    The University of Illinois Urbana-Champaign is seeking applications for Executive Director of the Office of Minority Student Affairs (OMSA). Founded in 1867, the University of Illinois is one of the nation’s original 37 public land-grant institutions. The University of Illinois is home to approximately 56,000 students and 12,000 faculty and staff.

    The Office of Minority Student Affairs (OMSA) provides leadership in developing, implementing, and delivering student support services to improve the retention, academic achievement, graduation, and success of undergraduates at Illinois, particularly, students who identify as first-generation, historically underrepresented, low-income, and/or educationally disadvantaged. OMSA promotes and develops educational opportunities and enrichment activities to help facilitate the educational and personal growth of student participants through organized activities and collaborative efforts with Student Affairs departments, the colleges and academic departments, and other campus and community partners. The OMSA is comprised of three administrative areas including Advising and Mentor (A&M), Tutoring and Academic Services (TAS), and TRIO, Administrative, and Business Services (TABS). The OMSA’s four TRIO programs include two programs for undergraduates: TRIO Student Support Services, TRIO McNair Scholars Program, and two additional programs for pre-college populations: TRIO Upward Bound and TRIO Talent Search.

    As a part of Student Success, Inclusion, and Belonging within Student Affairs, this office provides support for students to reach their personal, academic, and professional goals through curricular and co-curricular engagement opportunities. Our work is rooted in the goal of being more diverse, equitable, and inclusive to create a sense of belonging for students and other members of the university community. Areas reporting to the Assistant Vice Chancellor for Student Success, Inclusion, and Belonging (SSIB) include the Office for Minority Student Affairs, the Salaam Middle East & North Africa Cultural Center, and the Director for Research and Assessment for SSIB.



    Job Summary

    Reporting to the Assistant Vice Chancellor for Student Success, Inclusion, and Belonging within Student Affairs at Illinois, the Executive Director for the Office of Minority Student Affairs (OMSA) is responsible for providing vision and strategic direction that ensures the OMSA contributes to the mission and strategic goals of Student Affairs and the University. The Executive Director drives innovation and initiatives that are integral to a transformative educational experience for current and future Illinois students and strengthens yielding, retention, and post-graduation success while closing equity achievement gaps. Using program assessment, data resources, and outcomes research, the Executive Director focuses on continuous improvement, practices evidence-based decision-making, and documents the value and contributions of the OMSA to the campus mission and strategic goals while ensuring stewardship of resources.


    Major Duties and Responsibilities


    Student Success, Advocacy, and Support


    • Provide effective, results driven leadership which propels OMSA to meet its mission and vision for a welcoming environment that encourage greater academic success, personal growth, college retention and graduation for first-generation, low-income, and historically underrepresented students attending UIUC.
    • Provide leadership and advocacy for equitable educational experiences for OMSA eligible students and leads to the amelioration of persistent retention and graduation gaps.
    • Leverage technology and the university ecosystem to effectively deliver student success advising, and mentoring; tutoring and academic support services for students who identify as first-generation, historically underrepresented, low-income, and/or academically underperforming at scale.
    • Serve as a primary resource for information, advocacy, referrals, and services OMSA eligible student populations at UIUC including, but not limited to, first-generation, low-income, historically underrepresented, low-sending counties, EOP, PAP, PAP Honors, I-Promise, and students with ACT scores (or the equivalent) of 27 or less.
    • Proactively engage and collaborate with partners in academic affairs, colleges and departments, student affairs, financial aid, admissions, and other stakeholders to develop and promote initiatives that increase student success and personal development for all OMSA eligible student populations.
    • Proactively, lead and engage in policy development that supports equitable outcomes for OMSA eligible student populations.
    • Serve on departmental, campus, and/or community committees, boards, and councils as assigned.
    • Write and manage grants (i.e., U.S. Department of Education TRIO Grants).
    • Collaborate with campus partners to support campus efforts to recruit and yield OMSA eligible students.
    • Represent the OMSA to and the interests of OMSA eligible student to a diverse array of internal and external stakeholders.


