Transportation Director directs, develops, and implements overall operations of a transportation network including safety, compliance, equipment, and staff. Develops and directs operational policies and procedures to ensure safety and efficiency in all transportation activities. Being a Transportation Director monitors transportation costs, service level agreements, and performance metrics to identify and resolve problems and achieve efficiencies. Partners with internal and external stakeholders to forecast and meet capacity needs. Additionally, Transportation Director oversees the acquisition and oversight of transportation providers. Requires a bachelor's degree in logistics, transportation, supply chain management, or equivalent. Typically reports to top management. The Transportation Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget.     The Transportation Assistant Division Director functions as the assistant director in a division within the Department of Transportation. Performs administrative work at the advanced level, managing an organizational section providing administrative and support services in a division where operations, policy, work processes, and regulatory requirements of the section are complex, varied, and dynamic. Requires a working knowledge of the STIP (Statewide Transportation Improvement Plan) and the HUB. The Programming Division acts as the ’HUB’ for the programming and funding of all the Department of Highways projects including state, federal, bond, emergency and other funded projects. Work requires substantial depth of analysis and interpretation of theory, principles, practices, and regulations of a professional or administrative field. Duties involve the supervision of managerial, professional, technical and clerical employees. The scope of responsibility includes planning the operations and procedures of the unit; directing the work of employees; developing employees; evaluating unit operations; developing budget needs; researching new procedures and improvements; and interpreting statutes, regulations, and policies. Positions at this level report to the division head and have primary responsibility for the administrative support functions for a large state division. Direction at this level is over a larger more complex division with professional, technical and clerical employees. This position is granted the latitude to develop new methods and policies to improve overall organizational effectiveness. Complexity involves varied duties and many different and unrelated processes and methods are applied to a broad range of activities or substantial depth of analysis, typically for an administrative or professional field.     EXAMPLE OF DUTIES
    • Acts as director and fully responsible for the unit in the absence of the Transportation Division Director.• Develops and recommends operational policies and procedures for the division.• Directs and approves the work of others.• Assists with personnel matters such as hiring, disciplining, training, assigning, and evaluating the work of division employees.• Manages division activities with the other Transportation Department Units, other state and federal agencies and the public as directed by the Division Director.• Assists the director in technical research studies and recommends changes to methods of operation, regulation, policies, and management regarding the Department of Transportation.• Assists the director in researching new possible procedures and directs employees to formulate plans and recommendations for development, improvement, construction, and implementation for roads, bridges, highways, and other Department of Transportation areas.• Makes recommendations regarding the department budget.• Personal contacts are with high-ranking officials from outside the employing agency at national or international levels in highly unstructured settings.• The work involves planning, developing, and carrying out vital administrative or scientific programs.• The programs are essential to the missions of the agency or affect large numbers of people on a long-term or continuing basis.• Travel may be required, therefore; a valid driver’s license may be required.

    REQUIRED TRAINING/EDUCATION Bachelor’s degree from a regionally accredited college or university.Substitution: Experience, as described below, may be substituted for the training/education requirement through an established formula.Note: More technical divisions will not have a training/education substitution. REQUIRED EXPERIENCESeven (7) years of full-time or equivalent part-time paid administrative or supervisory experience in accounting, budgeting, business operations, personnel, purchasing or technology.Substitution: Successful completion of graduate coursework from a regionally accredited college or university may be substituted for up to two (2) years of the required experience through an established formula.
