our team.

    The Senior Energy Management System Analyst is responsible for providing leadership and technical expertise for the overall operation of the Supervisory Control and Data Acquisition (SCADA) for the NYISO’s Energy Management System (EMS) by utilizing industry standard protocols. This includes providing leadership as a subject matter expert to establish industry communication standards, requirements, configuration, test, implementation, and support procedures. This individual is also responsible for creating and maintaining systems and documentation subject to compliance with North American Electric Reliability Corporation (NERC), Critical Infrastructure Protection (CIP) Standards and representing the NYISO at relevant industry technical committee and stakeholder meetings, as needed. This position will participate in the on-call rotation providing continuous (24x7x365) support (not shift work) for the SCADA/EMS real-time operation.

    ESSENTIAL DUTIES And RESPONSIBILITIES

    • Provide leadership in defining scope, requirements, design, configuration, and implementation of changes to real-time SCADA/EMS data
    • Provide leadership for onboarding emerging technologies that support NYISO’s strategic objectives.
    • Communicate effectively with the EMS vendor, Market Participants (MP’s), Independent System Operators (ISO’s), and Regional Transmission Operators (RTO’s) to acquire, test, configure, and implement changes.
    • Coordinate with up to 40 external organizations to determine if their activities throughout the year will impact data exchanges with NYISO. Where there are impacts detail NYISO related tasks in a work plan, collaborate with NYISO Grid Operations, and ensure minimal downtown of incoming telemetry data when the work is performed by the external
    • Coordinate and collaborate with Grid Operations, Energy Market Operations, and Release and Control planning all activities related to production software deployments that interrupt data exchange services.
    • Act as a mentor and provide technical direction to members of the EMSBMS Technologies team as it relates to SCADA/EMS data
    • Provide leadership in coordinating changes across multiple test environments and production systems in accordance with project plans and product release schedules. Provide technical guidance to project
    • Troubleshoot and diagnose SCADA/EMS data quality issues as needed; coordinate with Operations, the EMS vendor, MP’s, and ISO’s/RTO’s as needed to resolve
    • Represent the NYISO as a subject matter expert and present at industry meetings including NERC DEWG, CDAS, EIDSN and
    • Work with Transmission Owners to setup and maintain successful synchro phasor data communications using evolving industry standard This includes configuration and test Phasor Data Concentrator (PDC) devices to exchange high resolution data via IEEE c37.119 protocol with NY Transmission Owners and external ISO’s.
    • Work with Operations Performance and Analysis team to capture and maintain Wind and Solar Meteorology Data.
    • Create and maintain internal documentation for EOC ensuring response plans are in place that allow actions to be taken by the EOC to speed up recovery in the event of real-time
    • Publish ICCP Reliability data lists for all ISOs and all TOs
    • Publish outage notices
    • Participate in the on-call rotation providing continuous 24x7x365 support for the SCADA/EMS real-time operation.
    • Participate in site switches and ICCP data validations following each NM Release.
    • Collaborate across IT teams, including but not limited to, Infrastructure, Stakeholder Services and Enterprise Architecture, ensuring data communication paths utilize best practices, are secure, and
    • Create and/or review functional requirement specifications, architectural and data design specifications, system implementation, support documentation, and deployment plans for defined products and

    QUALIFICATIONS:

    • Bachelor's degree from four-year college or university in Computer Science, Information Technology, Electrical Engineering, Mathematics or related field.
    • Minimum seven years related experience in the energy/utility industry.
    • Minimum three years’ experience working on SCADA/EMS data exchange.

    WORK ENVIRONMENT

    The noise level in the work environment is usually moderate. Contact with staff and public will occur. Travel may be required to attend and/or conduct meetings, conferences and training. This position may require work on nights, weekends or holidays.
