    Onsite (Courthouse complex) childcare available at a discounted employee rate through Roseburg Professional Childcare (Fowler St. location only).  Availability is subject to center waitlist.  Job Summary:
    This position performs regular to complex duties in examining and approving construction plans and specifications for compliance to appropriate State codes, Oregon Revised Statutes, Oregon Administrative Rules, city and county ordinances related to safety, health, and welfare of the public; determines value of structure and issues appropriate permits; performs building inspection duties when necessary. 

    Essential Functions: 
    This is not an exhaustive or all-inclusive list of responsibilities, skills, duties or functions associated with the job.    
    • Examine and evaluate building plans and specifications for structural, mechanical, plumbing, fire and life safety, recreational vehicle parks, manufactured home parks and zoning code compliance and accepted engineering practices; approve or disapprove plans.
    • Determine value of structure and necessary permits and fees; coordinate permit issuance with utilities, planning, and sanitary agencies; issue permits.
    • Provide information regarding permits, specialty codes, and compliance procedures to architects, engineers, builders, students, and the public.
    • As needed, inspect and evaluate structures while being constructed, remodeled, or repaired; approve or disapprove work; write correction notices; enforce appropriate state codes.
    • Inspect fire damaged structures; estimate necessary repairs.
    • Document plans examinations/inspections and establish and maintain record keeping.

    SKILLS/QUALIFICATIONS: 
    This is not an exhaustive or all-inclusive list of responsibilities, skills, duties or functions associated with the job. 
    Any equivalent combination of education and experience, which demonstrates the knowledge, skills and abilities required, will be considered. however, the following is preferred:  
    • Plans examiner is a classification requiring certification in one or more code areas of plans examination, e.g., structural, plumbing, mechanical, etc. through State administration testing 
    Experience and training requirements for A-level and one and two family specialty dwelling code certifications are established in ORS 455.715 through .735, and OAR 918-098-0070 through 918-098-0090.

    Desirable Qualifications:
    • Associate's degree in engineering; A-level certification in at least one other code area.
    In addition to the above requirements, applications will receive further evaluation based on thorough knowledge  structural design and engineering principles, practices, and procedures as relate to industrial, commercial, and residential plans and specifications to determine structural soundness; thorough knowledge of Oregon Revised Statutes, Oregon Administrative Rules, Oregon building, mechanical, and plumbing codes, city and county ordinances and zoning regulations that govern building, mechanical, and plumbing construction and manufactured home inspection methods. Skill and Ability to: Read and interpret blueprints, plans, and specifications; conduct plans examination/inspections, document findings, determine corrective actions, and implement compliance according to appropriate building codes; perform mathematical computations related to construction estimating. Ability to: Communicate effectively in both oral and written forms; establish and maintain records and reports; make decisions independently in accordance with established rules and regulations and use initiative and judgment in carrying out tasks and responsibilities; utilize problem identification and resolution techniques; remain calm and use good judgment during confrontational or high pressure situations; courteously meet and deal effectively with employees, builders, architects, engineers, federal, state and city agencies, committees, utility companies and the public.

    Required

    • At time of appointment, must possess valid Oregon drivers license 
    • Regular and consistent attendance  
    Position requires driving.  Finalist will be required to provide a driving history that meets the Douglas County Driver Policy as part of contingent offer of employment    While not part of initial applicant screening, the finalist for this position may be required to pass a criminal history background check as part of a contingent offer of employment.

    To determine if physically qualified to perform the essential functions, employment offer is conditional upon satisfactory results of a post-offer medical exam conducted at county expense.

    Driving Record: A current copy of your Court Print Driving Record must be attached to your application in order to be considered for this position.  A Court Print Driving Record is obtained from the DMV and may take 5 - 7 days for delivery, longer for out-of-state.   An unacceptable driving record for employment is defined in the Douglas County Driver Policy Standard Operation of Vehicles #5.
