Tax Manager is responsible for managing the tax accounting staff and the tax planning, reporting, and compliance functions. Oversees the preparation of all tax filings and reporting in compliance with all required regulations. Being a Tax Manager evaluates the tax implications of company activities and develops strategies to minimize the tax obligations. Advises management on future changes to tax regulations and possible impact to the organization. Additionally, Tax Manager may manage and direct relationships with vendors and advisors. Requires a bachelor's degree. Typically reports to Tax Director or Top Tax Executive. The Tax Manager typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget.     BASIC FUNCTION:

    Perform technical, administrative, and research functions involved in the tax foreclosure process. Provide assistance to the public, title companies, and lending institutions, as well as various Borough departments explaining tax foreclosure and addressing other related inquiries. Perform Borough revenue collection responsibilities as assigned.

    TYPICAL DUTIES:

    1. In compliance with statutory and Code requirements, complete the foreclosure process and maintain accurate records of all actions taken on each property associated with the tax foreclosure process. Provide information to taxpayers on the foreclosure process. Create and provide required notices to delinquent taxpayers and lien holders. Assist with preparing Certificates of Redemptions to release judgments placed on delinquent properties.

    2. Maintain tax foreclosure property filing system, including some confidential information, in accordance with Borough policy and department procedures.

    3. Develop annual tax foreclosure budget and compile and calculate tax foreclosure fees. Prepare management reports related to the tax foreclosure process. Build, maintain, and update the annual foreclosure database. Maintain the certified mail database. Assist with maintaining the tax foreclosure web page.

    4. Follow modifications and updates to the Borough’s property appraisal and tax assessment program and to ESRI/GIS, work with the Digital Services Department to troubleshoot and test the tax foreclosure tasks and databases which rely on those systems.

    5. Order and review litigation reports on delinquent properties to determine parties to be notified, verify legal descriptions, and research land title issues, as needed. Prepare customized output from the Borough’s geographical information system as needed to support the foreclosure process.

    6. Conduct and/or coordinate property site inspections on tax delinquent properties for potential environmental contamination, public safety, new construction, vandalism, etc., and ensure properties are properly posted with the notice of impending sale. When circumstances warrant, coordinate field examinations with other departments and agencies on matters relating to potential environmental contamination or safety issues. Initiate and coordinate eviction procedures as necessary.

    7. Prepare documents associated with the tax foreclosure process, and as necessary, file documents with the Alaska Court System and record documents with the State Recorder’s Office.

    8. Review Alaska Department of Environmental Conservation (ADEC) files for tax delinquent properties and establish Prospective Purchaser Agreements on foreclosed properties with known environmental contamination.

    9. Perform and/or coordinate property management functions on tax-foreclosed properties. Provide contractor oversight when applicable. Work with the Land Management Division to transfer unsold properties for property management.

    10. Work with the Legal Department on tax foreclosure matters, as necessary, to ensure conformity with Borough Code and Alaska Statute. On occasion, may have to testify in court.

    11. Prepare ordinances for Assembly review/approval and required property owner notifications for pending public hearings and outcomes.

    12. Prepare for, conduct, and/or coordinate tax foreclosure auctions.

    13. Prepare notices and tax foreclosure sale excess fund releases, and disburse excess sale funds as appropriate.

    14. Interpret and apply State Statutes and Borough Ordinances pertinent to all Borough revenues with emphasis on those pertaining to Borough tax collection and fees and fines.

    15. Work on other Treasury/Budget Division functions and on special projects.

    16. Develop and maintain an updated desk manual for the tax foreclosure function.

    MINIMUM QUALIFICATIONS:

    1. High School Diploma or equivalent. Four (4) years of relevant experience with a title company, real estate office, public land management agency, other entity involved with foreclosure of real property, the compliance aspects within a municipal property tax office, as a residential mortgage or commercial real estate loan officer, or as a paralegal. A two (2) year degree or two (2) years of coursework in finance, land management, or other related field may be substituted for one (1) year of experience.

    2. Knowledge and experience with financial accounting practices. Verifiable experience with an automated accounting system, including data input and report generation.

    3. Demonstrated ability to operate a personal computer. Proficiency with MS Word, Excel, and Access required; knowledge and experience with ESRI/GIS preferred. Ability to type/perform data entry at a proficient level. Ability to use a 10-key adding machine by touch. Ability to operate a variety of office machines (copier, scanner, fax, multi-function phone, printers, etc.).

    4. Must have and maintain a valid driver’s license and to meet insurance standards and maintain insurability under the Borough’s insurance program. If personal automobile is used for Borough business, proof of insurance at statutory limits must be provided. (A CURRENT COPY OF DRIVING RECORD WILL BE REQUESTED AT TIME OF INTERVIEW.)

    KNOWLEDGE, SKILLS, AND ABILITIES

    1. Must possess excellent customer service skills. Demonstrated ability to deal tactfully and effectively with the general public and outside entities on a continual basis while maintaining confidentiality of information and maintaining effective and harmonious working relationships with other employees. Customer contact for this position is extensive.

    2. Ability to read plats, maps, and property descriptions and interpret aerial photographs. Ability to locate properties in the field.

    3. Demonstrated ability to interpret and apply State Statutes, Borough Code and follow policies and procedures. Ability to perform title research and understand litigation reports. General knowledge of land survey, subdivision, and land use regulations and requirements in the State of Alaska is preferred.

    4. General knowledge of applicable provisions of the federal Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (“Superfund” Act) and its regulations, and comparable State of Alaska law, is preferred.

    5. Ability to understand and execute verbal and written instructions. Ability to manage contracts.

    6. Demonstrated ability to communicate effectively, both verbally and in writing.

    7. Must be capable of functioning with minimal directions and perform work in an organized and professional manner, sometimes under stressful situations. Possess strong attention to detail with the ability to work in a fast-paced work environment.

    8. Physical ability to perform site inspections and field work.

    OTHER

    1. A PROFICIENCY TEST MAY BE ADMINISTERED.

    2. This position falls under the Borough’s Blood Borne Pathogen (BBP) Exposure Control Program as it is reasonably anticipated that infrequent exposure to blood or other bodily fluids may occur while performing some job duties.

    3. This position requires a criminal and credit history background check.

    WORK ENVIRONMENT:

    General office where conditions are pleasant; while in the field subject to unimproved terrain and experiences somewhat disagreeable conditions with minor accident/hazard probability; requires short periods of moderate lifting, pushing or pulling (26-50 lbs.). Field work typically occurs during the spring and summer.
