Technical Security Officer

  • Duties

    Position will engage in assessments of Sensitive Compartmented Information Facilities (SCIFs) to measure compliance with related IC Directives (ICD) and IC Standards (ICS) to include, but not limited to ICD 702 Technical Security and Signals Countermeasures (TSSC), ICD 705 SCIFs, and advise the United States Government (USG) of training, management, and operations findings.

    Additionally, the position will develop Best Practices and other products using lessons learned during assessments and develop standards and guidance as appropriate.

    Specific responsibilities include: Provide subject matter expertise in compliance, assessment, and metrics as they relate to ICD 705, implementation of ICD 702, and other CSE mission related policies.

    Plan for and coordinate the analysis of complex technical information to identify subtle security system/facility vulnerabilities and recommend effective countermeasures.

    Formulate, develop, produce, and evaluate of a broad range of policies, standards, processes, and guidance on mission, enabling functions, and intelligence disciplines and communicate these policies, processes, and guidelines to community stakeholders.

    Plan, evaluate, analyze, and conduct detailed reviews of Intelligence Community (IC) policies, programs, and standards to ensure national security information is appropriately protected, based on current technologies, capabilities, and conditions; provide security expertise to identify and implement strategies maximize IC security capabilities.

    Plan, prepare, and present high-level briefings, bulletins, and other communications vehicles for senior IC and ODNI managers as well as other major stakeholders to ensure a comprehensive awareness of the development and implementation of IC-wide policies, programs, and standards.

    Cultivate and maintain productive working relationships with security experts, and other major USG stakeholders to develop policies, programs, and standards to improve the United States technical security posture and, when appropriate, present, justify, defend, negotiate, and/or settle matters involving significant or controversial issues.

    Plan, research, support, advise, and/or chair IC-wide security committees and interagency working groups that oversee the development, implementation, and evaluation of IC-wide policies and programs.

    • Must be a U.S. Citizen residing in the United States
    • Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
    • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
    • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
    • A two-year trial period is required for all new permanent appointments to the ODNI.

    Qualifications

    Extensive knowledge of IC components' security programs, processes, policies, and methodologies, and an understanding of how these security disciplines are incorporated.

    Extensive knowledge in physical security and SCIF standards.

    Extensive knowledge in the review and analysis of SCIF-related policies, processes, and guidelines that are contained in USG and IC Directives, Policy Guidance, Standards, plans, and memoranda to ensure equities are captured and relevant concerns are resolved.

    Demonstrated oral and written communication skills and demonstrated ability to negotiate, and produce clear, logical, and concise products to influence senior leadership, communicate effectively with people at all staff levels (both internal and external to the organization), and brief management on reviews and findings.

    Demonstrated analytical and critical thinking skills, including the ability to think strategically, identify needs and requirements, and develop recommendations; demonstrated ability to research, gather, analyze, summarize, and present qualitative and quantitative data and suggest actionable recommendations.

    Demonstrated ability to establish regular contact with high-level internal and external resources and customers, researching, supplying and seeking information on policies and standards; and tactfully express ideas or opinions to senior leaders, customers, and other stakeholders

    Salary Determination:

    The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance.
    Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step.
    Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Director/ Human Resource Management.

    On occasional instances when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate's personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to but not less than the employee's current annual base rate of pay, not to exceed the maximum rate (i.e., step 10) of the GS grade to which assigned.

    Relocation Expenses: For new ODNI employees, reimbursement for relocation is discretionary based on availability of funds.
