FUNCTIONAL PURPOSE:
The purpose of this position is to develop and manage the WS/FCS Transportation Department Hiring, Safety, Training and Retention programs and to ensure compliance with goals and applicable safety standards established by federal and state agencies. This position requires a thorough knowledge of transportation operations, DOT safety, ADA compliance, NCDOT regulations and supervisor experience. This position provides a variety of duties related to hiring, safety programs, procedures, policies, accident investigations and other activities to ensure compliance with regulatory and organizational requirements.
The Coordinator, Training and Safety will establish and maintain a safety training program for new and current school bus drivers, activity bus drivers, mechanics, and office personnel. This position is responsible for planning and execution of large Transportation Department training and retention events; including but not limited to Transportation Kick Off, Holiday Celebration, End of the Year event and safety (personal and safety) classes. Participation in Operations Hiring events for drivers and mechanics.
DUTIES AND RESPONSIBILITIES:
- Notifies all appropriate personnel of all incidents and accidents; monitors and directs emergency situations; ensures that all incidents and accidents are fully documented.
- Maintains confidentiality of all information.
- Aid with general administration duties in accordance with the school districts established process standards and requirements, such as: generating and distributing reports, phone screening and interviewing candidates, background check processing follow-ups and exceptions, completion of reference checks, etc.
- Manage application logs, coordinate and schedule interviews by phone and in person.
- Follow up with applicants after HR orientation to encourage completion or per-hire requirements (health certificate, etc.)
- Coordinate new hire packets to include necessary paperwork.
- Attend job fairs and other recruitment events and conduct Transportation Orientation.
- Building sustainable relationships – effectively interact and collaborate with customers, team-members and technical teams, and provide back-up coverage and training as required.
- Receives, investigates, and resolves and prepares responses to complaints from the public.
- Performs regular field observations to ensure driver compliance with WS/FCS policies, state and local laws, while assessing customer service standards.
- Ensures that WS/FCS Transportation employees meet and comply with all federal, state, and local health and safety regulations.
- Operates a motor vehicle to monitor on-site transit operations and inspect routes, bus stops and facilities.
- Prepares correspondence, reports, memoranda and directives regarding division operation, performance, citizen complaints or special issues as needed and/or requested by department leadership.
- Provides effective direction, supervision, leadership, project management and oversight to transit personnel, consultants, and contractors to develop, implement and monitor multiple safety programs.
- Responsible for new hire, post-accident and refresher training. Responsible for safety meetings / training sessions.
- Advises Transportation Directors and Supervisors concerning safety matters. Makes recommendations to directors and supervisors for proactive compliance with OSHA, EPA, DOT and other federal, state, local and organizational regulations.
- Responsible for all safety-related activities.
- Responsible for analysis of safety incidents, accidents, and preparation of safety related reports.
- Planning and logistics for special events using WS/FCS transportation yellow or activity buses. Works with WS/FCS Safety & Security Team, along with local law enforcement and other agencies to ensure collaboration for emergencies that may arise.
- Performs all other duties as may be required to meet organizational needs.
- Performs other related duties as assigned.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
- Working knowledge of state and local laws, regulations and guidelines regarding bus routes stops, and driver requirements.
- Working knowledge of traffic laws, regulation, and driver hazards and related safety precautions.
- Prior experience developing and implementing safety training programs including performance and risk reduction measures.
- Prior experience of transit systems and operations, CDL requirements, and safe driving techniques.
- Knowledge regarding FTA/DOT regulations and policies regarding Transit Operations, compliance, and reporting requirements.
- 2 years of experience working with Microsoft Office Suite products Outlook, Word, Excel and PowerPoint. Comprehensive knowledge of building PowerPoint presentations and excel spreadsheets.
- Considerable skill in orally communicating directions.
- Ability to prepare detailed written reports, recommendations, and oral presentations regarding hiring, safety performance and deficiencies and retention.
- Skilled and adaptable to performing under stress when confronted with emergency situations and/or tight deadlines.
- Skill in implementing effective safety enhancements and corrective actions associated with all transit programs.
- Proven decision-making abilities.
- Ability to maintain accurate records; to work independently and in a group; ability to establish and maintain effective working relationships with other WS/FCS departments, managers, supervisors, employees, trainees, and the public.
- Ability to maintain positive customer-focused relationships with co-workers, supervisors, agencies, the public, and all other internal and external customers. Demonstrates appropriate customer service skills.
- Work is performed onsite. The incumbent must be present at work to perform the essential functions of this job.
EDUCATION AND EXPERIENCE REQUIREMENTS:
- Minimum: Associate’s degree in business/management with a minimum of two years of supervisory experience. The equivalent combination of education and related work experience may be considered.
CERTIFICATION AND LICENSURE REQUIREMENTS:
Ability to obtain (within 6 months of hire date) and maintain a valid Class B CDL with (P) Passenger and (S) School Bus Endorsements with a good driving record acceptable to WS/FCS standards.
Pay Grade OSS1 - Pay Rate $4,000.99 Monthly - Full Time 12 Months
