Position Title: Manager of Total Rewards
FLSA: Exempt
Salary: $66,034.66 annually
Work Days: 240
Location: Muscogee County Public Education Center/MCPEC
Reports To: Chief Human Resources Officer

Primary Function:
- The job of Manager of Total Rewards is done for the purpose/s of serving as a change agent and providing leadership and functional expertise in the development, implementation, and administration including but not limited to, compensation & benefits programs, including survey participation, job evaluation, salary structure development, incentive plan design, and associated analysis as well as oversight of all insurances, paid time off, and retirement plans.
- The manager will make decisions based on data and research to support recommendations that support the recruitment and retention of employees.
- The person in this role will develop, lead and implement accurate, effective, and efficient workflow and processes for all employment actions as well ensuring compliance with all federal, state, state, and local requirements.
- The manager will work closely with internal and external stakeholders to develop, present, and provide statistical data and budget projections.
- The manager oversees and ensures training and development for the Office of Total Rewards and will follow trends and hot topics related to compensation and benefits.
- This role serves on the Division of Human Resources Senior Leadership Team and will represent DHR in partnerships with other internal and external stakeholders on district or community-wide programs, projects, and initiatives.
Requirements:
- Educational Level: Community college and/or vocational school degree. Bachelor's degree in Business Administration, Finance, Human Resource Administration, or a related field is strongly preferred.
- Certification/License: Support Personnel License; SHRM, SPHR, PHR, and/or CEBS certification strongly preferred.
- Experience: At least 2-3 years of job-related experience with increasing levels of responsibility focused on Human Resources. Experience specifically in the design and implementation of complete compensation, benefits, and wellness programs. Progressive experience in executive compensation, base compensation, market pricing, variable pay, job evaluation and structure, and cost modeling as s well as experience with self-funded insurance plans preferred. Previous experience in Payroll and working with software is a plus.

Knowledge, Skills, & Abilities:
- Knowledge is required to perform advanced math; read technical information, compose a variety of documents, and/or facilitate group discussions; and analyze situations to define issues and draw conclusions. Specific knowledge-based competencies required to satisfactorily perform the functions of the job include personnel practices applied within a school district environment; interpreting contract language; and codes, regulations & laws related to the job functions; strong software knowledge including Excel. Knowledge of ERISA, HIPAA, COBRA, and emerging regulatory issues is preferred.
- Skills are required to perform multiple, technical tasks with a need to occasionally upgrade skills in order to meet changing job conditions. Specific skill-based competencies required to satisfactorily perform the functions of the job include planning and managing projects; preparing and maintaining accurate records; operating standard office equipment; excellent customer service; utilizing pertinent software applications; strong attention to detail; and strong analytical skills with the ability to work through processes, identify and implement process improvements and resolve complex matters; strong written and oral communication skills.
- Ability is required to schedule a number of activities, meetings, and/or events; routinely gather, collate, and/or classify data; and use job-related equipment. Flexibility is required to independently work with others in a wide variety of circumstances; analyze data utilizing defined but different processes; and operate equipment using standardized methods. - Problem-solving is required to analyze issues and create action plans. Problem-solving with data requires independent interpretation of guidelines, and problem-solving with equipment is limited to moderate. Essential Duties:
- Demonstrates prompt and regular attendance.
- Analyzes, develops, recommends, implements, and oversees all job description review requests while ensuring equity and trends nationally, statewide, and locally (e.g. classification and compensation programs and plans, etc.) for the purpose of ensuring a consistent and equitable compensation structure that supports the recruitment and retention needs.
- Collaborates with internal and external stakeholders (e.g. Information Services, ERP Team, Finance, Payroll, etc.) for the purpose of streamlining and automating processes and workflows to reduce or eliminate potential gaps to support and improve the employee experience.
- Develops, recommends, implements, and oversees the benefits and wellness programs and plans for the purpose of ensuring a variety of programs are available that represent the school district as a whole and support the "Creating We" mission, vision, and values.
- Oversees the data integrity and completion of reappointment actions for each FY (e.g. Pay Utility, Pay Assignments, Calendars, Pay Periods, etc.) for the purpose of effectively, efficiently, and accurately ensuring the data integrity of all processes creation and required deadlines.
- Oversees all Human Capital Management (HCM) system transactions including but not limited to the New Employee onboarding process, teacher contracts, salary calculations, and retiree work eligibility for the purpose of ensuring the onboarding and support protocols are in place for all employees while ensuring the accurate, effective and efficient data entry is completed and compliance with federal, state local, and district requirements.
- Oversees the data integrity and maintenance of online documents, files, and records (e.g. personnel files, CPI, Benchmark, other statistics, etc.) for the purpose of providing information when requested from internal and external stakeholders.
- Oversees the data integrity and completion of all surveys and reporting needs; including but not limited to salary surveys, EEO surveys, census surveys, New positions, Certified Personnel Information (CPI), Retirement Surveys, Annual Salary Turnover, Retro Pay Utility, etc. for the purpose of compliance with federal, state, and local needs but also to determine and monitor compensation competitiveness, internal equity, and cost-effectiveness.
- Oversees, develops, and implements processes and workflows using data-driven analysis and metrics for the purpose of assessing and monitoring the effectiveness of ongoing programs and initiatives across the district and within the Division of Human Resources.
- Serves as Benefits Lead and partners with Benefits Third-Party Vendor for the purpose of overseeing the review, communication, and implementation of (e.g. Dental, Short-Term, Life, ACA) programming; including but not limited to, the annual benefit programs, benefit changes, open enrollment processes, wellness & health initiatives, etc.
- Serves as Human Capital Management (HCM) system expert for the purpose of providing training, sharing up-to-date changes, implementing effective and efficient process workflows and changes, and providing accurate information meeting the required needs of the Division of Human Resources.
- Supervises Office of Total Rewards for the purpose of ensuring data integrity, professional development, enhancing productivity, and ensuring necessary outcomes are achieved and serve the Strategic Plan and "Creating We" mission.
- Approves and sign the bills for all insurances (e.g. health, life, short-term, dental, etc.) for the purpose of ensuring billing information is accurate and in compliance with rules and regulations set by MCSD.
- Attends a wide variety of meetings and events (e.g. workshops, department meetings, organizational events, personnel meetings, work-related conferences, etc.) for the purpose of conveying and/or gathering information required for district operations.
- Monitors, a variety of processes (e.g. processing all new hires, position requirements, compensation change procedures, monthly reports of benefits, reconciliations, pay period comparisons, etc.) for the purpose of ensuring internal controls and processes are followed.
- Researches a wide variety of work-related technical information (e.g. contract language, education code, employment regulations, salary placement disputes, etc.) for the purpose of ensuring compliance with regulatory requirements.
- Responds to inquiries from a variety of internal and external sources (e.g. administration, teachers, insurance companies, etc.) for the purpose of resolving compensation questions and/or problems.
- Supports other district staff and departments as needed (e.g. salary cost projections, etc.) for the purpose of assisting in budget planning
- Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.
