    DEPARTMENT OVERVIEW

    Within the UC Office of the President, the Office of the National Laboratories (UCNL) plays a central role in managing the University's prime contract administration and governance at Berkeley Lab and for the University's governance of LANL and LLNL as a member of the two limited liability companies that manage the national labs:

    LANL - Triad National Security, LLC (Triad)

    LLNL - Lawrence Livermore National Security, LLC (LLNS)

    For all three national laboratories, UCNL assures that The Regents and the Office of the President have the information needed to effectively execute their responsibilities related to science, technology and engineering (ST&E) excellence and operations and business (O&B) compliance and best practices while limiting the University's liability exposure. In addition, UCNL connects the national laboratories with University resources, including research and collaboration opportunities as well as business and operations expertise. UCNL's role is essential in keeping UC senior management well-informed regarding performance at the UC-affiliated national laboratories. The UCNL is headed by Craig Leasure, Vice President for National Laboratories. UCNL contains three groups in addition to the immediate office of the Vice President:

    POSITION SUMMARY

    Directs large non-academic area involving diverse functions. Develops organizational strategies/policies and authorizes their implementation. Provides advice, guidance and assistance to senior leadership of organization. Represents organization in systemwide meetings and discussions. Recognized as influential leader. Makes final decisions for organization and ensures achievement of objectives. Erroneous decisions will have serious impact on overall success of division or organization as a whole.

    UC National Laboratories (UCNL), a division of UCOP, has governance and prime contract administration responsibility for Lawrence Berkeley National Laboratory (LBNL) and represents UC's management of limited liability companies (LLCs) operating Los Alamos National Laboratory (LANL) and Lawrence Livermore National Laboratory (LLNL). As a key partner in the Lawrence Livermore National Security, LLC (LLNS) and the Triad National Security, LLC, UCNL is responsible for governance and oversight of the Labs and has responsibility for assuring excellence in science, technology and engineering, and mission execution underpinned by excellence in business and operations. UC has sole responsibility for LBNL and UCNL leads in assuring all aspects of contract administration, mission execution, and operations. Significant collaborations between the Labs and other UC locations are key to ensure long-term success of UCNL. Growth in quantity and strength of collaborations requires a dedicated individual to work closely with senior Lab and UC leaders to foster and sustain impactful partnerships.

    Reporting to the VP for National Laboratories (VPNL) and Associate VP for National Laboratories (AVPNL), the Executive Director for National Laboratory Partnerships and Outreach (EDPO) is responsible for the development of new and enhanced collaborations between the UC campuses, medical centers, and Labs. The EDPO works with executive-level managers, such as Vice Chancellors for Research and relevant Deans, at the UC campuses, medical centers, ANR, and the UC Labs, to develop joint programs and initiatives in research and workforce pipeline which benefit the US Government, Labs, and UC. The EDPO has significant responsibility for coordinating and managing interactions amongst UC's portfolio of Labs and academic community. The EDPO will serve as UCNL's primary liaison with the UCOP Research Grants and Programs Office and its staff of the Lab Fees Research Program, and for UCNL-funded fellowship programs. Expected outcomes will be enhanced partnership initiatives leading to improved Lab mission delivery and science capability and campus faculty and student engagement in research. This individual will be required to develop detailed understandings of the Labs' diverse mission and ST&E needs and assemble a network of UC-wide capabilities to broker collaborations at all levels.

    The EDPO will work closely with the VPNL and AVPNL to develop new Campus-Laboratory research collaborations, to enhance engagement, and take advantage of the unique capabilities at the Labs and campuses, and develop a budget that supports initiatives and programs. This includes improving the framework and opportunities for joint appointments between the Labs and campuses to promote diversity in STEM education, fostering initiatives and collaborations at Livermore and Berkeley Lab Foundations, developing systemwide assets to promote collaboration, such as the redevelopment of the Hertz Hall complex at LLNL, and providing oversight of existing collaborations.

    Oversight and management of the Hertz Hall complex program direction and operations will be a significant role for the EDPO in its first few years of operation. Program direction will require extensive consultation with senior leadership at UC's Labs, campuses, and medical centers.

    Manages, prepares, administers, and directs organization-wide programs: Leads the development and implementation of Campus-Laboratory collaboration opportunities of scale. Directs programming and manages operations at Hertz Hall Complex.

    15%

    Interacts with high-level Laboratory management, a broad range of UC stakeholders and Committee leadership and membership to influence and persuade on processes for more effective performance evaluations and reporting structures. Represents UCNL in Laboratory-wide and system-wide technical meetings and discussions. Serves as backup to the Executive Director for National Laboratory Programs in the event they are absent from the office.

    Leads other senior managers to establish organizational strategic plans and objectives: Participates with other UCNL and higher-level managers at the National Laboratories to establish strategic and effective review functions and objectives. Plans, designs and influences Laboratory-wide review process formats and documentation/reporting procedures and take a supporting role in production of reports from UC committees. Ensures the overall monitoring and success of assigned functions and for integrating these activities with those of other major organizational segments.

    Makes long-term strategic decisions that reflect upon the organization as a whole, and may be emulated at other UC locations, including negotiating and directing agreements with other institutions, community enterprises and contracts for facility usage and employment services.


    Required Qualifications
    • Expert skills to work collaboratively and act persuasively in sensitive situations; skills in conflict management techniques.
    • Highly sophisticated skills in strategy development, systems planning and change management.
    • Active or eligible for DOE Q and SCI clearances.
    • Extensive knowledge and experience of National Laboratory programs and systems, including DOE and NNSA enterprise and evaluation methodologies.
    • Broad scientific and technical knowledge necessary to interpret and describe key elements of National Lab scientific capabilities and programs.
    • Ability to develop, administer, and manage programs of a scientific, research, and educational nature.

    Preferred Qualifications
    • Ability to establish mission and goals at the macro-level; to lead subordinate management to develop goals in alignment with mission.
    • Expert knowledge of financial analysis and reporting techniques; human resources and risk management planning; accounting and payroll.
    • Ability to establish metrics for department and employee goals which measure effectiveness of contributions to efficient operations of department.
    • Expert project management skills, including capital projects.
    • Expert leadership abilities to establish department goals, and to motivate and influence others to achieve.
    • Highly sophisticated knowledge of administrative management theory and ability to translate this knowledge into practice.
    • Demonstrated skills in employee supervision and HR administration. Interpersonal skills to effectively lead, motivate and influence others.
    • Knowledge of UC research enterprise.

    Education
    • Bachelor's degree in related area and/or equivalent experience/training and M.S. in a scientific/technical discipline aligned with National Labs mission and/or equivalent experience.
    • Ph.D. in scientific/technical discipline preferred.

    SPECIAL CONDITIONS
    • Active or eligible for DOE Q clearance. Successful completion of a DOE Q security clearance conducted by the Federal Government is required for this position.
    • Active SCI clearance or eligibility for SCI clearance preferred.

    SALARY AND BENEFITS

    Salary: Recommended hiring range is $265,000 to $311,000, commensurate with education and experience.
