Top Facilities Management Executive leads overall operations and develops the strategy and policies to deliver design, planning, implementation, construction, and maintenance of an organization's facilities and properties. Plans and allocates the capital, equipment, and operating budget to support current operations and long-term facility plans. Being a Top Facilities Management Executive ensures the reliability of all building mechanical, electrical, fire/life safety, plumbing, and waste management systems. Reviews and negotiates contract terms and conditions for contractors selected for facility projects and the delivery of services. Additionally, Top Facilities Management Executive establishes building operations policies, procedures, and service standards to comply with all local laws and regulations. May be responsible for additional facility-related functions like food services, security, safety, environmental, or administrative services. Requires a bachelor's degree. Typically reports to top management. The Top Facilities Management Executive manages a departmental function within a broader corporate function. Develops major goals to support broad functional objectives. Approves policies developed within various sub-functions and departments.   • Minimum Qualifications


    • Certificate, license, or other legal credentials required:  None
    • Degree(s) required and area of major study:  Master’s Degree, preferably in an architectural or planning related field.
    • Experience required:
      • Ten years of experience in a managerial role, or work in capital planning, architectural design, facilities management, project management, real estate planning, etc.
      • Proven experience designing and deploying capital plans, maintenance plans, and working with local and state agencies for funding purposes for large organizations.
      • Experience with the standards and practices of architecture, mechanical, structural, civil engineering, construction practices in the State of New Mexico.
      • Five years of experience with State of New Mexico Procurement processes.
      • Effective communication skills, both verbal and written.
      • Flexibility, organization, decision-making and problem solving skills.
      • Interpersonal skills with diverse populations in-person and on the telephone.
      • Ability to meet deadlines, manage budgets, work on multiple projects and coordinate the work of others.
      • Knowledge of word processing, database and spreadsheet software.
      • Organized work habits and project management skills.
      • Strong skills at working both alone and in teams, providing technical leadership and support to both team members and clients alike.
    • Such alternatives to the above qualifications as the Chief Operations Officer may find appropriate and acceptable.

     

    Essential Job Responsibilities

    The executive director supervises the:

    • planning of educational facilities through the development and implementation of the educational facilities master plan,
    • preparation of student enrollment projections,
    • involvement of community and staff,
    • tracking of building and property inventory,
    • coordination of land development plans with other agencies. 

    The executive director administers:

    • capital programming and budgeting by identifying needed services and projects and estimating expenditure requirements;
    • developing capital programs;
    • programming capital projects to implement the master plan. 

    The executive director:

    • coordinates the capital improvements program approval processes with state, city, and county agencies,
    • serves as the district’s representative for capital improvements;

    The executive director participates in:

    • the development of educational specifications with appropriate curriculum personnel via committee if needed. 

    The executive director prepares:

    • preliminary plans for all capital projects and presents all capital projects to the superintendent and Board of Education.

     

    The executive director is responsible for:

    • Management and coordination of all building operations activities related to maintenance, custodial services, design, construction, planning, and real estate within the Rio Rancho Public School District. The executive director also coordinates daily operations in the following areas; interface with the Public School Facilities Authority, Public School Capital Outlay Council, and State Fire Marshal’s Office; compliance with the Occupational Safety Health Act (OSHA), Environmental Protection Agency (EPA), and Clean Air Policy; Asbestos Hazard Emergency Response Act (AHERA); and
    • Oversees the implementation of facilities goals in administrative and instructional areas.
    • Supervises and manages the Facilities Department staff, budgets and programs.
    • Implements and maintains goal setting for Master Plan development and updates.
    • Participates and manages the bond programs for capital improvements as they related to school buildings and district offices and other related buildings.
    • Creates and promotes goals for facilities in all aspects of the district.
    • Prepares, presents and administers budgets for all facilities funding in the district.
    • Interacts with individuals and groups inside and outside the district to ensure district goals regarding facilities are met.
    • Promotes customer service philosophies within a service-oriented organization.
    • Upholds and enforces rules, administrative directives and regulations, school board policies, and local, state and federal regulations.
    • Articulates and facilitates the implementation of the mission and values of Rio Rancho Public Schools.
    • Prepares and maintains accurate and complete records and reports as required by law, state directives, District policy and administrative regulations.
    • Maintains professional relationships and works cooperatively with employees, the community, and other professionals.
    • Maintains professional competence through individual and staff training, in-service educational activities, and self-selected professional growth activities.
    • Attends and/or conducts staff meetings and participates on committees within area of responsibility.
    • Complies with state-approved New Mexico Administrative Code of Ethical Responsibility of the Education Profession and the RRPS Employee Standards of Conduct and upholds and enforces rules, administrative directives and regulations, school board policies, and local, state and federal regulations.
    • Performs other duties as assigned by the Superintendent and the Chief Operations Officer. Employee may be assigned other duties based on the needs of the district during the term of employment.

     

    Terms of Employment:

    Normally eight hours per day; additional time as may be required.
