Description of Position: Serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Headquarters United States Space Command (USSPACECOM), Command, Control, Communications, and Computer Systems (C4) & Cyber Directorate (J6). Leads the Exercises and Lessons Learned Branch, J657. Conducts exercises planning and lessons learned of all exercises across the CCMD.
Position Duties/Responsibilities:
· Develops goals and objectives that integrate organization and USSPACECOM C4 Information Technology enterprise objectives. Researches, interprets, analyzes and applies all pertinent laws and directives covering Information Technology, Telecommunications, Cyber Security, oversight and management of staff. Establishes policies and procedures for accomplishment of C4 Information Technology enterprise objectives. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules. Assigns work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs. Reviews organization mission, functions, and manning. Identifies requirements and initiates requests for additional resources including personnel, overtime, equipment, supplies, and space to ensure success in meeting goals and objectives. Establishes metrics and analysis systems to ensure actions are timely and reviewed at critical points. Accepts, amends, or rejects work presented by subordinates. Follows-up to ensure complete and quality resolution of discrepancies. Assesses and revises policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work.
· Advises and provides counsel to employees regarding policies, procedures, and directives of management. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance.
· Establishes, develops, and maintains effective working relationships with Department of Defense, Chief Information Officer, USSPACECOM Chief Information Officer, Joint Staff, Combatant Commands and others. Evaluates reports, researches and determines or recommends appropriate actions or interpretation of issues that impact organization, installation, command, or agency.
· Provides technical assistance to other offices on assigned projects and ensures products are compatible with other USSPACECOM initiatives. Participates in special projects and initiatives and performs special assignments.
Qualification Requirements:
· 1 year of experience at the next lower broadband/grade level (or equivalent) in performing Information Technology Specialist duties.
Highly Desired:
· 3 years of experience at the next lower broadband/grade level (or equivalent) in performing (4-5 major duties of position) desired.
· Bachelor’s degree (or 5 years relevant experience)
· Master’s degree preferred.
Conditions of Employment:
· Must be a U.S. Citizen
· Must be able to obtain and maintain a TS/SCI Security Clearance
· Position requires drug testing
· Must sign a non-disclosure agreement.
· Occasional travel away from the regular duty location may be required
· May be required to work irregular duty hours including evenings, weekends, and/or holidays.
