Acts as advisor to test engineering team regarding projects, tasks, and operations and acts as a liaison to other engineering functions. Additionally, Test Engineering Manager typically reports to a unit/department head. The Test Engineering Manager manages subordinate staff in the day-to-day performance of their jobs.     Key Responsibilities:

    • Administer human resources management practices including employee relations, training

    and development, policy development, benefits, classification/compensation, and legal/risk
    management.

    • Educate managers, supervisors, and employees on company policies and procedures to

    ensure their consistent application.

    • Oversee talent acquisition strategy and activities, including developing job descriptions,

    assessing candidate experience, sourcing methodology, and interviewing and selection
    process.

    • Manage the recruitment and hiring process to attract top talent who share our

    commitment to our mission.

    • Provide guidance on performance evaluation processes with strategies and tactics to

    organize, track and follow-up on performance improvement plans.

    • Assess training needs; design, implement, and track leadership and employee training and

    development programs to enhance the skills and knowledge of our staff and management
    team.

    • Oversee employee relations matters including discipline procedures, conduct disputes,

    complaint or policy infraction investigations.

    • Develop comprehensive onboarding programs to help new employees integrate seamlessly

    • Conduct exit interviews to determine the reasons behind the separation.

    • In conjunction with the President and VP of Administrative Services, select and manage

    benefits administration, including trends in the provision of health, dental, workers'
    compensation and disability benefits.

    • Manage government filings/reporting and ensure accurate record management.
    • Champion employee engagement and the broader company culture by utilizing,

    morale-building practices, employee appreciation/recognition activities and events.

    • Serve as a liaison between Headquarters and branch offices, helping to design and

    implement recruitment strategies.

    • Respond to employee inquiries regarding benefits, payroll, recruiting, compensation, and

    other HR disciplines such as workers compensation and leaves of absence to ensure
    consistency of best practices.

    • Support Marketing Department with company branding.
    • Participate in special projects and assignments and perform other duties, as assigned.

    Minimum Qualifications:

    • Bachelor's degree in human resources, business administration, or related field.
    • 5 years of progressive experience in human resource management.
    • Senior/Professional in Human Resources (S/PHR) Certificate or SHRM Senior/Certified

    Professional (SHRM-S/CP) preferred.Knowledge/Skills:

    • Strong knowledge of State and Federal laws and regulations including FMLA/CFRA, ADA,

    FLSA, disability laws that govern HR management and employment issues.

    • Exceptional communication skills to disseminate information and ideas to employees as it

    relates to human resources and benefits matters.

    • Skilled presenting and conveying information in small and large group settings - both

    virtually and in-person.

    • Ability to work independently with little direct supervision.
    • Solid organizational development techniques, including recruitment, retention, performance

    management, and setting key expectations for employees.

    • Experience successfully supporting HR functions in a multi-site environment.
    • Experience in the A/E industry a plus.
