The Iowa Department of Health and Human Services’ (Iowa HHS) Division of Medicaid is seeking a Managed Care Data Analyst (Data Analyst 1).
Summary
The Iowa Medicaid Division is seeking a detail-oriented Managed Care Data Analyst to enhance the oversight of managed care plans that deliver essential medical and dental services to Iowa residents. This role focuses on utilizing data analysis, quality assurance, and fiscal tracking to drive effective Medicaid program performance and ensure responsible financial management. This full-time role offers the opportunity to contribute to data-driven decision-making for Iowa's Medicaid program while ensuring compliance with regulatory standards.
Responsibilities
- Analyze historical and current data to project Medicaid program needs and costs, specifically focusing on capitation rates for prepaid ambulatory health plans and managed care organizations.
- Collaborate with the Fiscal division and program management to develop and track expenditures, aligning with contract and program requirements.
- Design and implement predictive statistical models, asses the impacts of policy changes, and ensure compliance with state and federal regulations.
- Implement data validation and quality assurance protocols, conduct trend analysis, and identify performance issues for intervention.
- Act as a liaison with actuaries, managed care organizations, and various partners to maintain data integrity and process alignment.
- Present data findings through visualizations to facilitate decision-making for diverse audiences.

Successful Candidates Will
- Proficiency in data analysis and statistical techniques, with strong skills in Excel and SQL.
- Ability to maintain data integrity, organize databases, and produce actionable insights from data.
- Strong communication skills to present complex data to internal and external stakeholders.
- Experience in Medicaid or health program data management is preferred.
- Ability to collaborate effectively with multiple stakeholders.
- Proven PC skills including Windows and Microsoft Applications.

Human/Social Services Programs
6 months’ experience, 12 semester hours, or a combination of both directly related to human/social services. Experience generally obtained from either some level of government organization or a non-profit organization delivering these services. Must demonstrate exposure to the basic concepts of human/social services and related policies and procedures. Programs include those traditionally under the purview of the Department of Human Services, such as but not limited to:
- Child and family welfare
- Medicaid
- Entitlement programs
- Income maintenance
- Mental health
- Development disabilities
- Child support recovery
Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
- Graduation from an accredited four-year college or university with a degree in business analytics, economics, data science, statistics, mathematics, management information systems, or industrial management.
- All of the following (a and b):
- A total of four years of education and/or full-time experience in business/data/statistical analytics, economic research, or data science, where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.
- Possession of a professional certificate in data science, business analytics, or data analytics.
- All of the following (a and b):
- A total of four years of education and/or full-time experience in business/data/statistical analytics, economic research, or data science, where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience; and
- A total of one year of graduate-level education and/or full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university coursework in business analytics, economics, data science, statistics, mathematics, management information systems, or industrial management equals one year of full-time experience.
