  • JOB SUMMARY:

    This position is an IT Specialist (PLCYPLN) assigned to the Office of Technology and Data Services (OTDS), Intelligence Enterprise Readiness, Office of Intelligence and Analysis (I&A), Department of Homeland Security (DHS). This position provides intelligence support across the full range of Homeland Security missions, as defined in the Quadrennial Homeland Security Review: Preventing Terrorism and Enhancing Security; Securing and Managing Our Borders; Enforcing and Administering Our Immigration Laws; Safeguarding Cyberspace; and Ensuring Resilience to Disasters. The incumbent will serve as an IT Operations Center Director (Director, DHS Intelligence Enterprise Operations Center [DIEOC]) with a duty station in Stennis, Mississippi. In that capacity, the incumbent serves as the lead I&A representative for the operation center vis-a-vis the host organization, other DHS components and agencies utilizing the facility capabilities, and contractor staff present. The Intelligence Enterprise Operations Center (IEOC) functions at the Top Secret/Sensitive Compartmented Information (TS/SCI) level. The incumbent's role requires all activities are supportive of and in compliance with Federal, Intelligence Community (IC), and DHS policies, requirements, and processes while overseeing a portfolio of intelligence IT investments for the DHS Intelligence Enterprise (DHS IE) in the furtherance of the I&A mission.

    This is a permanent appointment in the Excepted Service and will be filled on a full-time permanent basis. Employees hired under an Excepted Service appointment may be required to serve a two (2) year trial period.

    This position is classified in the Excepted Service under Title 50.

    Relocation as well as Cyber Pay Incentives are available pursuant to departmental and I&A policy.

    DUTIES INCLUDE:

    As a DHS Office of Intelligence and Analysis OTDS IT Specialist (PLCYPLN), responsibilities will include:

    • Ensuring IT activities are fully compliant with cybersecurity requirements, guidelines, and best practices as implemented within the Intelligence Community, federal agencies, and within the organization.
    • Leading project teams, subject matter experts, technical specialists, and support staff to produce viable metrics to establish capital planning as well as daily operational procedures.
    • Developing, coordinating, and monitoring project schedules to ensure the project is delivered on time, to budget and to required quality standard (within agreed specifications).
    • Working with Department proponents and sponsors to develop business cases that highlight the costs and benefits of the proposed projects for presentation to upper-level management and for review and approval by appropriate I&A and DHS governance boards.
    • Coordinating with the leadership, other project managers, and upper-level management to ensure the actions are consistent with the approved plans.
    • Overseeing the budgetary planning, acquisition activities, design, construction, testing, and implementation of the IT system.
    • Monitoring project status (progress and performance) through formal and informal means to evaluate progress toward project objectives. Coordinates the resources necessary to achieve program and project objectives.
    • Developing, leveraging, and reporting operational metrics that can be used to measure contractor effectiveness in daily operations.
    • Communicating through various means (e-mails, briefings, dashboards, etc.) project status in designated format at appropriate levels and forums.
    • Communicates with stakeholders and ensures their equities are properly considered.
    • Preparing and delivering oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned program(s).
    • Leading IT Operations Teams who provide support to Change Management, Network Operation, Enterprise Voice and Video, and Help Desk activities.
    • Maintaining relationships with other I&A and DHS organizations and subordinate offices/organizations and works with functional counterparts in response to legislative directions, funding issues, policy changes, and the impact of these changes.
    • Establishes, develops, and maintains effective working relationships with a variety of high-level offices.
    • Serves in a liaison role to assist with oversight and coordination of contractual and operational activities across various entities to include the Security Operations Center (SOC), Network Operations Center (NOC), Voice/Video Operations Center (VVOC) and Enterprise Help Desk,
    • Chief I&A representative in support of TS//SCI network operations and coordinates with the Office of the Chief Information Officer (OCIO) on operational activities associated with the Homeland Security Data Network (HSDN), as requested.
    • Performs other duties as assigned.

    KEY REQUIREMENTS

    • Must be able to obtain/maintain a Top Secret/SCI Security Clearance.
    • Overtime may be required in response to a significant event.
    • Must be a U.S. Citizen
    • Occasional Travel - Overnight travel may be required.
    • Incumbent is subject to pre-employment and random drug testing.
    • Employee may be deemed an essential employee and may perform “exempt” activities during a lapse in government appropriations.

    QUALIFICATIONS AND EVALUATIONS:

    Specialized Experience:

    To qualify for the GS-14 position, you must possess at least one year of specialized experience, equivalent to the GS-13 level that has equipped you with the particular IT operational skills and abilities to successfully perform the duties of the position.

    In addition to the specialized experience described above, you must have related experience in each of the competencies listed below which must be supported by the information contained in your resume and other application materials:

    1. Experience working and collaborating with DHS IT Stakeholders and effecting outcomes.

    2. Experience working with cyber security professionals to ensure that IT infrastructure is compliant with all relevant policies and procedures.

    3. Experience with developing, leveraging, and reporting operational metrics that can be used to measure contractor effectiveness in daily operations.

    4. Experience in leading functional IT teams, contractual or government, that deliver enterprise level capability to customers.

    Education: Substitution of education in lieu of specialized experience may not be used for this grade level.
