Transportation Director directs, develops, and implements overall operations of a transportation network including safety, compliance, equipment, and staff. Develops and directs operational policies and procedures to ensure safety and efficiency in all transportation activities. Being a Transportation Director monitors transportation costs, service level agreements, and performance metrics to identify and resolve problems and achieve efficiencies. Partners with internal and external stakeholders to forecast and meet capacity needs. Additionally, Transportation Director oversees the acquisition and oversight of transportation providers. Requires a bachelor's degree in logistics, transportation, supply chain management, or equivalent. Typically reports to top management. The Transportation Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. DIRECTOR OF MAINTENANCE AND TRANSPORTATION (DMT)

  • Reporting to the CEO, the DMT oversees the day to day operations of agency's maintenance of facilities, equipment and vehicle fleet. The DMT is responsible for the management of building maintenance for twelve (12) sites, establishing priorities, planning, scheduling and coordinating the daily work orders for preventive maintenance, repair, alteration and equipment installation on grounds and in or upon buildings, managing custodial services, managing the automotive repair contracts and vehicle fleet of 22 vehicles, managing grounds maintenance, landscaping and pest control contracts. These activities are to be performed at a level that supports the Agency's efforts to achieve the highest rating on HUD's evaluation systems on the two HUD projects managed by HHIV. The DMT ensures maintenance and transportation activities are safe, efficient, and aligned with organizational mission, strategic goal/objectives, and operational budget.

    The ideal candidate will have an extensive knowledge of mechanical trades (engineering services, plumbing and electrical), architectural trades (carpentry and paint; and locksmith); and operations (grounds and custodial). This position will have knowledge of local, state, Department of Housing and Urban Development (HUD) and life-safety and building codes. Excellent leadership, organizational, and interpersonal skills are required to translate mission into action, manage multiple priorities and emphasize team development.

    ESSENTIAL JOB FUNCTIONS:

    Director/Executive Responsibilities:

    • Collaborate with other Directors and CEO to set and drive organizational vision, mission, and operational strategy as well as to solve complex problems.
    • Assist in the development of on-going Strategic Planning process and develop, implement and review organizational and departmental goals.
    • Oversees the development and implementation of operational policies and procedures; communicate approved policy and procedures to the appropriate individuals and persons and to monitor compliance.
    • Oversees the preparation of, maintain, and report when requested, accurate, current records and statistics required by the organization to improve quality of operational and programmatic services delivered. Maintain Knowledge of overall organizational structure, workflow, and operating procedures. Act as a liaison to provide technical leadership and direction within specified area of professional expertise.
    • Assure operational procedures facilitate growth and development of improved efficiencies.
    • Administer and oversee daily functions of assigned area/departments including assignment of tasks and resource allocations.
    • Negotiate, manage and monitor contracts
    • With Executive Team, contribute to the development and monitoring of an annual budget, recruitment and retention of personnel strategy, marketing and public relations efforts, and determination of new projects, programs and service delivery initiatives.
    • Remain informed of pending legislation and regulatory changes to anticipate changes that may affect organizational operations and strategic goals.
    • To supervise and/or participate in Agency teams/committees as requested by the Chief Executive Officer. Participate in community outreach, networking events and professional development conferences as requested.
    • Ensure communication and compliance with laws and regulations, and take appropriate action when necessary.

    Supervision/Management Responsibilities:

    • Perform all personnel supervision functions for those assigned including interviewing, hiring and orienting new employees, annual performance evaluation or more often as necessary, employee discipline (termination subject to supervisory approval), delegation of duties, etc.
    • Provide on-going supervision, monitor staff outcomes and assist staff you supervise as needed. Act as a backup or replacement for positions you supervise in their absence.
    • Assure dissemination of information with those you supervise regarding agency policies/procedures and action plans.
    • Coach, train and mentor those you supervise and make recommended additional training needs known to Staff Development Coordinator.
    • Responsible for timely completion of payroll related tasks including employee scheduling, approving of time worked, and time off.
    • Empower those you supervise through role-modelling, training, encouragement to assume additional responsibilities, and/or supporting them to resolve concerns independently.
    • Oversee day to day supports provided to assure persons receiving services Implementation Strategies are delivered and necessary information regarding progress, changing support needs, or interests are shared.
    • Assure collaboration and cooperation with other department heads, based on person receiving services needs/desire, in an effort to de-silo services.
    • Participate in agency, trade association, state or other sponsored committees or workgroups as requested by supervisor.