    Administration and Supervision

    • Direct oversight for all operations of the Office of Minority Student Affairs including facilities, programming, and administration.
    • Lead budget planning, management, and oversight for a large and complex budget including state, federal, institutional, and gift funds.
    • Oversee all hiring, onboarding, supervising, professional development, and performance evaluations.
    • Lead strategic planning and goal setting for the department.


    Assessment and Evaluation

    • In conjunction with SSIB Assessment, implement an assessment and evaluation strategy which informs a culturally significant approach to data-driven co-curricular design.
    • Ensure a learning outcomes-based approach in the development and implementation of educational programs.
    • Provide leadership in reviewing the OMSA mission and goals and in creating a strategic plan aligned with the Student Affairs and university strategic plans.
    • Conduct regular program evaluations and coordinate goals with Student Affairs and University goals.
    • Coordinate the production of reports for internal and external units.
    • Review student data and learning outcomes using various reporting systems to identify trends and evaluate factors such as retention, persistence, graduation rates and learning outcomes to assess students’ academic progress and success rates.
    • Collaborate with academic colleges to develop and support early alert and other student success strategies (e.g., student success advising, supplemental instruction, mentoring, coaching, tutoring, study skills, and educational enrichment workshops).

    • Lead and serve on department, campus, and community committees as assigned.
    • Perform other related responsibilities as assigned.

    Qualifications

    Required

    Education:


    • Master’s degree in Education, Student Development, Student Personnel, or related field suitable for effectively administering student support and success services at a public, land-grant university.


    Experience:


    • At least 7 years of full-time professional experience providing leadership and managing student success, educational equity, and/or student support services issues and relationships in higher education, with 3 years’ progressive leadership experience.\
    • Experience (1) managing, designing, supervising, and/or implementing academic support, retention, and/or student success programs (e.g., tutoring, advising, mentoring, academic support services, supplemental instruction, Federal TRIO Program, first-year experiences); (2) supervising full-time professional staff; and (3) working with students from historically underrepresented, first-generation, low-income, TRIO eligible, educationally disadvantaged, and high achieving student populations.
    • Success managing complex operating budgets, including state, federal, and gift funds.
    • Grant management, proposal review, and writing experience.
    • Demonstrated commitment to inclusive excellence and advocacy for equitable academic and personal outcomes for historically underrepresented and underserved students.
    • Data-informed, results driven decision-making, with an ability to share a story of success.
    • Demonstrated experience with strategic planning, operational oversight, and assessment.
    • Results-driven, teambuilder with a proven ability to effectively convene key stakeholders to collaborate and build consensus.
    • Displayed innovative and creative approaches to address challenges and institutional priorities.
    • Experience networking, connecting, and collaborating with internal and external stakeholders.
    • A valid driver’s license.


    Preferred


    Education:


    • A doctoral degree (Ph.D., Ed.D., J.D., etc.)


    Experience:


    • Experience administering the following U.S. Department of Education TRIO Grants: a classic Student Support Services Program, a McNair Program, Talent Search Program, and a classic Upward Bound Program.
    • Knowledge of theoretical foundations of student development and experience with practical application and delivery within a higher education environment.
    • Demonstrated experience administering student success programs at a large, public institution of higher education.
    • Experience planning events, programs, and services for the diverse, intersecting identities represented in the OMSA eligible student populations and their families.
    • Experience using academic technologies, student information systems, tutoring management systems, predictive analytics, or early alert system.
    • Experience in fundraising and working with diverse alumni constituents.
    • Experience in marketing and communications (e.g., electronic newsletters, websites, social media).

    Appointment Information

    This is a 100% full-time Academic Professional position, appointed on a 12-month basis. The expected start date is as soon as possible after 5/16/2023. Salary is commensurate with experience and qualifications, starting at $115,000.00.
