Behavioral Health Clinician (OSY)

  • JOB SUMMARY

    The incumbent of this position serves as a Behavioral Health Clinician for the Department of Behavioral Health/Co-Located Programs Branch. Responsible for administering the District authorized tool for screening, coordinating and making referrals to behavioral health services, and performing mental health and substance use disorder assessments for participants of the Department of Employment Services (DOES) Out of School Youth (OSY) Program. Collaborates with DOES to provide a wide variety of complex professional recovery based clinical services essential for both the prevention/ treatment of co-occurring clients with substance use disorder and mental illnesses. Assesses participants and recommends treatment and provides advance services essential to the resolution of complex social problems which may require the development and adaptation of various treatment approaches, methods, and techniques. Provides crisis intervention services, de-escalation, brief solution focused counseling, assessing suicidality, and assessing need for mobile crisis intervention. Collaborates and communicates with DOES on an ongoing basis for case management, training and coaching, case consultation, referral processing, and care coordination specific to managing consumers behavioral health needs.

    This position IS in the collective bargaining unit represented by SED and you may be required to pay an agency service fee through an automatic payroll deduction.

    Tour of Duty: 8:30 am- 5:00 pm, Monday – Friday

    QUALIFICATIONS REQUIREMENT: Applicants must have successfully completed a four (4) year course of study in an accredited college or university leading to a Masters or higher degree which involved major study in behavioral or social science; or related disciplines appropriate to the position; combination of education and experience that provided the applicant with knowledge of one or more of the behavior or social sciences equivalent to a major in the field; or four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. This position requires one (1) year of specialized experience equivalent to the next lower grade level. Applicants must be a Licensed Independent Clinical Social Worker (LICSW), Psychologist, Licensed Professional Counselor through the D.C. Department of Health, Health Professional Licensing Administration.

    The work is performed at the DOES main office. Behavioral Health Clinician will be required to use own transportation for travel. Work will require community and/or consumer interactions which may present exposure to potentially dangerous situations and possible physical attack from emotionally disturbed, hostile, volatile, or uncooperative consumers and form individuals in high risk, high crime areas where conditions cannot be controlled and situations where danger is not always obvious.


    Position Designation: This position is deemed as “Protection Sensitive” pursuant to Section 410 of Chapter 4 of the D.C. Personnel Regulations, in addition to the general suitability screening, individuals applying for or occupying protection sensitive positions are subject to the following checks and tests:


    • Criminal background check;
    • Traffic record check (as applicable);
    • Pre-employment drug and alcohol test;
    • Reasonable suspicion drug and alcohol test;
    • Post-accident or incident drug and alcohol test; and
    • Return-to-duty or follow-up drug and alcohol test.

    RESIDENCY PREFERENCE

    A person applying for a position in the Career Service, Educational Service, Management Supervisory Service, a line attorney position in the Legal Service (series 905), or an attorney position in the Excepted Service (series 905) who is a bona fide District resident AT THE TIME OF APPLICATION for the position may be awarded a 10-point residency preference over non-District applicants, unless the person declines the preference points. If selected, the person shall be required to present proof of bona fide District residency and maintain such residency for 7 consecutive years from the effective date of the appointment. Failure to maintain bona fide District residency for the 7-year period will result in forfeiture of employment.