    Position Specific Duties:

    • Plan, directs and supervises daily activities of maintenance of facilities, equipment, and vehicles and establishes objectives and priorities for the department. Plans, schedules and reviews daily maintenance work orders and assignments with maintenance personnel, provides guidance and assistance to staff as needed to perform assigned work.
    • Oversees all phases of maintenance risk controls. Develops work safety programs and monitors maintenance staff work to ensure that safety rules are followed.
    • Works with the CEO in the decision process of future maintenance priorities and coordination between contractors and maintenance staff. Develops, schedules and manages a preventive maintenance program designed to retain Agency properties in safe operating condition.
    • Prepares bid specifications and solicits competitive quotes from vendors. Participates in contractor selections and performs contract administration for maintenance and paperwork items. Reviews reports, studies, and bid documents to ensure conformity to Agency criteria, State of Illinois codes and regulations, and HUD requirements as appropriate. Oversees construction Monitors work performed for quality assurance.
    • Acts as the point of contact for all required inspections and surveys of Agency properties
    • Conducts routine inspections of all agency facilities and vehicles for safety and cleanliness, coordinates and supervises the repair of equipment and facilities. Addresses any safety issues or hazardous conditions immediately.
    • Works with site supervisors to plan work schedules for maintenance personnel and contractors. Requisitions materials and equipment for maintenance, grounds, custodial, and transportation repairs, and operations.
    • In coordination with the CEO, makes decisions on whether to repair or replace damaged property within established parameters. Makes estimates for time and materials needed for a variety of maintenance tasks and the upkeep of grounds and vehicles.
    • Investigates vehicle accidents and special problems with the operation of vehicles reported by drivers.
    • Supervises and coordinates leases of agency facilities and vehicles.
    • Will be responsible to direct Horizon House vehicle work to proper vehicle contractor for repairs and service and monitor their successful completion. Controls vehicles, repair records and vehicle assignments. Ensures vehicles are licensed and inspected in a timely manner.
    • Develops training programs and procedures for a safe and efficient operation of transportation vehicles including vehicle replacement.
    • Composes and updates programs of emergency preparedness, maintenance and communications for severe weather and other emergencies. Answers fire and emergency alarms, responds to emergency situations.
    • Oversees and conducts annual physical inventory of agency property to reconcile to property records to ensure adequate safeguards to prevent loss, damage, theft or unauthorized use of the property.

    ADDITIONAL RESPONSIBILITIES:

    • Act as a mandated reporter for Abuse and Neglect. Report any suspected or actual incidents per policy & procedure. Participate in investigations as requested.
    • Ensure the protection of rights for persons receiving services in compliance with law, Medicaid Waiver Rules and Illinois Mental health and Development Disabilities Code including rights to equitable treatment, self-determination, privacy, and wage complaints.
    • Act as an appropriate role model at all times by interacting in a positive and supportive manner.
    • Strive to improve knowledge and abilities in order to be most effective and efficient in job responsibilities, which lead to the fulfillment of agency philosophy and values.
    • Identify areas of improvement and present potential solutions to agency leadership.
    • Advocate for and promote self-advocacy for individuals with disabilities.

    • Develop and maintain necessary channels of communication between consumers, families, guardians, staff, service providers, employers and consultants.
    • Remain informed of current rules, regulations and laws and assist in maintaining compliance thereof.
    • Willing to work a flexible schedule in support of the mission of the agency and to meet individual needs.
    • Perform other duties as assigned by supervisor.
