  • Under limited supervision, at the advanced level, these positions perform professional work providing a wide variety of engineering services or creative works. The performance of these duties requires the application of special knowledge of the mathematical, physical and engineering sciences. This will be applied to such services or creative works as consultation, investigation, evaluation, and planning of engineering works and systems. These positions may plan the use of land and water and/or review construction projects for the purpose of assuring compliance with plans. Public or private works or services may be in connection with any utilities, structures, buildings, machines, equipment, processes, work systems, projects and/or industrial or consumer products or equipment of a mechanical, electrical, hydraulic, pneumatic or thermal nature, safeguarding life, health or property. They may specialize in a particular area of emphasis and assist on program development and technical support. They may serve as lead workers over lower-level Technical Analysts and/or may supervise clerical and paraprofessional staff. These positions perform other professional services as necessary to the planning, progress and completion of projects. The duties of these positions may require occasional field activities. Perform related work as required.


    Distinguishing Characteristics

    These positions perform at the advanced level and apply engineering techniques, procedures, and criteria to services or creative works which require the application of rules, regulations and operating procedures. They may serve as lead workers over lower-level Technical Analysts and/or may supervise clerical and paraprofessional staff.

    • Provide engineering designs, plans, calculations, inspections, and reports for specific projects.

    • Schedule and review the work of lower level employees; guide and train Technical Analyst Trainees and Associates and other support staff and technicians.

    • Conduct interim and final inspections of construction projects to determine compliance with applicable laws, regulations, and specifications.

    • Prepare and review complex plans, permits and/or contracts for projects.

    • Perform data analysis to determine or establish performance standards/limits.

    • Conduct interim and final inspections of and provide technical assistance to the applicable regulated community to determine compliance with applicable laws, regulations, and specifications.

    • Write reports detailing recommendations, conclusions, and findings from inspections and reviews.

    • Plot cross sections and topography, compute grade lines and earthwork, draw typical sections, and figure drainage.

    • Assist and train lower-level staff to conduct inspections, review plans, and write reports.

    • Assist in maintaining handbooks, manuals, databases, training materials, and training records. 

    • Assist in the preparation of engineering training topics and materials.

    • Read professional journals and trade publications to gain knowledge of new technologies; assign reading materials to staff.

    • Attend state and national meetings and seminars to improve and/or share engineering knowledge.

    • May perform lead work over lower-level Technical Analysts.

    • May supervise clerical and paraprofessional staff.


    Knowledge, Skills and Abilities

    • Knowledge of federal and state laws and agency policies and practices.

    • Knowledge of equipment and instruments used in various types of engineering.

    • Knowledge of fundamentals of various types of engineering.

    • Ability to lead clerical and paraprofessional staff, lower-level Technical Analysts, and technicians.

    • Ability to communicate effectively, both orally and in writing.

    Training: Bachelor's degree from an accredited college or university with a major in Engineering.

    OR 

    Substitution: Bachelor's degree from an Accreditation Board for Engineering and Technology (ABET) accredited college or university with a major in Civil, Electrical, Electrical Design, Mechanical, Chemical or Mining Engineering Technology.

    AND

    Experience: Five (5) years of full-time or equivalent part-time paid employment in engineering.

    OR

    Substitution: Master’s degree in engineering may substitute for two (2) years of the required experience.


    Special Requirement: A valid driver’s license is required.
