Grounds Maintenance Worker - Municipal Golf Course Grounds

    Incumbents are responsible for performing tasks involved in the general maintenance of a seasonal operation primarily outside of a recreation facility with routine manual labor work.

    REPORTING STRUCTURE:
    Receives direction from higher level Parks and Recreation supervisory and management staff.

    Typical Class Essential Duties

    1. Manual labor tasks per assigned workgroups which may include: hand shoveling dirt and/or snow, snow blowing, snow making (if assigned to Hogadon Ski Area), watering, sweeping, weeding, mowing, ladder climbing, cleaning, litter pick-up, trash collection, and object lifting and loading/unloading.

    2. Operate various types of handheld and light mechanical equipment such as trim mowers, blowers, and other grounds maintenance equipment.

    3. Perform daily inspections and safety checks at assigned facility.

    4. Perform basic cleaning of spectator areas and other hardscapes, emptying trash receptacles and debris management, stocking restrooms, and similar building maintenance tasks.

    5. Perform basic record keeping relating to grounds maintenance.

    6. Assist with work on special outdoor projects as needed.

    7. Represents the City of Casper by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor.

    8. Performs other duties of a similar nature or level.

    Knowledge (position requirements at entry):
    Knowledge of:

    • Customer service principles.
    • Basic principles of health and sanitation standards.
    • Proper use of basic manual tools.
    Abilities (position requirements at entry):
    Ability to:
    • Work a variety of shifts including weekends, nights, and holidays as needed.
    • Be flexible with changing assignments.
    • Follow written and verbal instructions and direction.
    • Walk, dig trenches, climb ladders and clean-up work sites in a neat and orderly fashion (if applicable to assignment).
    • Safely operate and handle equipment and supplies
    • Work around pesticides and in landscapes.
    • Communicate effectively.
    • Learn general layout of facility to provide assistance to patrons.
    • Perform basic math when assigned.
    • Maintain a neat and professional appearance.
    • Follow all City safety rules and procedures and immediately report all accidents/incidents or unsafe conditions to a supervisor.
    • Establish and maintain effective working relationships with those contacted in the course of work.

    • Operating in a courteous, knowledgeable and tactful manner with staff and general public.

    Training, Experience & Certifications

    EDUCATION and EXPERIENCE:

    • No previous training or experience required.
    • First Aid/CPR preferred.
    • Must be at least 16 years of age. If less than 18 years of age, cannot operate motorized equipment on public roadways in accordance with minor labor restrictions.
    LICENSING and CERTIFICATIONS:
    • Possession of a valid Wyoming Driver’s License preferred.

    Driving records are required for all new employees regardless of the position's driving requirements. If the employee has not held a Wyoming driver's license for the last three years, the employee must provide at their own initiation and expense a driving record from their previous state(s) of residence.

    Physical and Environmental Conditions:
    City of Casper employees that perform safety sensitive tasks are subject to pre-employment and/or random drug testing. These tasks include, but may not be limited to:
    • Emergency response/rescue
    • Handling or working with hazardous materials, including chemicals as well as solid and liquid waste
    • Operating or maintaining water and wastewater systems
    • Maintaining City computer and data systems including networks, servers, communication systems, etc.
    • Driving for the City of Casper, whether essential or non-essential
    • Operating power-driven machinery or equipment
    • Handling confidential information, including personnel, health, financial, or attorney-client information
    • Working with or around children

    Positions in this class typically require: stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, twisting, bending, lifting, gripping/grasping, talking, hearing, seeing and repetitive motions.

    Medium work: Exerting up to 50 pounds of force occasionally and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to lift, carry, push, and pull or otherwise move objects, including the human body.

    Incumbents may be subject to frequent walking, climb relatively steep inclines and/or ladders, and physically demanding manual labor such as raking and digging. Incumbents may be subject to frequent environmental exposures to dusts, odors, chemicals, sun, heat, cold, moisture, and other extreme climate/weather conditions.

    MINOR LABOR RESTRICTIONS
    16 Years of age
    • Maximum hours of work on a school day and non-school day: 8 hours
    • Maximum hours of work during a school week and non-school week: 40 hours
    • Work hours: 5:00am to 10:00pm on a school night
    • Extended to 12:00am on non-school nights
    • NO driving on public roadways, even with a valid driver’s license
    • Cannot drive any vehicle (including personal) for work purposes - i.e. errands or changing work locations
    • May operate ATVs, golf carts, riding mowers, etc. on City grounds ONLY (may not go on public roadways)
    • Must meet WARM driving criteria in order to operate ATVs, golf carts, riding mowers, etc. on City grounds
    • May operate weed eaters, leaf blowers, and the like, but no other power-driven equipment or tools

    17 Years years of age
    • Maximum hours of work on a school day and non-school day: 8 hours
    • Maximum hours of work during a school week and non-school week: 40 hours
    • Work hours: 5:00am to 10:00pm on a school night
    • Extended to 12:00am on non-school nights
    • May operate weed eaters, leaf blowers, and the like, but no other power-driven equipment or tools
    • May operate ATVs, golf carts, riding mowers, etc. on City grounds ONLY (may not go on public roadways)
    • Must meet WARM driving criteria in order to operate ATVs, golf carts, riding mowers, etc. on City grounds
    • Eligible to drive vehicles (cars or light-duty trucks) on public roadways with the following restrictions:
    • Driving is limited to daylight hours
    • Cannot have more than three (3) passengers
    • Cannot drive more than 33% of the scheduled workday or 20% of the scheduled workweek
    • Cannot operate a vehicle over 6,000 pounds
    • Cannot tow vehicles OR trailers
    • Must meet strict driving eligibility criteria in order to drive on public roadways:
    • Must have a valid Wyoming Drivers License
    • Cannot have ANY prior moving violations
    • Must have taken AND passed a driver's education course
