Overview
The Deputy Director of Aviation - Finance and Administration plans, organizes and directs the financial and business management functions of the Louis Armstrong New Orleans International Airport including budgeting, accounting, financial reporting, payroll, asset control, debt issuance, management of outstanding debt, airline rate analysis and calculation. Responsible for directing activity of the personnel assigned to the Purchasing, Accounting, Information Technology, Concessions, and Human Resources Departments.
Works under the direction of the Director of Aviation.
Responsibilities
Core Functions:
- Directs staff of the Purchasing, Accounting, IT, Concessions, and Human Resources Departments.
- Monitors progress of overall financial plans and directs the preparation of all necessary reports. Reviews effectiveness of current financial and accounting systems and implements change if necessary.
- Maintains all financial records, and causes to be prepared all necessary reports on fiscal and administration status of the Airport.
- Monitors current outstanding debt, establishes guidelines for future debt issuance, and supports the preparation of debt instruments for capital financing.
- Directs preparation of financial data in support of negotiation of tenant contracts and leases and provides assistance as required in negotiations.
- Responsible for cash management for the Airport including: invoicing, collection of monies due, projection of cash needs, and preparation and evaluation of cash flow analysis. Supervises collection of delinquent accounts.
- Directs the development and implementation of standard operating policies and procedures for proper internal controls to insure accuracy and reliability of financial data, in addition to development of fee schedules for aviation services in compliance with federal, state and city rules and regulations.
- Supervises assigned staff and consultants in the performance of audits of airport tenants, concessionaires, and contractors. Oversees annual audit of the Airport’s financial records by an independent C.P.A.
- Supervises Airport’s personnel matters, including employment of personnel, payroll preparation and insurance matters.
- Coordinates with other city, state, and federal agencies as necessary for compliance with governmental guidelines and/or requirements related to airport finance.
- Establishes and maintains effective working relationships with various airport users, other city departments and governmental agencies to ensure smooth, ongoing financial and administrative operations.
- Oversees the Airport’s information technology systems.
- Coordinates departmental contract administration including preparation of Request for Qualifications/Proposals. Ensures compliance with local, state, and federal contract requirements and public procurement processes.
- Reviews policy in connection with safe working environment to include city, state and federal requirements.
- Excels in all functions, and attracts and retains talented staff committed to making the airport among the best managed in the nation.
- Designs and promotes the airport’s personnel policy and procedure to create a work environment with emphasis on quality and high performance while providing strategic oversight of human resources and employee health and safety culture and practice.
- Establishes and directs a training and professional development initiative for employees in the areas of supervisory training, general employee training, and workplace safety, and courses in various substantive and functional responsibilities.
- Coordinates the process of buying and managing airport inventory and materials across all divisions at the airport.
Qualifications
Minimum Qualifications and Skills:
- Minimum Bachelor’s degree required in business administration, public administration, accounting or related field. Minimum of five (5) years progressive experience in airport management; at least five (5) years employed in the direct supervision of employees.
- Thorough knowledge of principles of organization, management, public and governmental accounting practices and controls, municipal bonding, cash flow and budgeting.
- Thorough knowledge of the laws, rules and regulations, and guidelines relating to civil airport finance.
- Ability to analyze financial problems and make appropriate recommendations, conduct studies and evaluate alternate fiscal and managerial approaches.
- Ability to prepare and analyze commercial and governmental financial statements.
- Demonstrated ability to supervise, motivate, and develop staff to achieve departmental goals.
- Demonstrated ability to interact effectively with all levels of staff and representatives of Local, State and Federal governmental agencies.
- Experience in human resources, administrative functions, organizational development and/or senior organizational leadership.
- Strong problem-management and strategic planning skills.
- Effective in oral and written communication.
- Pass background check prior to hire.
- An equivalent combination of related experience and education will be considered.
Preferred Qualifications, Skills, and Competencies:
- Strong understanding of aviation industry standards and protocols.
- Airport management experience.
- Master’s degree in relevant field.
