Transportation Director directs, develops, and implements overall operations of a transportation network including safety, compliance, equipment, and staff. Develops and directs operational policies and procedures to ensure safety and efficiency in all transportation activities. Being a Transportation Director monitors transportation costs, service level agreements, and performance metrics to identify and resolve problems and achieve efficiencies. Partners with internal and external stakeholders to forecast and meet capacity needs. Additionally, Transportation Director oversees the acquisition and oversight of transportation providers. Requires a bachelor's degree in logistics, transportation, supply chain management, or equivalent. Typically reports to top management. The Transportation Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Transportation Director typically requires 3+ years of managerial experience. Capable of resolving escalated issues arising from operations and requiring coordination with other departments.   • JOB SUMMARY

    Assist the Director of Transportation Operations in supervising personnel and providing safe transportation for all students of Culpeper County Public Schools.

     

    ESSENTIAL JOB FUNCTIONS:

    The minimum performance expectations include, but are not limited to, the following functions/tasks:

    • Serves as the Director of Transportation Operations in his/her absence; 
    • Ensures that the transportation department operates efficiently on a daily basis; 
    • Answers phone calls from parents, students, staff members and the community to promote positive public relations; 
    • Assists in obtaining substitute drivers as required; 
    • Maintains accurate and complete forms used within the transportation department; 
    • Counsel drivers when needed on rules, regulations, and student procedures and discipline; 
    • Remains current with new and existing laws, regulations and policies governing pupil transportation in Virginia. 
    • Notifies Pupil Transportation Service, State Department of Education as new drivers are added to the system; 
    • Assists in setting up bus schedules and routes at the beginning of each school year;  
    • Assists in monitoring and adjusting routes as necessary; 
    • Develops and implements new bus routes due to overloads, special needs students, homeless students, and other needs; 
    • Assist the lead trainer in scheduling training classes, obtain instructors and supervise new driver training and schedule road tests after training is completed; 
    • Obtains the Division of Motor Vehicles driving record for each driver, bus, and fleet, and checks them quarterly for violations that could disqualify them from driving; 
    • Obtains necessary information on bus breakdowns, accidents and other emergencies and take appropriate action; 
    • Secures information and prepares accident reports for buses and vehicles.  Coordinate with the insurance provider as necessary to ensure that all requirements are completed; 
    • Leads the scheduling of transportation for approved extra-curricular activities, field trips, athletic trips, etc.; 
    • Monitors gasoline consumption, order as needed; record purchases and cost; compute gasoline report and submit to the finance department each month; 
    • Supervises the processing of bills and purchase orders each month; 
    • Removes and reviews bus tapes for school administration;  
    • Communicates student disciplinary cases as reported by the drivers or others to the principal of the student(s) involved; 
    • Assist in the preparation of the annual state transportation report, including total miles driven by buses, total number of student riding buses, etc. to compute the cost per mile for the school year; 
    • Collect annual forms required by the state for all drivers; 
    • Obtain a Division of Motor Vehicles driving record for each driver (any school vehicle driver), bus, and fleet, and check them quarterly for violations that could disqualify them from driving; 
    • Plan annual safety awards banquet for the department; 
    • Prepare schedules, handbooks, driver packets and other pertinent information necessary for opening of school for drivers and schools, ensuring dry runs are completed; 
    • Complete Workers’ Compensation paperwork for all transportation department employees when needed; 
    • Communicate openly and effectively with students, parents, community patrons, staff, and Division administration as a positive representative of Culpeper County Public School system; 
    • Assist with the training, evaluation, management, and supervision of the transportation department personnel; and
    • Performs other assigned duties.

    MINIMUM REQUIREMENTS TO PERFORM WORK:

    • High school diploma or equivalent;
    • Or equivalent training, education, and/or experience.

    KNOWLEDGE, SKILLS, AND ABILITIES:

    • Knowledge of general office equipment (e.g., fax machine, copier, etc.)
    • Willingness to be trained for specific assignments;
    • Ability to work with minimal supervision;
    • Ability to maintain accurate records with supporting documentation under direction of the department supervisor;
    • Ability to keep official information confidential;
    • Ability to meet deadlines and work under pressure.

     

    SPECIAL REQUIREMENTS:

    • Must possess or have the ability to obtain a commercial driver’s license within six (6) months of hire.
    • Designated Essential Personnel (Essential employees are expected to report to work and perform their duties regardless of whether there is a delayed opening or closure of Culpeper County Public Schools as designated by the Superintendent or designee for Culpeper County Public Schools.)

     

    PHYSICAL DEMANDS:

    Work is typically performed in settings to include Central Office and schools throughout the division.  Frequent walking, standing, lifting, up to approximately 40 pounds, and occasional lifting of equipment and/or materials weighing up to approximately 50 pounds may be required.  Other limited physical activities are required.  Travel to activities, schools throughout the division and central office is required.  Vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities. 

     

    WORK ENVIRONMENT:

    Work environment exposes the employee to inside and outside environmental conditions.  Regular contact with staff members is required. Contact with parents by phone and in person is necessary.  Timely and regular attendance is an expectation of performance for all CCPS employees. To ensure adequate staffing, positive employee morale, and to meet expected productivity standards throughout the organization, employees will be held accountable for adhering to their workplace schedule. 

     

    EVALUATION:

    The supervisor will evaluate performance on the ability and effectiveness in carrying out the above responsibilities.
