Summary:
The Employee Relations Manager provides forward-looking strategic Human Resources expertise for all HR business partners as well as oversight to the employee relations lifecycle at Bayhealth Medical Center. This includes, but is not limited to, leading employee relations investigations, advising leaders and staff on corrective actions and performance improvement plans, overseeing unemployment processing, informing and guiding managers with employee concerns as well as advising employees of their rights and expectations in the workplace.
The Manager also leads the Business Partner team through process of developing and implementing human capital business plans with leaders for departments and divisions throughout Bayhealth, to include key areas such as conducting stay interviews; change management; improvement in quality, safety, patient experience, and value; furthering system integration; ensuring engagement, team member support, continuity and talent review; retention and enhancing the culture for high performance and success.
Responsible for ensuring fair and equitable practices are applied to employees at every level of the organization. Leads a team of Employee Relations Specialists and HR Business Partners.
ESSENTIAL FUNCTIONS & ACCOUNTABILITIES:
1. Provides management oversight to staff to implement and evaluate programs and plans that result in increased organizational effectiveness and leadership engagement.
2. Facilitates effective people management programs and practices, ensures that people managers are fully supported by HR and maintains an environment that supports and engaged workforce.
3. Defines the strategy, programs, policies and practices in the area of Employee Relations that promote a positive and engaging work environment throughout the BH system.
4. Coaches leaders, including senior executives, on application of corrective actions and performance improvement plans, in accordance with Bayhealth policy. Determines additional conflict resolution measures appropriate to the situation. Ensures fair and consistent application of corrective action across the organization.
5. Ensures workplace investigations are completed timely with documented resolution. Leads investigations surrounding charges of alleged discrimination based on state and federally defined protected classes. Identifies areas of opportunity within the organization based on outcome of investigations.
6. Analyzes situations and issues, recognizes strategic implications, and applies both specialized expertise and a broader HR knowledge framework to define problems, priorities, and desired outcomes
7. Provides strategic consultation regarding integrating value-added HR initiatives with business objectives and guiding principles.
8. Ensures that appropriate level of service is provided by all HR business partners and each business segment through the Centers of Excellence.
9. Builds and enhances Employee Relations function and the interface with the HR business partner function.
10. Leads the problem resolution process; guides employees, leaders, and Problem Resolution Committee through the entire process. Communicates outcome of problem resolution hearings to appropriate parties in a timely manner, according to Bayhealth policy.
11. Responsible for developing, communicating, and applying policies and procedures as well as advising and assisting leaders and frontline employees with the interpretation and application of organizational (namely Human Resources) policies and procedures.
12. Evaluate information obtained from exit interviews to identify potential retention and employee relations problems. Provide information to leaders confidentially, as necessary.
13. Acts as a change agent and promotes innovation and continuous improvement. Participates in organization-wide performance improvement initiatives and oversees all HR activities to support efforts.
14. Leads and coordinates the work of all Business Partner and Employee Relations staff across the BH system.
15. Develops and delivers training and education to leaders on proper documentation and legal requirements for discipline and termination procedures.
16. Works with the client groups to develop plans and assist with the alignment of organizational strategy, while engaging staff to achieve safety, quality, and patient experience goals.
17. Oversees unemployment function, ensuring Bayhealth is represented at all unemployment hearings, as necessary. Monitors monthly invoice for appropriate action.
18. Works with labor attorneys to respond to charges of discrimination claims made at the state and federal level. Supports labor attorneys with investigation and/or documentation request as needed.
19. All other duties as assigned within the scope and range of job responsibilities.
