CONTRACT SPECIALIST

    • You will plan procurement actions to acquire goods, services, or work from an external source.
    • You will negotiate contracts for services and supplies.
    • You will draft contract documents (i.e., cure or show cause notices, contract modifications and administrative documents) based on specific detailed information provided by senior contract specialist/supervisor.
    • You will analyze price or cost data for contract modifications, changes, or deviations to determine necessity and reasonableness.

    • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
    • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
    • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
    • You will be required to sign a mobility agreement to accept relocation to other geographic locations if required by the employer.
    • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
    • Recent graduate positions provide for development and training. Assignments become more responsible as incumbent increases knowledge and skills through work experience and academic training.

    Qualifications

    Recent Graduate: To be considered you must be a recent college graduate, awarded a degree by a qualifying educational institution not more than two years before the date of appointment (extended to four years before date of appointment for veterans who completed a period of obligated uniformed service of more than four years, and were awarded a degree by qualifying educational institution).

    In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to:

    GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Monitoring contractor requirements and completing required contractor paperwork; 2) Applying negotiation techniques to obtain fair and reasonable prices and terms with contractors; 3) Providing procurement procedures sufficient to obtain specialized supplies, equipment, or services; 4) Working on a range of contract types, such as fixed-price or cost reimbursement, required clauses and special provisions, in order to plan and carry out the procurement, and recommendation on awards; and 5) Applying knowledge of pricing procedures sufficient to review contractor proposals and bids, and to perform cost and price analyses. NOTE: This information must be fully supported in your resume.

    GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying contracting regulations, contract law and legal precedents; 2) Compiling/evaluating price and/or cost data for a variety of pre-award and/or post-award activities; 3) Performing tasks in support of contract administration; 4) Applying knowledge of pricing procedures sufficient to review contractor proposals and bids, and to perform cost and price analyses.     One full academic year of graduate education, law school

    Superior Academic Achievement (SAA) through the following method (only one). No more than 10% of academic credit can be based on pass/fail or similar non-traditional grading systems.
    2.95 GPA overall or higher or in last 2 years (= or less than 10% Pass/Fail)
    3.45 GPA or higher in major or in last 2 years in major (= or less than 10% Pass/Fail)
    Upper 1/3 ranking in graduating class (You must submit proof with your application)
    National Scholastic Honor Society. Membership in a freshman honor society cannot be used to meet the requirements of this provision. (You must submit proof with your application)

    FOR THE GS-09:
    Successful completion of a master's or equivalent graduate degree
    OR
    Successful completion of two full years of progressively higher level graduate education leading to a master's degree
    OR
    Possession of an LL.B. or J.D. that is related to this position being filled.
