Tax Director directs and oversees an organization's tax policies and objectives. Monitors reporting and planning to ensure compliance with applicable tax statutes. TAX ASSESSOR
  • County of Orangeburg
  • Orangeburg, SC FULL_TIME
  • Certifies an annual assessment roll to the County Auditor of all taxable real estate within Orangeburg County; supervises all property appraisals and reassessments of all real estate in accordance with State laws and regulations by performing the following duties personally or through subordinate supervisors.

    Duties and Responsibilities
    The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.
    • Supervises and directs appraisal and assessments activities to ensure all real property in Orangeburg County is appraised fairly and equitably.
    • Implements a reassessment of 65,000 parcels once every five years as required by law, including developing new price schedules and cost tables for land and buildings to establish current market values of all taxable real estate.
    • Troubleshoots the database for problems.
    • Meets with taxpayers concerning appeals and objections to valuations; reviews and answers complaints from taxpayers.
    • Represents Orangeburg County before County Appeal Board and the State Administrative Law Judge to present evidence regarding the valuation of properties.
    • Approves and audits changes to the current tax roll.
    • Oversees and maintains a continuous account of all recorded deed sale transactions, building permits, tax maps, and other records needed for the production of the annual assessment roll.
    • Oversees subordinates to ensure compliance with all regulations and laws.
    • Supervises and maintains daily operations of the office.
    • Supervises and maintains registration of mobile homes and issuance of all permits in conjunction with South Carolina law governing mobile homes.
    • Perform other duties and related work as instructed and assigned.

    Supervisory Functions:
    Manages employees in the Tax Assessors Department. Supervisors additionally supervise other employees. Is responsible for the overall direction, coordination, and evaluation of this unit. Also directly supervises one non-supervisory employee. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

    Minimum Education and Experience Requirements:
    Bachelor's degree (B. A.) from four-year College or university and six to nine years related experience or training.

    Special Certifications and Licenses:
    • South Carolina Licensed Appraiser
    • SC Certified Residential (CR) Appraiser
    • Valid South Carolina driver's license

    Reasoning Ability, Mathematical and Language Skills:
    Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
    Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
    Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.
