  • TechGlobal is seeking a Strategic Planning Specialist to support the NOAA Educational Partnership Program with Minority Serving Institutions (EPP/MSI) Cooperative Science Centers (CSCs). The EPP/MSI is a Federal STEM education and NOAA mission future workforce program focusing on post-secondary education and a diverse future workforce for NOAA and NOAA-mission related enterprises in atmospheric, oceanic, and environmental sciences.

    The Strategic Planning Specialist analyzes, monitors, and generates recommendations and reports in support of the EPP/MSI and supports all components of the program including requests from academic partners, primarily from the MSI community.

    Responsibilities:

    • Performs analysis, supports evaluations, and advises management on grant recipient administration and reporting on the effectiveness and productivity of programs supported by the EPP/MSI.
    • Uses knowledge and professional STEM education and training to review and recommend the acceptance of reports, alumni updates, and data submission, including through a program student tracker to the EPP/MSI and complementary education programs and activities.
    • Implements management principles and optimize processes, analytical including evaluative methods to assess program development and execution to improve organizational effectiveness and efficiency.
    • Advises program managers and officials on EPP/MSI program management functions or major extramural programs and develops recommendations for the Office of Education and NOAA, as appropriate of major policies that may have an impact on EPP/MSI programs.
    • Recommends developmental, efficiency and strategic improvements to current programs and processes. Once approved, present strategies to academic partners and other award recipients.
    • Serve as an integral member of the EPP/MSI team on all substantive activities including: developing solicitations for proposals; participating in the administrative grant applications review process; support the planning and logistical preparations for EPP/MSI events; and, represents the Office of Education and EPP/MSI program interest at agency wide and education meetings.
    • Develops and expands working relationships with relevant academic partners, representatives from agency partners, education and science communities, affinity groups and organizations engaged in post-secondary and professional development relevant to EPP/MSI and Office of Education responsibilities.
    • Complete data analysis to convey the benefits of the EPP/MSI program support to institutions and individuals.
    • Support the Program in planning and conducting program-wide meetings, seminars, symposiums and Biennial Education and Science Forums.
    • Create interactive training materials for orientation and professional development of EPP/MSI supported students and associates.
    • Interact and engage with a broad range of people and cultures, from senior leadership to staff.

    Skills:

    • Ability to analyze & relate complex variables to a specific policy issue and frame feasible options; and ability to represent the organization and present issues and recommendations orally and in writing.
    • Ability to perform the full range of project functions, including planning/reviewing work products submitted by award recipients.
    • Demonstrate effective analytical and communication skills, both orally and in writing.
    • Coordinates the review of work products received from award recipients and provides effective communication to ensure timely submission of reports and data to the Program office.
    • Knowledge and experience in data analytics, project planning, and project management.
    • Technical knowledge and skills in federal financial assistance awards - grants and cooperative agreements (incl., Monitoring, Audits, and Reporting; understanding the fundamental rules governing Federal financial assistance, implementation of 2 CFR 200)

    Education Requirements:

    • PhD preferred, or a minimum Master's degree in a STEM discipline.
    • Work experience that includes a minimum of 5 years experience working with post secondary minority serving institutions.
    • Certification in Federal Grants Management.
